Through comparative qualitative case studies across different territorial contexts, it will document adaptive territorial practices and governance innovations. Finally, the project will offer practical policy guidance suggesting how cohesion policy, territorial governance and resilience planning frameworks may need to evolve in response to persistent low growth and structural territorial contraction.Assessment of the Performance and Effectiveness of Farmer Cooperatives and Farmer Groups in the Cocoa Sectors of Ghana and Ivory Coast

Okt.The primary objective of this contract is to conduct a comprehensive, large-scale study on the current state and effectiveness of cocoa farmer cooperatives and farmer groups in Ghana and Côte d’Ivoire (incorporating but not limited to cooperative societies in Ghana and COOP CA and COOP simplifié in Côte d’Ivoire). This study will represent the first nationally representative analysis of cocoa cooperatives and farmer groups across the two countries. It will uniquely combine data collection at two levels: (1) the organizational governance and operational management of cooperatives and farmer groups, and (2) the individual farmer members, including their engagement, benefits, and challenges. By integrating insights from behavioural economics, collective action theory, organizational studies, and development economics, the study will adopt an interdisciplinary approach to evaluate how structural, managerial, and behavioural factors influence cooperative performance and farmer outcomes. The reason for purchasing this service is to generate actionable insights that enable stakeholders, including farmers, cooperatives, policymakers, and certification bodies, to enhance the effectiveness and sustainability of cocoa production systems in Ghana and Côte d’Ivoire. Specifically, the study aims to assess the readiness of cocoa cooperatives for ARS1000 certification, evaluate cooperative governance and member engagement, and investigate household-level investment strategies, including investments in sustainable agricultural practices or household assets. The ultimate goal is to identify critical barriers and opportunities to strengthen cooperative capacity, improve resource allocation, and reduce the financial and operational burdens of compliance with sustainability standards, thereby contributing to a more sustainable cocoa production system in the region.Framework agreement for annual estimations and further development of methods connected to the effect indicators (results) in Innovasjon Norge's system for performance management and performance management (MRS).
INNOVASJON NORGEOSLOFrist: 14. Sept.Innovation Norway wants to enter into a framework agreement with a supplier of economic analysis and statistics in order to prepare the annual estimates for the effect indicators in Innovation Norway ́s target and performance management system (MRS). The estimates will be published in the annual report to Innovasjon Norge ́s owners and contracting authorities. The procurement shall cover Innovation Norway ́s need to prepare annual estimates for specified effect indicators in Innovasjon Norge's target and performance management system (MRS), as well as further development of methods and use of the estimates. See Annex 1 Goal and Result Management System, Innovation Norway dated 14 March 2013. The MRS system ́s effect indicators were operationalised by Statistics Norway (SSB) in 2014-2015.[2] The cooperation with Statistics Norway was concluded in 2018. Since 2018, Socio-economic analysis AS and now Oslo Economics AS have been suppliers. It is important to have independent assessments of the effects of the services of business. There is a need for assistance from an independent, competent professional environment with research competence. The aim of the effect analyses is to try to measure the socio-economic effect based on registry data and quasi-experimental design, in line with the Directorate for Management and Financial Management (DFØ) guidelines for performance management and performance management. Matched Difference-in-Differences (MDiD) has been used in the annual reports since 2015. SSB developed the analysis setup in STATA in 2015. Socio-economic analysis AS and Oslo Economics AS have used this set-up and the new supplier will get it from Oslo Economics AS. It will be possible to publish results from the project. Such publication cannot, however, contain information that is confidential in accordance with the Act on Innovation Norway §27 and the attached confidentiality statement.Framework agreement for analyses in the justice and public security

Okt.The Ministry of Justice and Emergency Services shall enter into a framework agreement for various types of analysis services connected to knowledge acquisition in the Ministry ́s areas of responsibility. The Ministry particularly needs expertise on quantitative and qualitative analysis, evaluations, as well as the production of knowledge synthesisers. It will also be an advantage with competence in Norwegian government administration, as well as the area of justice and stand-by. The ministry is planning for a 2 year framework agreement with an option for a further 2 years and a flexible level of the contract ́s extent will be set, based on the Ministry ́s analysis need each year. There is a broad thematic breadth in JD ́s areas of responsibility and, thus, this framework agreement. Several tenderers can join forces to submit a tender. Alternatively, tenderers can document access to other competence environments. The Ministry is open to feedback on the attached documents, a draft of the tender documentation and annexes to SSA-R. Department of Culture Communications SportKillarneyCreative Ireland is holding an open grant call for funding of approximately 10-15 Creative Climate Action projects lasting three years (36-month period) from 2026 to 2029. The successful grantees will likely include institutions and organisations with capacity to deliver large-scale projects, such as national cultural, climate and community organisations, NGOs, businesses, local authorities, networks and academic institutions working in the intersection of climate action, adaptation and creativity. There will be a focus on inter-disciplinary teams that include community partners, climate scientists, evaluators, and creative practitioners. The total value of grant funding is €6.5 million. A comprehensive, independent evaluation of the Creative Climate Action Fund III (2026-2029) initiative will provide an invaluable evidence-base to demonstrate to policymakers and funding Departments the impact and value of the initiative and its scalability. There is growing acknowledgement amongst policymakers that narrow macroeconomic measures like GDP do not capture the full range of citizens’ lived experiences. A sole focus on indicators like GDP can lead to other aspects of life – particularly those that cannot be easily assigned a monetary value, such as wellbeing, social inclusion and just transition – being undervalued. It is important that the final research equally balances both elements. It is envisaged that the process of the research will include, but not be limited to: * Coordination of 10-15 embedded evaluators at project level. The grantees are required to have an embedded evaluator in place at the beginning of the project.
