Introduction UNON is seeking multidisciplinary professional consultancy services to undertake RIBA Workstages 1 to 6 for a New Car Parking Project at the UNON Complex, Gigiri, Nairobi Kenya, including a feasibility study to assess the most suitable development options. The multidisciplinary services shall include but not be limited to Architecture, Structural & Civil Engineering, Mechanical Engineering, Electrical Engineering (including expertise in Photovoltaic Systems), ICT Engineering, Fire Safety Engineering, Cost planning and Estimating services and Landscaping. Due to the multidisciplinary nature of the requirement, it is anticipated that the services will be provided based on: - A single consultancy which can offer all the disciplines from its in-house capabilities. - A single consultancy which is acting lead as consultant and is offering some of the disciplines on a sub-consultancy basis: in this instance, the lead consultant shall be providing the architectural discipline. - A consortium or joint venture arrangement: again, one company from the consortium or joint venture will be required to act as lead consultant, providing the architectural discipline. Project Scope The final project solution remains to be confirmed and shall be developed through the feasibility and design stages. The preferred solution may include one or more design solutions, but range from the provision of the following options: an open surface car park or carparks; an open two-storey car park structure; or a combined solution incorporating both open car parking and a two-storey car park structure. In all cases, the project will include all required vehicle and pedestrian connections to the existing adjacent site and infrastructure, with the potential to include solar photovoltaic canopies, which would cover the requirements for both parking spaces and renewable power. The project shall integrate all mentioned disciplines and shall cover all required services and infrastructure including the following: Mechanical (Plumbing, Cold Water System, Irrigation System, Wastewater Drainage System, Rainwater and Stormwater Management and Drainage System), Electrical (Power, Lighting, Photovoltaic System, ICT (Wi-Fi, Fiber optic), Security (CCTV, Access control), Public Address (PA) system (Fire Safety, Fire Suppression /Protection System, Smoke Detector System, Alarm System). Scope of Assignment The scope of the assignment comprises full consultancy services, including a feasibility study to assess and recommend the car parking solution best suited to UNON's operational, environmental, technical and cost requirements. The services shall also include but not be limited to site appraisal, preparation and brief, concept design, detailed design and spatial coordination, technical design, construction documents including drawings, specifications and bills of quantities sufficient for tender and construction purposes, services during the tender/ bid process and services during the construction, handover and close out of the construction contract works. It is expected that the various project stages will follow the RIBA plan of works and include the following -which, even if not exhaustive, are a guide to stage activities: - RIBA Workstage 1 (Preparation and Brief, including a feasibility study to assess and recommend the most suitable car parking solution through various options); - RIBA Workstage 2 (Concept Design); - RIBA Workstage 3 (Spatial Coordination); - RIBA Workstage 4 (Technical Design); - RIBA Workstage 5 (Manufacturing and Construction); - RIBA Workstage 6 (Handover and Close Out). The selected Multidisciplinary Consultancy Firm or Consortium is to have the core project team delivering each of the work stages based in Nairobi. The comunications tower is a self supporting lattice tower of about 70 meters high, constructed in 2010 together with the communcations building. Both facilities host and support RF-based services, including HF, VHF, UHF, C-band, microwave, mobile network, satellite and radio equipment and related services. These systems are critical to emergency communications, air dispatch, vehicle fleet continuity and hosted mobile services. Since construction, the tower and building have remained in continuous use, with no significant maintenance works undertaken. Refurbishment has been identified as the preferred option, as it addresses the structural and safety complaince issues while maintaining ongoing operations. The above assignment is to be undertaken it two phases namely: 1) Phase 1 (Technical Assessment and Design): This will include undertaking a technical assessment, design validation of the tower, building and related infrastructure and refurbishment design and implementation plan. 2) Phase 2 (Construction Works): this will include the implementation of the approved scope of refurbishment works on the tower, comms building and related infrastrucure. UNON will review the technical report submitted by the vendor at the close of phase 1, and progression to phase 2 will be subject to UNON's approval of scope and confirmation of technical and financial feasibility.
