UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the Living Lab Implementation and Team Support Partner for RE:ACT – Youth Innovation Challenge for Resilient Communities.Viet Nam is undergoing rapid digital transformation while facing increasing social, economic and environmental challenges affecting communities across the country. Climate change, natural disasters, urbanization, environmental degradation, digital divides and unequal access to opportunities continue to create new vulnerabilities, particularly for young people and communities in exposed or underserved areas. At the same time, Viet Nam has a dynamic youth population and a fast-growing innovation ecosystem, creating significant potential for young people to apply technology, entrepreneurship and creative problem-solving to real development challenges. Young people are increasingly interested in using digital tools, innovation and entrepreneurial approaches to address issues affecting their communities. However, many youth-led ideas remain at an early stage and require structured support to move from concept to prototype, testing and implementation. Young innovators often need access to mentors, technical experts, public sector stakeholders, private sector actors, universities, innovation hubs, startup networks and community partners in order to test their ideas, strengthen their solutions and connect with real users. In this context, UNDP Viet Nam, with the support of Samsung, will implement RE:ACT – Youth Innovation Challenge for Resilient Communities. The programme aims to mobilize young people in Viet Nam to develop innovative, practical and technology-enabled solutions that strengthen community resilience and respond to local development challenges. RE:Act will support youth-led teams through outreach, application and selection, mentoring, incubation and/or Living Lab activities, prototype development, user validation, stakeholder engagement and final showcase activities. OBJECTIVES OF THE ASSIGNMENTThe overall objective of this assignment is to engage a qualified national innovation ecosystem organization to provide technical support to the implementation of Living Labs component under RE:ACT – Youth Innovation Challenge for Resilient Communities, implemented by UNDP Viet Nam with the support of Samsung. Specifically, the assignment aims to: provide structured technical accompaniment to selected youth-led teams throughout the Living Lab phase to strengthen the quality, feasibility and implementation readiness of their solutions;facilitate prototype testing, user validation and solution refinement through practical implementation support and coordination with Living Lab host organizations;strengthen participating youth teams by providing continuous technical accompaniment, and coordination with technical advisors/mentors throughout the programme, enabling teams to progressively refine, test and validate their solutions; mobilize and coordinate 05/10 core mentors, Living Lab host organizations, universities and other implementation partners to provide practical learning opportunities, technical guidance and real-world testing environments for participating teams; contribute to broad and inclusive participation in the programme by supporting community outreach, University Roadshows and engagement with startup communities, youth organizations and innovation support actors, with the aim of attracting at least 200 eligible applications from across Viet Nam; contribute to effective programme monitoring, knowledge documentation and learning by maintaining implementation records, tracking team progress, documenting lessons learned and supporting programme reporting.When preparing your offer, please be guided by the RFP Instructions and Data. The key target group of the project are refugees with disabilities and members of host communities with disabilities and their families in Jordan, respectively. Mediators are social workers and MoSD personnel at the local level as well as technical staff and managers of the MoSD, the HCD and Organizations of Persons with Disabilities (OPDs). The project will work on four output areas. Output 1 aims to improve procedural requirements for the recognition of disabilities for both refugees and members of host communities. Work package 3: Pitching Competition and contracting of SMEs The objective of Work Package 3 is to organise a pitching event for the 40 selected SMEs. The SMEs will have a chance to present their business plans to scale access to products and services to an expert jury. The jury will evaluate the pitches on a competitive basis and select the strongest proposals. Subject to a due diligence process, the top 25 SMEs will be eligible to access milestone-based disbursements through subcontracts of work to support the development and scaling of their businesses, along with customized business development and investment readiness support. The contractor is expected to organise a national-level pitching competition, whereby an expert jury selects 25 SMEs that will have the chance to access milestone-based disbursements through contracts of work and technical assistance. Work package 4: Business Development Services for the selected SMEs The objective of Work Package 4 is to provide tailored business development services, networking opportunities and guidance to the 25 selected SMEs over an 18-month period. The aim is to support the SMEs in reaching their scaling goals and growth as outlined in the contracts of work, and to ensure the smooth implementation of their plans. Moreover, the contractor is expected to design and organise networking and learning events for the SMEs to exchange experiences and lessons learned among themselves, and to engage with external experts, particularly on topics related to climate resilience and women"s and youth economic empowerment. Business Development Services refers to a range of services that aim to improve the performance, competitiveness, and growth potential of businesses, especially small and medium-sized enterprises (SMEs). BDS can include 1) business advisory, including strategic planning, business model reviews, legal and regulatory compliance, financial management advice, HR policy development, use of ICT and communication tools, peer networks; 2) access to finance, such as investment readiness support, pitching, and linkages with financial institutions; 3) market access, including market research and information, branding and marketing, participation in trade fairs, 4) supply chain management, like finding suppliers and assuring quality, 5) training, coaching and mentoring, for instance, on leadership or public speaking skills. Ultimately, the aim is to support SMEs to grow and expand their customer base, increasing access to agricultural products and services that enable customers to adapt to climate change and increase income and job opportunities, particularly for women and youth. Work package 5: Monitoring, evaluation, communication and knowledge management The objective of Work Package 5 is to establish and implement a robust Monitoring, Evaluation, Communication, and Knowledge Management system to track results and impacts from the assignment. The Monitoring and Evaluation system shall be two-fold. First, the contractor shall ensure timely monitoring, verification, and reporting on the achievement of milestones agreed under the milestone-based contracts of work. Second, the contractor shall design and implement a system to track and report on outcome and impact indicators, including climate adaptation, income increases, job creation, scalability of solutions and improvements in revenue and business competitiveness. Timelines for monitoring, verification, and reporting activities shall be agreed in close coordination with GIZ and aligned with GIZ"s reporting requirements and operational needs.
