Due to the multidisciplinary nature of the requirement, it is anticipated that the services will be provided based on: - A single consultancy which can offer all the disciplines from its in-house capabilities. - A single consultancy which is acting lead as consultant and is offering some of the disciplines on a sub-consultancy basis: in this instance, the lead consultant shall be providing the architectural discipline. - A consortium or joint venture arrangement: again, one company from the consortium or joint venture will be required to act as lead consultant, providing the architectural discipline. Project Scope The final project solution remains to be confirmed and shall be developed through the feasibility and design stages. The preferred solution may include one or more design solutions, but range from the provision of the following options: an open surface car park or carparks; an open two-storey car park structure; or a combined solution incorporating both open car parking and a two-storey car park structure. In all cases, the project will include all required vehicle and pedestrian connections to the existing adjacent site and infrastructure, with the potential to include solar photovoltaic canopies, which would cover the requirements for both parking spaces and renewable power. The Project is being jointly financed by the Asian Infrastructure Investment Bank, the Asian Development Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank, and the OPEC Fund for International Development. The Project will finance the construction of a 127 km greenfield railway line designed to bypass the Istanbul Metropolitan Area and establish a high-capacity overland link across the Istanbul Strait (Bosphorus). The line will be double-tracked, electrified, fully signalized, and mixed-use, capable of carrying both passengers and freight, with a maximum freight carrying capacity of 50 million tons per year. The proposed railway line will originate at Çayrova station on the Asian side and terminate at Çatalca station on the European side, crossing the Istanbul Strait by utilizing the existing track space allocated on the Yavuz Sultan Selim Bridge (YSS Bridge), also known as the Third Bosphorus Bridge, located at the northern end of the Istanbul Strait. The Ministry intends to apply a portion of the loan proceeds toward payments under the contract(s) for the "Design and Construction of Infrastructure and Superstructure Works, including Electrification" subdivided into four Lots as listed below.
