Sept.UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the Living Lab Implementation and Team Support Partner for RE:ACT – Youth Innovation Challenge for Resilient Communities.Viet Nam is undergoing rapid digital transformation while facing increasing social, economic and environmental challenges affecting communities across the country. Climate change, natural disasters, urbanization, environmental degradation, digital divides and unequal access to opportunities continue to create new vulnerabilities, particularly for young people and communities in exposed or underserved areas. At the same time, Viet Nam has a dynamic youth population and a fast-growing innovation ecosystem, creating significant potential for young people to apply technology, entrepreneurship and creative problem-solving to real development challenges. Young people are increasingly interested in using digital tools, innovation and entrepreneurial approaches to address issues affecting their communities. However, many youth-led ideas remain at an early stage and require structured support to move from concept to prototype, testing and implementation. Young innovators often need access to mentors, technical experts, public sector stakeholders, private sector actors, universities, innovation hubs, startup networks and community partners in order to test their ideas, strengthen their solutions and connect with real users. In this context, UNDP Viet Nam, with the support of Samsung, will implement RE:ACT – Youth Innovation Challenge for Resilient Communities. The programme aims to mobilize young people in Viet Nam to develop innovative, practical and technology-enabled solutions that strengthen community resilience and respond to local development challenges. RE:Act will support youth-led teams through outreach, application and selection, mentoring, incubation and/or Living Lab activities, prototype development, user validation, stakeholder engagement and final showcase activities. OBJECTIVES OF THE ASSIGNMENTThe overall objective of this assignment is to engage a qualified national innovation ecosystem organization to provide technical support to the implementation of Living Labs component under RE:ACT – Youth Innovation Challenge for Resilient Communities, implemented by UNDP Viet Nam with the support of Samsung. The work is structured across three main pillars: strategic and policy development, technical implementation of EMV initiatives, and capacity and organizational development. Together, these tasks aim to ensure that Jordan is able to adapt its trade and industrial policies to global and regional dynamics, while simultaneously strengthening the competitiveness of small and medium-sized enterprises (SMEs) and improving the enabling environment for export promotion, innovation, and digitalization. The 3 pillars of this assignment are elaborated below: 1. Strategic and Policy Development A core element of the assignment is to provide ongoing technical and policy advisory support to MoITS in order to guide the targeted planning and implementation of EMV Phase II. This includes assisting the Ministry of Industry, Trade, and Supply (MoITS) in developing and reviewing its strategies / executive actions plan (e.g., export, industrial, etc.). A key dimension is to support designing strategic initiatives that respond to emerging challenges and opportunities at both the regional and global levels. Additionally, this task will support the Government's efforts in promoting innovation and economic complexity as means for diversifying products and export markets, thus ensuring that Jordan's export base is more resilient and adaptive to shifting global demand. Work package 1 focuses on career guidance and counselling for youth in Kakuma, Kalobeyei and Lokichoggio against the backdrop of Kenya"s policy shift from a camp model to integrated settlements (Refugees Act 2021, Shirika Plan). In a context of high poverty, informal livelihoods and recurrent climate shocks, many young people (especially women) face a "dependency syndrome" fuelled by limited formal job opportunities and insufficient soft skills, qualifications and psychosocial resilience. Lecture-style guidance proved inadequate in 2023-2024. The package therefore adopts a holistic, human-centred approach that aligns with KNCCI, DRS and the NEA to prepare youth for participation in the emerging local economy. The intervention combines three tracks. First, Personal Discovery and Career Orientation establishes career clubs in secondary schools or community youth clubs, guiding learners through self-assessment (interests, strengths, values), exposing them to local economic opportunities via KNCCI/NEA, and using role-model talks from both refugee and host communities to build aspiration. Second, the "Bounce-Back" psychosocial resilience track provides ongoing support through trauma- and culturally informed group sessions and individual counselling, with practical exercises in stress management, self-awareness, goal-setting and adaptive thinking; peer support circles normalise setbacks and foster persistence, with particular emphasis on young women"s needs. Third, Employability Skills and Labour-Market Linkages deliver hands-on training in CV writing, job applications, interview techniques, workplace communication, teamwork, time management and professional conduct, followed by short attachments with local firms and service providers to translate skills into practice and build networks. Delivery leverages existing facilities (schools, youth clubs, NEA at the Huduma-Biashara Centre) and mobile outreach for outlying areas; cohorts can run in parallel across Kakuma and Lokichoggio. Key deliverables are an inception report, training measures reaching 2,000 youths, viable psychosocial support activities, formal linkages to NEA/KNCCI, and a final report. Work package 2 strengthens MSME performance through Business Development Services. Many entrepreneurs in Kakuma/Lokichoggio operate informally and lack budgeting, record-keeping, pricing and investment planning skills. Targeted training-using a GIZ 10 day entrepreneurship/financial literacy curriculum-and follow-on mentorship are designed to improve cash-flow management, responsible credit use, decision-making, innovation, value addition and market linkages, thereby enhancing profitability, resilience and job creation. The contractor delivers training to 800 current and aspiring entrepreneurs and VSLA members from wards including Kakuma, Kalobeyei, Lopur, Song"ot and Lokichogio, with courses offered in Kakuma and Lokichoggio to reduce travel burden. Methods combine interactive sessions, case studies, practical exercises and group work. Content covers ideation, business planning, marketing, pricing, business canvas models, advertising, and financial management (budgeting, saving, record-keeping, goal setting), complemented by life skills (communication, empathy, stress management, confidence, decision-making). Each participant receives six one-to-one mentoring sessions over three months (two per month) to embed learning and address firm-specific challenges. The contractor supports participant selection, verifies business activity and documents success stories, drawing on a pool of local coaches trained by GIZ since 2024. Deliverables include an inception report with methodology/work plan, verification records, up to 27 trainings reaching 800 participants, 4,800 mentoring sessions and a final report. Work package 3 conducts outcome harvesting on ten public-private agreements concluded in August 2024 after 84 Public-Private Dialogues (PPDs) held across seven wards (Kakuma, Kalobeyei, Lopur, Letea, Songot, Nanam, Lokichogio). Signatories include the Deputy County Commissioner, County Ministry of Trade, Public Health, Boda-Boda associations, TWECA (contractors/suppliers/service providers), Livestock & Agriculture, DRS, Kakuma Biashara Centre, the National Police Service and traders"/refugee representatives. The contractor designs and implements a participatory, evidence-based process to identify actual changes attributable to the agreements-intended/unintended, positive/negative-such as reduced administrative barriers, improved service delivery, increased formalisation/expansion and stronger public-private coordination. All outcome statements must be verified by a third party. Deliverables include an inception report (methodology, tools, work plan), an outcome database, a validated outcome set, a final report (findings, contribution analysis, lessons, recommendations) and a facilitated learning workshop for government and private stakeholders. Outputs feed directly into the LED planning in WP4. Work package 4 develops a Local Economic Development plan and Youth Engagement Strategy for Kakuma Municipality, established in November 2024. While the Turkana County IDEP 2024-2028 recognises LED needs, it lacks a coherent pathway. The contractor runs a structured, participatory process: engage municipal leadership and constitute an LED steering committee; conduct stakeholder consultations to ensure inclusion (businesses, community organisations, women, youth) and set communication mechanisms; perform a rapid local economy assessment (value chains, infrastructure, labour market, business climate, natural resources, institutional capacity), building on recent partner studies collated by the project; facilitate a shared vision and strategic priorities; formulate an actionable strategy aligned with municipal/national policies; and validate through public consultations leading to formal adIntegrated, inclusive and climate-smart spatial planning in Lüderitz, Aus and ||Kharas

Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes.
