Die Technische Universität Berlin (TU Berlin, nachfolgend Auftraggeberin - AG) beabsichtigt im Rahmen der In-Orbit-Demonstrationsmission RACCOON IOD (Robust And seCure post quantum COmmunication fOr critical iNfrastructure) die Beschaffung von Teilleistungen zur Realisierung des Projektes. Dabei werden während der Projektzeit innerhalb von 24 Monaten vier Kleinsatelliten (3U-Cubesats, 3 Flight-Models (FMs), 1 Flight-Spare (FS)) entwickelt, gebaut und sollen in den niedrigen Erdorbit gestartet werden. Danach folgt eine Missionszeit von 12 Monaten im Orbit. Zu Erreichung der Projektziele wird eine Dienstleistung ausgeschrieben, die zur Weiterent-wicklung einer Bodenstationssoftware und zur Beratung für das Missionskonzept und der Nutzlast dient. Die genauen Inhalte und technischen Mindestanforderungen werden in den nachfolgenden Losbeschreibungen definiert: - Los 1: Bodenstationssoftware - Los 2: Beratung Missionskonzept + Nutzlast / The Technische Universität Berlin (TU Berlin, hereinafter referred to as the Contracting Authority - CA) intends, within the scope of the in-orbit demonstration mission RACCOON IOD (Robust And seCure post quantum COmmunication fOr critical iNfrastructure), to procure partial services for the realization of the project. During a project period of 24 months, four small satellites (3U CubeSats, 3 flight models (FMs), 1 flight spare (FS)) will be developed and built and are intended to be launched into low Earth orbit. This will be followed by a mission phase of 12 months in orbit. To achieve the project objectives, a service contract is being tendered for the further development of a ground station software and for consultancy services related to the mission concept and the payload. One of the main objectives of the Space strategy for Europe is to foster a globally competitive and innovative European space sector, in particular by improving support to technological maturation for sub-systems, equipment and technologies, including in-orbit demonstration and validation activities, to reduce time to market. To ensure the European Union non-dependence and competitiveness in technologies, there is a clear need for a regular, sustainable, cost-effective and responsive In Orbit Demonstration/Validation (IOD/IOV) service in the European Union. Space flight heritage in real conditions and environment is often required to de-risk innovations such as new technologies, products, concepts, architectures, and operations techniques are they for unique or recurrent, institutional or commercial missions. On 31 March 2023, the European Commission issued a Call for Expression of Interest for In Orbit Demonstration/Validation of Experiments Needing Aggregation, open until 15 March 2027 with multiple cut-off dates. The objective is to promote European competitiveness and non-dependence by offering flight opportunities through IOD/IOV for European Experiments. The European Commission pre-selects on a regular basis a number of Experiments that may fly with the Horizon Europe In-orbit Demonstration/Validation (IOD/IOV) Service. The SmallSat Project 2026 will provide the Horizon Europe In-orbit demonstration/Validation (IOD/IOV) service with a Carrier based on European SmallSat platforms, with a system total mass (including experiments) in the range of 250 kg. The SmallSat Project 2026 Contractor will be responsible for specifying and delivering all elements required to accommodate a set of experiments selected by the European Commission, in order to bring them into space and to allow for demonstration and/or validation purposes. EirGrid is the Transmission System Operator (TSO) and Market Operator (MO) in the wholesale trading system in Ireland. In addition, EirGrid manages the East West interconnector and is also developing the Celtic interconnector to France and has been granted a licence in respect of Offshore Transmission system operation. EirGrid maintains an extensive and complex range of enterprise Information Technology (IT) systems, including mission critical IT systems that operate critical national infrastructure. EirGrid are evaluating their operating model in relation to the provision of IT services to both EirGrid and SONI (a group company). Over time this service may be split out to reflect same. EirGrid has a requirement for a fully Managed IT Service Desk which will provide the services listed under the “Scope of Requirements” in the attached PQQ. The objective of this assignment is to study, design, and validate the concept of a potential investment instrument - such as a fund - that is based on a Project-Backed Security structure or a comparable financial mechanism. This instrument should be capable of incorporating a mix of financial tools, including equity, debt, and mezzanine capital, and should be tailored to support the development of a global hydrogen project ecosystem. The instrument should be designed to channel investment into a diversified portfolio of PtX projects across the value chain. To attract institutional investors and mitigate the inherent risks of large-scale infrastructure projects, the structure must be anchored in the projects' future cash flows, assets, performance and guarantees to form specific risk/return profiles. Additionally, it should aim to deliver stable, predictable returns, avoiding high volatility, and be supported by a robust financial model that clearly outlines both potential upsides and downsides. It will be critical to explore and evaluate multiple structuring options for this financial instrument and validate them through engagement with relevant stakeholders, including investors. A systematic approach shall be adopted to identify and engage investors, structure the financial mechanisms, and ensure legal and regulatory compliance. Framework Agreement for the Delivery of Control Systems (IEC104) and the Provision of related services TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. This tender presents a substantial opportunity for prospective contractors to bid for the M5 Transportation System South package (TSS), a critical component of the Copenhagen metro system's expansion. This project is of significant strategic importance, as the M5 line is a fully automated driverless metro system that will not only enhance passenger service on existing metro corridors but is also planned to extend connectivity to emerging urban development areas, including Kløverparken, Refshaleøen, and Lynetteholm in the East Harbour. The M5 is to operate as an independent system, ensuring that its construction and subsequent operation do not disrupt the existing M1-M4 metro lines. The current tender, Phase 1, encompasses the southern section of the line, from København H to north of v/Prags Boulevard, with an anticipated operational commencement in 2036. The broader vision includes the northern section with an anticipated operatonal commencement of the last part of the northern section in 2045 (included in the transportation system contract (TSS-contract) as options) and a potential future extension to form a ring line, signifying a long-term commitment to urban mobility.
