Indre Østfold kommuneAskimIndre Østfold Fire and Rescue IKS intends to enter into contract with Liftco AS for the procurement of a demo driven Mercedes-Benz Arocs fire engine with Mototruck addition to strengthen the fire service ́s operative tank vehicle stand-by. The aim of the procurement is to reduce an acute and unacceptable vulnerability in the current tank vehicle stand-by, ensure the necessary water supply capacity in the event of fire and rescue events, and maintain a proper and robust stand-by for the inhabitants of Indre Østfold, Skiptvet and Marker. Indre Østfold Fire and Rescue IKS assesses that there is a time-critical need for the procurement of a fire engine that can be delivered and put into operative service shortly. The background is the documented vulnerability in the current tank vehicle park, including advanced age, repeated technical errors, long term workshop stays, challenges with spare parts access and reduced operative availability. A market assessment has been carried out to check if there are available vehicles that can cover the need within the necessary timeframe. The assessment suggests that the market mainly consists of vehicles that must be newly produced, with an accompanying long delivery time of up to 2-3 years from when ordered. Inner Østfold Fire and Rescue IKS is not aware of other available firefighting vehicles, which can both be delivered within the necessary time frame and at the same time cover the company ́s operative requirements for tank vehicle preparedness. The relevant demobile from Liftco AS is available for delivery in the third quarter of 2026 and can therefore be put into operative service this year. The procurement will therefore reduce the vulnerability in the current tank vehicle park and contribute to increased operational security, improved operative availability and strengthened social security in the short term. The intention notice is anchored in the procurement regulations § 13-4 letter b no. 2 on situations where competition is impossible for technical reasons. Provisions allow for: "The contracting authority can hold a procurement without a competition if [...] b. The procurement concerns services that only a specific supplier can deliver because [...] 2. The competition is impossible for technical reasons or [...] when there are not reasonable alternatives and the lack of competition is not due to the contracting authority adapting the procurement documents to a specific supplier". Indre Østfold Fire and Rescue IKS assesses that the procurement can be carried out without ordinary competition as a result of the time-critical stand-by need and a lack of available alternative solutions in the market within the necessary timeframe. The delivery covers the need for a modern, reliable and operative fire engine that can quickly strengthen the stand-by. The vehicle ́s water capacity of 11,500 litres gives significant water supply capacity in events in areas with limited access to extinguishing water. This is particularly relevant in forest and outdoor fires, farm fires, building fires in scattered houses, industrial fires and major events where continuous water supply is required. The pump capacity, water cannon, foam system, multiple water outlets and the possibility for remote control of pumps give flexibility and operative efficiency. This can contribute to faster establishment of water supply and better utilisation of available crew resources at the damage site. The vehicle also has modern safety and support functions, including a backing camera, light mast, traffic lead lights, warning lights, sirene and operation with Norwegian text. This is to contribute to better safety for emergency personnel and other road users. The procurement will reduce the vulnerability in the current tank vehicle park and contribute to increased operational security, improved operative availability and strengthened social security. Reporting to the Technical Supervisor of this assignment WASH Specialist, WASH Section, UNICEF Cox’s Bazar, Bangladesh Background Cox’s Bazar District, which has lower Human Development Index (HDI) indicators compared to the national average, is highly vulnerable to extreme weather events, including heavy rainfall, landslides, flash floods, tidal surges, and cyclones. As a coastal district, it also faces significant saline intrusion. These hazards severely affect vulnerable populations by limiting their access to safe water, sanitation, and hygiene (WASH) services; they further degrade the quality and sustainability of WASH facilities, hindering progress towards Sustainable Development Goal (SDG) 6 and the realization of the human right to water and sanitation. Furthermore, these conditions increase the prevalence of vector-borne and waterborne diseases, leading to higher morbidity and mortality, particularly among vulnerable children. The Rohingya refugee crisis has significantly strained basic social services, resources and exacerbated disparities in WASH services among the host population and refugees. Currently, according to MICS 7, only 39.3% of households have access to safely managed water supply services, while 87.1% of households have onsite sanitation facilities without sewerage connection and 72.2% of households have access to basic sanitation services. Furthermore, 68.9% of households have access to basic hygiene services[1]. A 2022 baseline survey highlights major gaps with just 0.3% of the population living in Municipality reached through a piped water network. Fecal sludge management system remains poor, with no Fecal Sludge Treatment Plant for the Bangladeshi population across the district, and 1.1% still practice open defecation[2]. The situation in schools and healthcare facilities is equally concerning. Approximately 80.2% of schools have access to an improved, year-round water source on the premises, while 86.5% have basic drinking water services. Only 57% of schools provide water supply facilities that are accessible to persons with disabilities. Sanitation coverage shows mixed progress. About 61.8% of schools have at least one improved toilet facility located on school premises, and just 34.2% meet national standards (a maximum of 50 students per compartment)[3]. In terms of hygiene, 69.3% of schools have handwashing facilities, but only 44.6% provide group handwashing stations within the premises. Menstrual Hygiene Management (MHM) shows significant gap with only 18.9% of schools having private spaces for girls and only 12% have emergency MHM materials available[4]. Access to basic WASH services in healthcare facilities (HCFs) remains critically inadequate in Cox’s Bazar. Only 64% of HCFs have water sources available on premises year-round while 28.1% of facilities have at least one improved toilet with provision for menstrual hygiene management (MHM). Only 44.2% of the HCFs have toilets accessible to people with limited mobility. A minimal 6.5% of HCFs meet basic access requirements (usability, dedicated staff toilets, sex-segregated facilities with MHM provisions, and accessibility features)[5]. UN SecretariatKenyaDeadline: Sep 01Introduction UNON is seeking multidisciplinary professional consultancy services to undertake RIBA Workstages 1 to 6 for a New Car Parking Project at the UNON Complex, Gigiri, Nairobi Kenya, including a feasibility study to assess the most suitable development options. The multidisciplinary services shall include but not be limited to Architecture, Structural & Civil Engineering, Mechanical Engineering, Electrical Engineering (including expertise in Photovoltaic Systems), ICT Engineering, Fire Safety Engineering, Cost planning and Estimating services and Landscaping. Due to the multidisciplinary nature of the requirement, it is anticipated that the services will be provided based on: - A single consultancy which can offer all the disciplines from its in-house capabilities. - A single consultancy which is acting lead as consultant and is offering some of the disciplines on a sub-consultancy basis: in this instance, the lead consultant shall be providing the architectural discipline. - A consortium or joint venture arrangement: again, one company from the consortium or joint venture will be required to act as lead consultant, providing the architectural discipline. Project Scope The final project solution remains to be confirmed and shall be developed through the feasibility and design stages. The preferred solution may include one or more design solutions, but range from the provision of the following options: an open surface car park or carparks; an open two-storey car park structure; or a combined solution incorporating both open car parking and a two-storey car park structure. In all cases, the project will include all required vehicle and pedestrian connections to the existing adjacent site and infrastructure, with the potential to include solar photovoltaic canopies, which would cover the requirements for both parking spaces and renewable power. The project shall integrate all mentioned disciplines and shall cover all required services and infrastructure including the following: Mechanical (Plumbing, Cold Water System, Irrigation System, Wastewater Drainage System, Rainwater and Stormwater Management and Drainage System), Electrical (Power, Lighting, Photovoltaic System, ICT (Wi-Fi, Fiber optic), Security (CCTV, Access control), Public Address (PA) system (Fire Safety, Fire Suppression /Protection System, Smoke Detector System, Alarm System). Scope of Assignment The scope of the assignment comprises full consultancy services, including a feasibility study to assess and recommend the car parking solution best suited to UNON's operational, environmental, technical and cost requirements. The services shall also include but not be limited to site appraisal, preparation and brief, concept design, detailed design and spatial coordination, technical design, construction documents including drawings, specifications and bills of quantities sufficient for tender and construction purposes, services during the tender/ bid process and services during the construction, handover and close out of the construction contract works.
