The system must be a benchtop instrument able to measure particles concentration and size profile in biological and other liquid samples as small as 200 nm without additional processing (i.e. operate using the coulter principle or equivalent and be able to measure large protein aggregates, blood platelets and characterise mammalian cells or spheroids without the need of using nucleus staining). It must deliver accurate, reproducible size and concentration measurements across 0.2–1,600 μm in samples of 10-2000 µL, support volumetric flow mode, data reprocessing and ISO 9276-1 reporting. The instrument must feature user-friendly software, mercury-free metering, robust quality control, and be EU Annex 11 of the Good Manufacturing Practice (GMP) Guideline compliant and or FDA 21 CFR Part 11 compliant.

Okt.University of Oulu, Biocenter Oulu, seeks a spectral shift and microscale thermophoresis device to characterise qualitatively and determine quantitatively nanoparticle, including protein, interactions in the range of weak to tight binders in solution without immobilization (hereinafter referred to as the "device"). The device must enable the assessment of sample quality and aggregation and differentiating binding events from aggregation. The device will be used for analysis of interactions of fluorescence labelled proteins with small molecules and vesicles. The detection must be independent of the mass ratio of the binding partners. The device must enable fast screening of interactions as well as sensitive affinity measurement. The measurable dynamic range of dissociation constant must be at least in nM -mM range and binding affinity in at least nM -mM range. Low sample consumption (in order of 10 microlitre) and low nanomole of the labeled target is needed for the measurement. The device must enable detection of the interaction based on changes of emission spectrum of exited fluorophore under isothermal conditions and must be able to create a microscopic non-isothermal temperature field (temperature gradient) and determine nanoparticle including protein binding events based on the temperature related intensity change and fluorescence intensity change following thermophoresis under the thermal gradient. Intensity changes and/or spectrum shifts of the fluorescence probe versus ligand concentrations are measured and plotted to calculate the dissociation constant. The device must come with detailed documentation of all features. The device will be part of the Proteomics and protein analysis core facility infrastructure of Biocenter Oulu. The core facility has an open access policy, and the instrumentation and software must be easy to use and maintain. The device must include a user interface to control the operation. The device must be well suited to an academic multi-Enhancing Weather and Climate Data Management Innovation in Tajikistan through an AI and Observation-Based High-Resolution Data Management Platform.

Sept.The United Nations Office at Nairobi (UNON), on behalf of the Climate Technology Centre and Network (CTCN) of the United Nations Environment Programme (UNEP), invites qualified and interested firms to submit an Expression of Interest (EOI) to participate in an upcoming solicitation for the provision of technical assistance for Enhancing Weather and Climate Data Management Innovation in Tajikistan through AI and Observation-Based High-Resolution Data Management Platform. United Nations Environment Programme (UNEP), on behalf of CTCN, seeks to engage a qualified consulting firm to provide the technical assistance requested and endorsed by the National Designated Entity (NDE) of Tajikistan. The objective of this assignment is to enhance Tajikistan’s climate resilience by developing and piloting an AI-enabled climate data management and quality control system that integrates ground-based and satellite observations, and by strengthening institutional capacity to generate and use reliable climate information for climate-informed decision-making. Tajikistan is highly vulnerable to climate change due to its dependence on glacier-fed hydrological systems. The country has already lost approximately 30% of its glacier area since 1930, with projections indicating further losses of 15–20% by 2050. Rising temperatures, increasing frequency of extreme weather events, and water stress are intensifying risks across the water–energy–food nexus. Water-related hazards account for over 70% of natural disasters and cause economic losses of up to 1.4% of GDP annually. Despite these risks, Tajikistan lacks high-resolution, real-time climate data necessary for effective water resource management, disaster risk reduction, and climate adaptation. Current hydrometeorological systems rely heavily on sparse ground observations with limited integration of satellite-based data and advanced analytics. Institutional and technical constraints further limit the capacity of the national hydrometeorological agency to deliver accurate forecasts and actionable climate information. As a result, critical decision-making processes such as reservoir management, irrigation planning, flood forecasting, and early warning systems are constrained by incomplete and unreliable data, reducing the effectiveness of climate risk management for government institutions and vulnerable communities exposed to glacier-related and hydrological hazards. Expected Outputs include: 1. Project Management (Mandatory Output). 2. Inception, National Climate Data Management and AI Integration Framework Developed. 3. AI-Based Climate Data Quality Control Pilot Implemented. 4. Capacity Building and Institutional Strengthening Delivered. 5. The Natural Resources Institute Finland (Luke) is planning to purchase hydrophones, acoustic release transponders and a command and control unit for the transponders. Hydrophones are needed for research conducted on aquatic mammals to record their underwater calls and the surrounding underwater soundscape. The specific requirements for the hydrophones are: • Low power consumption, very low self-noise and 60 kHz bandwidth • Long battery endurance lasting up to 160 days • Must be able to provide up to 2 TB of removable data storage • Recording bandwidth of 20 Hz – 60 kHz • Sample rate of up to 192 kS/sec • Must provide a durable titanium housing • Must contain a removable protective hydrophone cage • Must be able to operate in depths of several hundred meter - up to 500 m depth rating • Must be suitable for up to 1 year deployments In addition, the hydrophones cannot be retrieved from depths by diving; thus, a remote release mechanism that brings the hydrophone up to the water surface is needed to accompany the hydrophone. The requirements for the release transponders are: • Must be compatible with the hydrophone type used in the project • >13 months deployment with alkaline battery pack • Integrated inclinometer • Uses a storage mode eliminating power consumption when not in use • Reliable, 'screw-off' release • Rugged, compact design • Working Load Limit of 150 kg • Depth rated to 1,000 m Further, a topside command and control unit is required to control and operate the release transponders.
