The objective of the framework agreement is to enter into a partner who shall provide and offer services connected to the contracting authority ́s need for: • Procurement of software licences and cloud services (including SaaS, PaaS and IaaS) • Data platforms and analysis systems • Maintenance and management of licences and cloud subscriptions • Licence and cost consulting FTF would like the tenderer to be able to offer consultancy services connected to the products in the contract, including technical consulting, best practice, migration and implementation support. FTF is free to use such services through this contract or through other contracts. The contract shall ensure that the FTF has the most suitable and economically favourable contracts, regardless of the price model. Tenderers must have broad competence within modern cloud platforms and data platforms, as well as access to a broad product range from leading suppliers.

Okt.Background Arendal municipality shall establish a joint framework agreement for flushing services in order to cover ongoing and acute needs across the organisation. The need particularly applies within water and sewage, but also the Arendal Harbour and Arendal Eiendom have a real and recurring need for equivalent services. The objective of the procurement is to ensure access to necessary services through a more structured, predictable and efficient contract. The framework agreement shall assist the municipality in handling acute events quickly and responsibly, while also covering planned assignments connected to operation and maintenance. The procurement shall also provide better management of the procurements, more uniform terms and simple contract follow-up. It is important for tenderers to be aware that the assignments can vary in scope and urgency, and that the contract can be used by several units with partially different operational needs. Description of the assignment The procurement is for the establishment of a framework agreement for flushing services for Arendal municipality. The framework agreement shall cover both planned assignments and acute events within the municipality ́s areas of activity, with an emphasis on water and sewage, as well as needs within the port and property. The delivery mainly includes flushing, suction, dry suction, emptying and other closely connected services that are naturally included in such assignments. The assignments can i.a. be connected to operation, maintenance, cleaning, troubleshooting and handling events that require a quick response. Delivery is requested that gives the municipality access to the necessary capacity, resources and relevant equipment for different types of assignments. Sept.The contracting authority currently has a framework agreement for development services, but the financial limit will be exhausted in the transition between the 1st and 2nd quarter of 2027. The call-offs on the contract have been significantly higher than originally expected. This is because the contract was established before the preliminary project for Digital grant management and before the extent of the further digitalisation commitment was clear. The aim of the new framework agreement is to ensure the Customer access to the necessary competence and/or capacity throughout the entire contract period. The contract is for the establishment of a framework agreement for the purchase of consultancy services within geographical information systems (GIS).
