The Norwegian Labour and Welfare Administration (Nav) wishes to inform tenderers that we are preparing to enter into a framework agreement for advertising and media services. The aim of the procurement is to enter into a framework agreement that shall cover Nav ́s future need for assistance within a broad spectrum of services within advertising and media placement. The notice is planned to be published in October/November 2026. The period is to be seen as approximate and non binding. Nav plans to enter into a tender contest with a contract award december 2026/January 2027.

The contracting authority is uncertain about the extent of the procurement, but based on average calculations based on statistics information for 2023-2025, an annual contract value of approx. NOK 1,200,000 is estimated excluding VAT. The total estimated contract value, including options, is approx. NOK 4,800,000 excluding VAT. Emphasis is put on the fact that the estimated contract value is only of an informative character and does not represent any obligations for the contracting authority or rights for the tenderer. The contracting authority draws attention to the fact that the actual contract value can vary, partly as a result of a decision that municipal sub-plans and other types of plans are likely to be prepared internally in the municipality, as well as changed financial framework terms, organisational changes and municipal activity. Tenderers cannot demand compensation if the expected procurement is lower than expected. VENNESLA KOMMUNEVenneslaFrist: 30. Sept.Background Vennesla municipality needs to establish a new framework agreement for plumbing services and materials as the existing contract expires. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT. Okt.Background Arendal municipality shall establish a joint framework agreement for flushing services in order to cover ongoing and acute needs across the organisation. The need particularly applies within water and sewage, but also the Arendal Harbour and Arendal Eiendom have a real and recurring need for equivalent services. The objective of the procurement is to ensure access to necessary services through a more structured, predictable and efficient contract. The framework agreement shall assist the municipality in handling acute events quickly and responsibly, while also covering planned assignments connected to operation and maintenance. The procurement shall also provide better management of the procurements, more uniform terms and simple contract follow-up. It is important for tenderers to be aware that the assignments can vary in scope and urgency, and that the contract can be used by several units with partially different operational needs. Description of the assignment The procurement is for the establishment of a framework agreement for flushing services for Arendal municipality.
