Background Arendal municipality shall establish a joint framework agreement for flushing services in order to cover ongoing and acute needs across the organisation. The need particularly applies within water and sewage, but also the Arendal Harbour and Arendal Eiendom have a real and recurring need for equivalent services. The objective of the procurement is to ensure access to necessary services through a more structured, predictable and efficient contract. The framework agreement shall assist the municipality in handling acute events quickly and responsibly, while also covering planned assignments connected to operation and maintenance. The procurement shall also provide better management of the procurements, more uniform terms and simple contract follow-up. It is important for tenderers to be aware that the assignments can vary in scope and urgency, and that the contract can be used by several units with partially different operational needs. Description of the assignment The procurement is for the establishment of a framework agreement for flushing services for Arendal municipality. The framework agreement shall cover both planned assignments and acute events within the municipality ́s areas of activity, with an emphasis on water and sewage, as well as needs within the port and property. The delivery mainly includes flushing, suction, dry suction, emptying and other closely connected services that are naturally included in such assignments. The assignments can i.a. be connected to operation, maintenance, cleaning, troubleshooting and handling events that require a quick response. Delivery is requested that gives the municipality access to the necessary capacity, resources and relevant equipment for different types of assignments. The framework agreement shall be suitable for use across multiple units and facilitate effective implementation, accessibility as needed and satisfactory documentation of completed work. The municipality has some electro competence, but it does not cover the total need for ongoing assignments, acute events, stand-by and assignments that require special professional competence. The objective of the procurement is to ensure the municipality predictable access to external assistance for work in municipal buildings and on technical installations. The framework agreement shall contribute to the necessary work being carried out with the correct capacity, availability and quality and at the same time give the municipality flexibility in connection with work stoppages, absence and operational critical situations. The procurement shall also cover the municipality ́s need for electro material, both as a part of the service delivery and for separate procurements when appropriate. The framework agreement shall cover the municipality ́s ongoing need for electrical services, including work that, due to regulatory or capacity reasons, cannot be carried out itself. The contract shall contribute to reliable, efficient and safe operation, maintenance and development of the municipality ́s buildings, sites and technical installations. Description of the assignment The procurement is for the establishment of a framework agreement for the delivery of electrician services and electrical material for Vennesla municipality. The delivery includes work in the municipality ́s buildings and on technical installations, including service work, troubleshooting, repairs, minor and major assignments, as well as assistance with acute and operational critical events. Tenderers shall be able to provide qualified professional personnel with relevant competence for assignments that are ordered under the contract. Delivery is requested that gives the municipality access to the necessary capacity, quick response for urgent assignments and appropriate coordination with thFramework agreement for plumbing services and materials.
VENNESLA KOMMUNEVenneslaFrist: 30. Sept.Background Vennesla municipality needs to establish a new framework agreement for plumbing services and materials as the existing contract expires. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT.
