Aufgrund der hohen Gefährdungslage im Cyberraum hat der Bundesgesetzgeber ein Sofortprogramm Cybersicherheit zum Schutz der akutstationären Versorgung im Bundeshaushalt verankert. Das Förderprogramm soll systemrelevanten Gesundheitseinrichtungen entlang der kritischen (Akut-)Versorgungskette die erforderlichen Ressourcen für moderne Schutzmaßnahmen bereitstellen und gleichzeitig zur Erfüllung der verpflichtenden NIS-2-Richtlinie beitragen. Die eingesetzten IT-Systeme werden damit sowohl präventiv vor Angriffen geschützt, als auch in die Lage versetzt, bei Sicherheitsvorfällen schnell wieder in einen funktionsfähigen Zustand zu gelangen. Dies gewährleistet eine durchgehende Akutversorgung im Krisenfall. Im Zuge des Sofortprogrammes Cybersicherheit soll der Digitalisierungsgrad insgesamt und im Besonderen der IT-Sicherheitsgrad der systemrelevanten Gesundheitseinrichtungen entlang der kritischen Versorgungskette erfasst werden (vgl. Modul 1 zur weiteren Erläuterung). Anhand auf anerkannten Reifegradmodellen basierender und noch festzulegender Kriterien sollen systemrelevante Gesundheitseinrichtungen im Rahmen einer Selbsteinschätzung eine Einstufung und Bewertung ihres IT-Sicherheits- und Digitalisierungsstands vornehmen. Die Teilnahme an der Selbsteinschätzung ist verpflichtend für Einrichtungen, die im Rahmen des Sofortprogrammes eine Förderung erhalten. Grundsätzlich soll die Teilnahme allerdings sämtlichen berechtigten systemrelevanten Gesundheitseinrichtungen entlang der kritischen Versorgungskette offenstehen. Die Daten werden im Anschluss aggregiert ausgewertet. Es sind drei Erhebungszeiträume in den Jahren 2027, 2028 und 2029 vorgesehen. Die erste Erhebung soll im Jahr 2027 stattfinden und anschließend im jährlichen Turnus fortgeführt werden, mit weiteren Erhebungen in den Jahren 2028 und 2029. Innerhalb dieser Erhebungszeiträume können die konkreten Erhebungszeitpunkte für die jeweiligen Einrichtungsgruppen unter Berücksichtigung der bestehenden Datenlage und des jeweiligen Erkenntnisbedarfs zeitlich differenziert festgelegt werden. Insbesondere kann die erste Erhebung bei den weiteren systemrelevanten Gesundheitseinrichtungen, für die bislang keine vergleichbare Datengrundlage vorliegt, zu einem früheren Zeitpunkt erfolgen. Für den Krankenhausbereich kann demgegenüber auf bereits vorliegende Erkenntnisse aus der jüngsten Erhebung des DigitalRadar aufgebaut und die nächste Erhebung entsprechend zu einem späteren Zeitpunkt durchgeführt werden. Einerseits kann so der Status Quo der systemrelevanten Gesundheitseinrichtungen zu den drei Messzeitpunkten erfasst werden, andererseits kann durch den Vergleich der drei Messzeitpunkte ein längsschnittlicher Verlauf abgebildet werden. Dieser ermöglicht die Bewertung, inwieweit die Digitalisierung/IT-Sicherheit der systemrelevanten Gesundheitseinrichtungen im Rahmen des Sofortprogramms verbessert werden konnte. Auf dieser Grundlage können zudem Maßnahmen zur Verbesserung moderner Sicherheitsvorkehrungen, zur Erfüllung der Anforderungen der NIS-2-Richtlinie, zur Stärkung der Resilienz und Versorgungssicherheit sowie zur Optimierung des Ressourceneinsatzes bewertet werden. It aims to examine preconditions and potentials for developing a functional cross-border area through coordinated development and investment. It will examine access to services, mobility patterns, economic complementarities, environmental interdependencies, and institutional frameworks to determine how they influence cross-border functionality and where gaps remain.

The project will develop a coherent framework for understanding how territorial cohesion and resilience operate under conditions of persistent low growth, demographic contraction and structural decline. Based on European-wide territorial mapping, it will elaborate typologies of territories facing persistent low growth and demographic contraction, and produce territorial maps of vulnerability, adaptive capacity and resilience. Through comparative qualitative case studies across different territorial contexts, it will document adaptive territorial practices and governance innovations. Finally, the project will offer practical policy guidance suggesting how cohesion policy, territorial governance and resilience planning frameworks may need to evolve in response to persistent low growth and structural territorial contraction.

The Ministry of Justice and Emergency Services shall enter into a framework agreement for various types of analysis services connected to knowledge acquisition in the Ministry ́s areas of responsibility. The Ministry particularly needs expertise on quantitative and qualitative analysis, evaluations, as well as the production of knowledge synthesisers. It will also be an advantage with competence in Norwegian government administration, as well as the area of justice and stand-by. The ministry is planning for a 2 year framework agreement with an option for a further 2 years and a flexible level of the contract ́s extent will be set, based on the Ministry ́s analysis need each year. There is a broad thematic breadth in JD ́s areas of responsibility and, thus, this framework agreement. Several tenderers can join forces to submit a tender. Alternatively, tenderers can document access to other competence environments. The Ministry is open to feedback on the attached documents, a draft of the tender documentation and annexes to SSA-R. SSA-R is used as a contract template. The ministry is planning a digital information meeting after the announcement has been sent out to answer any questions. The World Health Organization (WHO) Philippines seeks a qualified institutional partner to provide technical assistance for two complementary workstreams: (1) an implementation gap analysis of the WHO Mental Health Gap Action Programme (mhGAP); and (2) a country-level assessment of mental health and climate change in the Philippines. Mental health conditions remain a major public health concern globally and in the Philippines. The Philippine National Survey on Mental Health and Well-being (NSMHW) 2021 found that approximately one in seven Filipino adults experienced at least one mental health problem during their lifetime. This highlights the continuing need to strengthen access to quality, integrated, and people-centred mental health services, while generating evidence to inform policies and programmes that respond to emerging and evolving mental health challenges. WHO Philippines continues to support the Department of Health (DOH) in strengthening mental health systems through evidence-informed policies, programmes, and service delivery. A key component of this effort is the implementation of the WHO Mental Health Gap Action Programme (mhGAP), which aims to integrate evidence-based mental health services into primary health care. Since its introduction in the Philippines in 2014, mhGAP has been widely adopted and integrated into national mental health initiatives. However, implementation varies across settings due to differences in workforce capacity, governance, availability of medicines, referral mechanisms, financing and monitoring systems. A systematic implementation gap analysis is therefore needed to assess the current status of mhGAP implementation, identify barriers and enabling factors, and generate actionable recommendations to strengthen its scale-up, institutionalization and sustainability within primary health care.
