Oslobygg KF is a municipal company owned by Oslo kommune, which shall develop, build, operate and maintain purpose-built buildings. The portfolio consists of nurseries, nursing homes, fire stations, sheltered accommodation flats, school buildings, arts buildings and sports centres etc. Oslobygg shall promote a sustainable, inclusive and serious industry. The municipality has some electro competence, but it does not cover the total need for ongoing assignments, acute events, stand-by and assignments that require special professional competence. The objective of the procurement is to ensure the municipality predictable access to external assistance for work in municipal buildings and on technical installations. The framework agreement shall contribute to the necessary work being carried out with the correct capacity, availability and quality and at the same time give the municipality flexibility in connection with work stoppages, absence and operational critical situations. The procurement shall also cover the municipality ́s need for electro material, both as a part of the service delivery and for separate procurements when appropriate. The framework agreement shall cover the municipality ́s ongoing need for electrical services, including work that, due to regulatory or capacity reasons, cannot be carried out itself. The contract shall contribute to reliable, efficient and safe operation, maintenance and development of the municipality ́s buildings, sites and technical installations. Description of the assignment The procurement is for the establishment of a framework agreement for the delivery of electrician services and electrical material for Vennesla municipality. The delivery includes work in the municipality ́s buildings and on technical installations, including service work, troubleshooting, repairs, minor and major assignments, as well as assistance with acute and operational critical events. Tenderers shall be able to provide qualified professional personnel with relevant competence for assignments that are ordered under the contract. Delivery is requested that gives the municipality access to the necessary capacity, quick response for urgent assignments and appropriate coordination with thFramework agreement electrician services and inspections of electrical installations.
MOSS KOMMUNALE EIENDOMSSELSKAP KFMossMoss kommunale eiendomsselskap KF intends to enter into a framework agreement for electrician services and inspections of electrical installations. Moss municipality can also enter into the agreement. The procurement is divided into two lots. Sub-tender 1 concerns electrician services and it will be entered into as a parallel framework agreement. Lot 2 concerns inspections of electrical installations and will be signed with one tenderer. The background is that the existing contract expires, at the same time that the company has a continuing need for maintenance, repairs and minor alterations in its buildings. The framework agreement shall contribute to the contracting authority having access to necessary services in an efficient and predictable way, especially in buildings that are in ordinary operation. It is therefore important with a supplier who can deliver a quick response, normal availability and flexibility when carrying out assignments. The procurement includes minor measures and works under NOK 500,000. Major projects will be announced and executed as separate competitions. Description of the assignment The contracting authority shall enter into a framework agreement for carpentry and joinery services connected to ongoing maintenance, minor alterations, repairs after wear and damage as well as internal adaptations in buildings. The delivery shall include the execution work, including site inspection, disassembly, assembly, necessary rigging for minor measures as well as simple documentation. If needed, the tenderer shall be able to deliver a complete delivery, including work, materials and transportation of waste. A delivery with predictable quality and clear documentation is requested. The work shall be carried out in accordance with current standards, and simple photo documentation can be submitted before and after the work has been carried out. For measures where relevant, necessary MOM basis shall also be delivered. Contract Award The contract will be awarded on the basis of which tender has the best relationship between price and quality. The award criteria in the tender documentation will form the basis of the evaluation. The contracting authority has appointed a trade group that shall undertake the judgemental evaluation of the tenders. The trade group consists of persons with close connection to the need. The contracting authority ́s choice of winner will be notified in writing to the participants in the competition. The notification will include a justification for the selection and state the waiting period. The need particularly applies within water and sewage, but also the Arendal Harbour and Arendal Eiendom have a real and recurring need for equivalent services. The objective of the procurement is to ensure access to necessary services through a more structured, predictable and efficient contract. The framework agreement shall assist the municipality in handling acute events quickly and responsibly, while also covering planned assignments connected to operation and maintenance. The procurement shall also provide better management of the procurements, more uniform terms and simple contract follow-up. The procurement shall contribute to a practical and predictable model for ordering and following up assignments. There is a need for a system that safeguards both smaller ongoing assignments and major planned work. At the same time it is important to have a quick response with rush assignments and good access to the necessary material. The procurement shall therefore facilitate efficient execution, clear call-off routines and good interaction between the municipality and the suppliers. Estimated value and extent The estimated value of the framework agreement is based on historical consumption as well as the contracting authority ́s expected need in the contract period. The estimate is only a guideline and is without obligation for the contracting authority to make procurements for a specific extent or a specific value under the framework agreement. The actual extent can deviate significantly from the estimate due to, among other things, political priorities and grants, changed needs, implementation of investment projects, as well as acute events and unforeseen conditions. The contracting authority does not guarantee a minimum purchase under the framework agreement. The maximum value of the framework agreement is NOK 8,000,000 excluding VAT.
