Nordreisa municipality administers a property mainly consisting of five school buildings, 3 nursery buildings, 4 nursing homes/institution buildings/health centres, 1 town hall, 1 sports hall, 2 operational stations, 1 Arts Centre. In addition the municipality has buildings divided between 10-15 minor locations, as well as a number of technical installations such as road lights and pumping stations. In order to cover the municipality ́s need for plumbing services, Nordreisa municipality intends to enter into a framework agreement with one tenderer for the provision of such services (which the municipality due to a lack of capacity in its own organisations and/or lack of competence cannot carry out) and the accompanying materials within the discipline. The tasks that are planned to be included in the framework agreement will be, among other things: • Provision of plumbing services in connection with maintenance and upgrades. • Error searching and repairing technical installations in the discipline. • Renovation or installation of technical installations within the discipline. • Relevant courses for municipal operational personnel where the framework agreement partner can provide this. NB! At this point, framework agreement partners do not have exclusive rights. The municipality can, in accordance with its own wish, go to other actors. • Consultancy services, special competence and engineering design services within the discipline. NB! At this point, framework agreement partners do not have exclusive rights. The municipality can, in accordance with its own wish, go to other actors. • Sales and delivery of pipe components and other parts that come with the discipline. NB! At this point, framework agreement partners do not have exclusive rights. The municipality can, in accordance with its own wish, go to other actors. • Acute assignments, all days at all times of the day, which can occur in connection with operational deviations on municipal buildings and sites.

The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT.
