The objective of the study is to analyse how EU climate action and defence policy interact in the context of Russia’s aggression, by identifying synergies, trade-offs and risks. It aims to: • assess how the defence sector can contribute to EU climate goals (mitigation, resilience, nature restoration and dual-use clean technologies), • examine how climate policies can contribute to and impact on defence capabilities and readiness, the defence industry, build public resilience against hybrid threats, and budgetary priorities. The study is intended to provide evidence for aligning rearmament and defence readiness with EU climate neutrality and resilience objectives and aligning the design of climate policies with defence needs.

A key priority is to track and assess progress on EU's climate resilience. Knowledge exchange will support EU Member States in preparing national climate risk assessments and adaptation policies. The EEA will also play a role in the implementation of potential outcomes for the foreseen European Integrated Framework for Climate Resilience. With a focus on resilience indicators, sectoral progress and broader economic and societal resilience, the EEA aims to develop relevant and actionable knowledge products for Europe. The focus of this new Topic Centre will be predominantly on the knowledge and networking services. However, tasks under these services will also cover some data services and will build on work conducted under the Topic Centre on Climate and Resilience: Reporting, Tools and Online Knowledge support. Okt.Satellite-based navigation and timing services are a cornerstone of Europe’s economy and critical infrastructure resilience. Positioning, Navigation and Timing (PNT) functions, delivered principally by Global Navigation Satellite Systems (GNSS) such as the EU owned Galileo, underpin sectors ranging from transport and finance to energy and telecommunications. Several studies attribute roughly 10 % of EU GDP to PNT related activities, while a single day without GNSS could have a financial impact up to €1 billion. The Commission proposal for the European Competitiveness Fund (ECF), includes for the 2028‑2034 Multi‑annual Financial Framework, a contribution to complementary PNT services, which shall increase the resilience in case of disruptions to the services provided by the PNT component (Article 59). The project shall assess how best can the Commission contribute to complementary PNT services in the next MFF. Leveraging existing national and pan‑European infrastructure, the Commission would like to assess: • How to best strengthen with the resilience of PNT services to radio frequency interference (RFI) affecting GNSS services throughout the EU. • How to best contribute to the deployment of a mature, interoperable C T architecture that is ready for operational use within the multi financial framework 2028 2034. • How to best support candidates for a C-PN service, that utilise the C-T infrastructure and are resilient to RFI and to assess whether the technology is ready for deployment or, if not what is required.Prequalification - R01916 Competition implementation tool and contract administration tool (KGV and KAV)

Aug.The Norwegian Defence Estates Agency shall procure and implement a new KGV and KAV system that shall support the Contracting Authority's objective of uniform and data driven procurements. The new KGV and KAV shall contribute to covering the Norwegian Defence Estates Agency ́s need to implement procurements in accordance with legal and regulation requirements. The aim is to use a system that, to the greatest possible degree, contributes to fully electronic case handling. This will be from planning and preparation of strategy and tender documentation, to awarding of contract and further contract follow-up. The system ought to facilitate to the greatest possible degree to make the procurement work more efficient and it should contribute to digitising the procurement function in The Norwegian Defence Estates Agency. Department of Culture Communications SportKillarneyThe Creative Climate Action Fund III (2026-2029) is a key deliverable for the Creative Climate Action and Sustainability pillar of the Creative Ireland Programme. This fund seeks to build on the premise that transformational action on climate change requires cultural change throughout society, and with the ambition to utilise the potential of the arts, creativity and heritage to inspire and empower the culture change needed to transform to a net zero Ireland by 2050. A key finding of the evaluation of the first fund was the need for training and development of project leaders to ensure that this investment realises the object of building enduring capacity in the sector. There will be organisations from different sectors in receipt of the grant funding including: arts and cultural organisations, local authorities, research institutions, environmental groups and community development organisations. We envisage that there will be up to 15 projects funded. These projects teams have a good knowledge of climate action. However, a consistency of understanding of the policy objectives and best-practice methods of project delivery will be essential to the success of the fund. Therefore, this training and development package will: * Ensure a consistency of technical knowledge across all project teams * Ensure a consistency of approach to be taken on dialogue between projects and with communities the projects are engaging and facilitating dialogue with, to ensure that this aligns with the approach taken in the National Dialogue on Climate Action (NDCA) * Ensure full understanding of the policy framework as set out in the Climate Action Plan 2025. * Support individual projects in their approach to data collection and evaluation * Support project management and communications functions within individual projects * Provide a supportive network for the projects to facilitate collaboration and sharing of skills, knowledge and best practice It is envisaged that that the training wil
