Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks an experienced External Collaborator to support the development of ASEAN Regional Guidelines on Promoting Employment and Strengthening Labour Rights Protection for Digital Platform Workers, under the SLOM-WG Work Plan 2026-2030. The Collaborator will map national legal classification, social protection, dispute resolution, and social dialogue arrangements across ASEAN Member States; analyse alignment with international labour standards, including the ILO Decent Work in the Platform Economy Convention, 2026 (No. 193), and the ASEAN Employment Outlook; and prepare a principles-based framework with policy options and implementation considerations. The assignment includes designing and supporting a Consultative Workshop and a Validation Workshop, and producing an inception report, successive drafts, and the final draft Guidelines for consultation and endorsement through the SLOM-WG process, in close coordination with the Philippine Department of Labor and Employment (DOLE), the ASEAN Secretariat, and the ILO. The assignment will analyse priority health risks, particularly in high-risk sectors such as construction and domestic work, and assess the differentiated needs of women and men, including acute and long-term conditions linked to heat and dust exposure. It will examine health-seeking behaviours and barriers to care, and review legal, institutional and administrative arrangements in destination countries and Bangladesh, including a high-level mapping of GCC health insurance systems. It will also assess schemes accessible upon return and their alignment with ongoing social health protection reforms and emerging national health initiatives. Below is a summary of the work to be performed: The consultant will assess labour rights and freedom of association (FOA) monitoring mechanisms in the Philippines through two interrelated components: (1) mapping and analysing the workflows, procedures and coordination arrangements of existing labour and human rights monitoring mechanisms; and (2) developing institutional options, including the possible operationalization of an independent, non-judicial body, in line with the 2023 ILO High-Level Tripartite Mission (HLTM) recommendations. The assignment will review relevant laws, policies and procedures and consult key stakeholders, including CHR, EO 23 IAC, AO 35 IAC, NTIPC-MB/RTMBs and other relevant bodies.
