The contracting authority intends to enter into a parallel framework agreement with up to three (3) tenderers who, in an environmentally and cost efficient manner, can cover Hamar municipality ́s need for electrical services and associated materials. The framework agreement includes electrical installations and accompanying materials, mainly for continuous operation and maintenance. The contract shall also include i.a. low voltage installations (telecommunication, data communication, fire alarm systems etc.)The contract shall also include the procurement of various electrical material for installation under it's own auspices. Tenderers shall always provide materials and services in accordance with the current requirements/standards for electrical installations in order to ensure safe operation and maintenance of the Contracting Authority ́s installations. Call-offs under the framework agreement will be carried out in accordance with a prioritising model where tenderers rank in accordance with the award criteria. Assignments are first offered to the tenderer ranked as no. 1. If this cannot undertake the assignment, the assignment will be offered to the next tenderer in the ranking. The municipality has some electro competence, but it does not cover the total need for ongoing assignments, acute events, stand-by and assignments that require special professional competence. The objective of the procurement is to ensure the municipality predictable access to external assistance for work in municipal buildings and on technical installations. The framework agreement shall contribute to the necessary work being carried out with the correct capacity, availability and quality and at the same time give the municipality flexibility in connection with work stoppages, absence and operational critical situations. The procurement shall also cover the municipality ́s need for electro material, both as a part of the service delivery and for separate procurements when appropriate. The framework agreement shall cover the municipality ́s ongoing need for electrical services, including work that, due to regulatory or capacity reasons, cannot be carried out itself. The contract shall contribute to reliable, efficient and safe operation, maintenance and development of the municipality ́s buildings, sites and technical installations. Description of the assignment The procurement is for the establishment of a framework agreement for the delivery of electrician services and electrical material for Vennesla municipality. The delivery includes work in the municipality ́s buildings and on technical installations, including service work, troubleshooting, repairs, minor and major assignments, as well as assistance with acute and operational critical events. Tenderers shall be able to provide qualified professional personnel with relevant competence for assignments that are ordered under the contract. Delivery is requested that gives the municipality access to the necessary capacity, quick response for urgent assignments and appropriate coordination with thProcurement of a framework agreement for electrical material.

Okt.Background The sanitation company for the Drammen region IKS (RfD) needs to carry out annual seasonal replacements to winter tyres on the company's refuse collection vehicles. The objective of the procurement is to ensure safe and reliable operation in ordinary collections, with tyres that provide sufficient grip in varying winter conditions and that can tolerate heavy loads. At the same time, RfD would like to support a more circular and resource saving system through the use of retreaded tyres, including tyres with good vessel quality, which can be suitable for multiple retreading cycles. Description of the assignment The assignment primarily includes the delivery of retreaded studded winter tyres for RfD's refuse collection vehicles, total 23 weight class vehicles, approx. 16-27 tonnes, to cover autumn changes for the entire fleet. The tyres shall be suitable for heavy operation in winter conditions and shall be delivered with the necessary documentation for testing relevant performance properties, including reports related to winter grip and rolling resistance. In addition we will procure chains and tyres for other vehicles, see the requirement specifications and price form. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT.
