Purpose and scope Elverum municipality intends to enter into a framework agreement for temporary staff services within municipal health and care services. The contract includes, among other things: Doctors for use in institutions/nursing homes, health centres, family doctor's offices and emergency doctor surgeries. Nurse emergency doctor surgery Nurses and health care workers for use in institutions/nursing homes, home based services and the emergency doctor surgery. The objective of the procurement is to ensure reliable operation of the municipality ́s statutory health and care services by covering the need for qualified personnel in connection with absence and capacity challenges. The contract shall contribute to the municipality always having access to available and competent temporary staff who can carry out the assignments in accordance with applicable requirements for quality, patient safety and professional prudence. The framework agreement shall be able to be used by all relevant entities within the health and welfare sector in the municipality that have a need for external temporary staff. The need for temporary staff services will vary and can occur both in connection with planned leave, such as holidays and leave and for unforeseen events or increased activity. The assignments can be both shorter and longer and the need will typically be greatest during holiday periods, public holidays and weekends. The tenderer is required to have sufficient capacity and access to qualified personnel to be able to cover the contracting authority ́s needs when this occurs. The delivery shall be of high quality and it shall fulfil the current requirements in legislation and agreements, including working environment legislation and relevant tariff provisions. Tenderers shall actively use their competence and experience to ensure good execution of the delivery and contribute to achieving the objective of the framework agreement. Call-off mechanism The following call-off mechanisms will be used when ordering the framework agreement: If there is a need for temporary staff(s) contacted first supplier A. If tenderer A cannot deliver within the deadline stated in the order, the request goes to supplier B on the same terms. If supplier B is unable to deliver, the enquiry will go to supplier C. It is a prerequisite that supplier A has the capacity to deliver in most cases, especially when it comes to planned call-offs. If a tenderer is not able to deliver, it is obligated to state this, without undue delay. The assignment will then proceed to the next tenderer in prioritised order.

The objective of the procurement is to ensure access to necessary services through a more structured, predictable and efficient contract. The framework agreement shall assist the municipality in handling acute events quickly and responsibly, while also covering planned assignments connected to operation and maintenance. The procurement shall also provide better management of the procurements, more uniform terms and simple contract follow-up. It is important for tenderers to be aware that the assignments can vary in scope and urgency, and that the contract can be used by several units with partially different operational needs. Description of the assignment The procurement is for the establishment of a framework agreement for flushing services for Arendal municipality. The framework agreement shall cover both planned assignments and acute events within the municipality ́s areas of activity, with an emphasis on water and sewage, as well as needs within the port and property. The delivery mainly includes flushing, suction, dry suction, emptying and other closely connected services that are naturally included in such assignments. The assignments can i.a. be connected to operation, maintenance, cleaning, troubleshooting and handling events that require a quick response. Delivery is requested that gives the municipality access to the necessary capacity, resources and relevant equipment for different types of assignments. Ørsted Services A/SSkærbækFrist: 15. Sept.It is a Framework Agreement for the delivery of broadband connections and the management of these towards the employees to the Contracting Entity. Ørsted are issuing a tender for a Framework Agreement for broadband connections t covering fixed and mobile broad-band connections at employees' residences. The scope will cover broadband connections based on fixed connections via fibre and coax with bandwidths from 200/200 up to 1000/1000, and mobile broadband based on 5G as current technology. The supplier must include routers for all connections supporting up to date specifications and ensuring support for future technology improvements to come. The current scope of broadband connections is around 2100 connections covering the entire Denmark. In Denmark there is per July 2026 3.500 employees. On top of broadband connections, the supplier must offer a full managed service solution cov-ering both establishments, moves, changes, upgrades and closure of connections when an employee leaves Ørsted. All communications are to be held directly between the Ørsted employee and Supplier as part of the managed service solution. VENNESLA KOMMUNEVenneslaFrist: 30. Sept.Background Vennesla municipality needs to establish a new framework agreement for plumbing services and materials as the existing contract expires. The aim of the procurement is to ensure the municipality continued access to the necessary external capacity and competence for service, repairs, maintenance and management of acute events in the municipality ́s buildings and technical installations. The municipality has its own plumbers that cover parts of the current need. The self-region does not, however, cover the entire need, and the framework agreement shall therefore be a supplementary means to ensure sufficient capacity, flexibility and security of delivery. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT. Norsk nukleær dekommisjonering (NND)HALDENFrist: 04. Sept.The procurement of administrative services within HR, finance and accounting, project and case processing, as well as analyses for NND and IFE NUK, located in Halden and Kjeller. IFE NUK Kjeller has an option to use the contract before the planned transfer of business, which has the provisional date 1 January 2027. The framework agreement shall contribute to respite the organisation in periods with high workloads and for vulnerability related to manpower. NND shall carry out a transfer of business and take over IFE NUK Kjeller with approx. 200 employees, so that the supplier market must be able to support a business with two locations. The framework agreement shall further ensure NND ́s access to services where there is a need to obtain expertise outside the company's own core competence. The services will apply to both assignment based deliveries and the hire of labour, depending on the need and the at any given time applicable agreements with elected representatives. There will be a need for both individual consultants/consultants and independent teams, with possibilities for both hourly deliveries and fixed price deliveries. NND currently has a framework agreement with one tenderer in several of the disciplines. This contract is about to expire. It is planned to enter into parallel framework agreements where call-off mechanisms shall occur via mini-competitions. The estimated value of the procurement is from NOK 52,000,000 - 104,000,000 excluding VAT. The estimated value is not binding for the contracting authority. The contract will be valid for two (2) years, with an option to extend the contract for a further one (1) + one (1) year, to a total maximum of four (4) years.
