Background Vennesla municipality needs to establish a new framework agreement for plumbing services and materials as the existing contract expires. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT. The tasks that are planned to be included in the framework agreement will be, among other things: • Provision of plumbing services in connection with maintenance and upgrades. • Error searching and repairing technical installations in the discipline. • Renovation or installation of technical installations within the discipline. • Relevant courses for municipal operational personnel where the framework agreement partner can provide this. NB! At this point, framework agreement partners do not have exclusive rights. The objective of the procurement is to ensure the municipality predictable access to external assistance for work in municipal buildings and on technical installations. The framework agreement shall contribute to the necessary work being carried out with the correct capacity, availability and quality and at the same time give the municipality flexibility in connection with work stoppages, absence and operational critical situations. The procurement shall also cover the municipality ́s need for electro material, both as a part of the service delivery and for separate procurements when appropriate. The contracting authority is uncertain about the extent of the procurement, but based on average calculations based on statistics information for 2023-2025, an annual contract value of approx. NOK 1,200,000 is estimated excluding VAT. The total estimated contract value, including options, is approx. NOK 4,800,000 excluding VAT.
