In this call the European Health Data Space IT systems shall be understood as: 1. HealthData@EU Central Platform and HealthData@EU Infrastructure. 2. Health Data IT Portal. 3. European Database of registered European Health Record systems and wellness applications. 4. European Digital Testing Environment. The above systems development, operations and maintenance are required by European Health Data Space Regulation. All the systems are already developed and deployed to at least acceptance environment, which is publicly available for the stakeholders testing. The work carried out through this call for tenders is expected to support DG SANTE IT Teams responsible of each project, by: 1. Maintaining and evolving business requirements, architecture model, and technical specifications - Task 2 2. Systems development and operations – Task 3 3. Cybersecurity – Task 4 4. Designing and providing systems support – Task 5 5. Ensuring a proper handover – Task 6 As a horizontal objective, the contractor shall ensure a sound project management - Task 1.

Sept.In the scope of the Regulation (EU) 2023/588 of the European Parliament and of the Council of 15 March 2023 establishing the Union Secure Connectivity Programme for the period 2023- 2027, the European Commission has signed a 12-year Concession Contract on 126 December 2024 for the development, the deployment and the operation of the Infrastructure for Resilience, Interconnectivity and Security by Satellite (IRIS²) programme. IRIS² consists in 264 LEO satellites, 18 MEO satellites and a ground infrastructure to be deployed by 2030 which aim at providing a secure, low-latency connectivity to EU Members States, Governmental users and Commercials users with a worldwide coverage. The programme will be split in 4 phases: 1. Phase 1: Supply chain consolidation This maximum 1-year phase will enable the IRIS² Concessionaire to finalise suppliers’ selection. This should also allow the creation of a Special Purpose Vehicle to handle the Concession Contract until its end in 12 years. 2. Phase 2: Development phase This 2-year phase will be mainly dedicated to the design and the development of the infrastructure. 3. Phase 3: Deployment phase This phase is expected to last 3 years and will be dedicated to the industrialisation, production and launch of the infrastructure. 4. Phase 4: Operation phase The rest of period of 12 years will consist in operating the IRIS² infrastructure and providing services. During these 4 phases, the European Commission will supervise the Concessionaire’s activities and collaborate with it to ensure the proper execution of the Concession Contract respecting the contractual performances, cost and schedule of IRIS². SYKEHUSINNKJØP HFVADSØFrist: 31. JuliSykehusinnkjøp has been given the task of preparing a decision basis for a future competition for office support tools in the specialist health service. This is currently covered by M365 products from Microsoft. Based on this, a work group has been established that is managed by Sykehusinnkjøp where all the health regions participate. The work requires technical, legal, economic and organisational clarifications. The work shall give the health regions a comprehensive picture of the consequences, risks, costs and gains from any change of supplier, as well as form the basis for the further procurement strategy. Included in this is to look at whether other systems can be introduced in parts of the entities, for different levels or the type of users.Analysis of the Health Platform

Aug.The Ministry of Health and Care Services would like an analysis of the Health Platform following up the Storting's decision: "The Norwegian Parliament asks the government to ensure that an independent, limited analysis is carried out so that the aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. This is to ensure the interaction, quality and efficiency goals in the services at all levels. The implementation and organisation of the analysis shall not affect ongoing improvements and further development of the Health Platform. The analysis shall refer to the existing knowledge basis." The aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. The objective is two parts: Part one focuses on the learning and improvement dimension for other equivalent projects. • Equivalent projects are to be understood as digitalisation projects in the health and welfare sector, but other sectors can also be relevant. We will use DFØ/the Project Wizard ́s definition of a digitalisation project. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. • The analysis shall point out the areas that have a value for learning, and identify and analyse the mechanisms that caused the known risk factors to have such major consequences. Furthermore, the analysis includes learning from all phases of a digitalisation project, including the procurement phase. • The analysis shall take the starting point in the targets of interaction, quality and efficiency in the services at all levels. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels.
