The contracting authority currently has a framework agreement for development services, but the financial limit will be exhausted in the transition between the 1st and 2nd quarter of 2027. The call-offs on the contract have been significantly higher than originally expected. This is because the contract was established before the preliminary project for Digital grant management and before the extent of the further digitalisation commitment was clear. The aim of the new framework agreement is to ensure the Customer access to the necessary competence and/or capacity throughout the entire contract period. The tenderers shall be strategic cooperation partners and pro-active consultants, support the further digitalisation and contribute to solve the Contracting Authority ́s social assignment. The contract shall particularly support: The implementation of the commitment to Digital Grant Management and the development of Norad's digital platform. Development, further development and management of the Contracting Authority's data platform, including data integrations, data modelling, data quality, management information and analysis capability. • Establishment and further development of knowledge products, such as dashboards, reporting systems, insight and analysis tools, visualisations and other user interface, which makes management, case officers and other users more knowledge driven. • Reuse of data across systems and processes so that information can be used efficiently in grant management and the Contracting Authority ́s other management and reporting processes. • digitalisation of administrative services. • Use of digitalisation to strengthen the effect of Norwegian development cooperation, i.a. through better use of data, analysis and digital services for partners and other target groups. • establishment of a modern development factory where the Contracting Authority itself is in control of the deliveries. • strategic consultancy for the use of digital joint goods in the digitalisation of Norwegian assistance work.

The estimated total value of procurements conducted under the DPS during its validity period is approximately EUR 40 million (excluding VAT). The DPS will be used to procure expertise for international development cooperation projects, technical assistance assignments, advisory services, capacity building initiatives, studies, evaluations and other expert services implemented globally. Assignments may be funded by, among others, the European Union, the Ministry for Foreign Affairs of Finland, development finance institutions and other international cooperation partners. Aug.The Ministry of Health and Care Services would like an analysis of the Health Platform following up the Storting's decision: "The Norwegian Parliament asks the government to ensure that an independent, limited analysis is carried out so that the aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. This is to ensure the interaction, quality and efficiency goals in the services at all levels. The implementation and organisation of the analysis shall not affect ongoing improvements and further development of the Health Platform. The analysis shall refer to the existing knowledge basis." The aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. The objective is two parts: Part one focuses on the learning and improvement dimension for other equivalent projects. • Equivalent projects are to be understood as digitalisation projects in the health and welfare sector, but other sectors can also be relevant. We will use DFØ/the Project Wizard ́s definition of a digitalisation project. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. • The analysis shall point out the areas that have a value for learning, and identify and analyse the mechanisms that caused the known risk factors to have such major consequences. Furthermore, the analysis includes learning from all phases of a digitalisation project, including the procurement phase. • The analysis shall take the starting point in the targets of interaction, quality and efficiency in the services at all levels. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. The estimated contract value is NOK 2,000,000,000 per annum, with an upper limit of NOK 3,000,000 excluding VAT per annum, depending on the municipality ́s grants.
