Support for protected areas as a contribution to the preservation of ecosystem services (SPACES II)
Mongolia is economically largely depending on mining and industry whilst 40% of the population"s livelihoods depend on animal husbandry and rain-fed agriculture. Forestry and agriculture are closely interlinked. Forests, mostly boreal forests, cover around 8.71% of the territory, but lack sustainable management. Forest value chains are underdeveloped, and little value is added to forest products. To that adds forest loss and degradation due to overgrazing by livestock, wildfire and pests. Thus, forestry contributes only 0.3% to the GDP with more than 10.000 employees. Climate change accelerates these developments and compromises essential ecosystem services such as carbon sequestration, clean air and water and protection against soil erosion and landslides. The Multi-Donor Action "Sustainable ecosystem and agriculture management for rural development in Mongolia" (STREAM+ , 08/2024 to 07/2028) is jointly co-financed by the European Union and the Federal Ministry of Economic Cooperation and Development (BMZ) and implemented by GIZ and its partner FAO (agricultural aspects). The part implemented by GIZ is part of the BMZ project "Supporting Protected Areas for the Conservation of Ecosystem Services (SPACES) II" and lasts from 03/2024 to 07/2028. The Specific Objectives of STREAM+ are: 1. Improved regulatory and/or policy framework to enable sustainable, climate-sensitive and gender inclusive management of forests and agriculture areas, and a fit-for-purpose Technical vocational and education training (TVET) sector. 2. Adopted integrated landscape management with focus on agriculture and forestry addressing food system challenges and climate change. 3. Developed and strengthened selected sustainable and climate-resilient agriculture and forestry value chains. 4. Enhanced capacities of TVET to meet labour market needs in close partnership with the private sector in agriculture and forestry, ensuring an increase of women and girls" participation. The forest-related Outputs of STREAM+ are: (i) strengthening of sustainable and climate-sensitive landscape management approaches, including the legal framework, (ii) mainstreaming of effective, sustainable, climate-resilient and integrated forest and land management practices, (iii) integration of green and digital technologies in value chains of forest- and agriculture products. The tender is relevant only for forest areas and forestry. TVET agricultural planning and activities are not part of the tender. Partners: The counterpart of the forest component of STREAM+ is the Mongolian Ministry of Environment and Climate Change (MECC), with the newly created National Forest Agency (NFA) acting as the main implementation partner. The Mongolian Ministry of Food, Agriculture and Light Industry (MoFALI) is another important partner in fostering the development of value chains for forest-based products. Intervention area: the forest component is implemented in 3 Aimags (10 Soums): Khentii (Soums: Batshireet, Bayan-Adrada, Binder and Umnudelger), Khuvsgul (Soums: Galt, Jargalant), and Selenge (Soums: Khuder, Javkhlant, Mandal, and Yeruu). Target Group: The target group comprises policymakers involved in developing and revising the forest law and other forest-related regulations and policies, as well as the various stakeholders engaged in implementing forest regulations (Aimag Forest Divisions, Inter-Soum / Soum Forest Units, Professional Forest Enterprises PFE, Forest User Groups FUG). Cooperation with the private sector is envisioned for strengthening sustainable wood and non-wood forest products value chains, as well as with the Mongolian Forestry Association, the Mongolian Association of Forest and Wood Processing Professionals, the Mongolian National Chamber of Commerce and Industry (MNCCI), and EuroChamber Mongolia. The Agri‑Food and Biosciences Institute (AFBI) is one of the world’s leading providers of scientific research and evidence-based services to government, non-governmental, and commercial organisations. With a unique breadth of facilities and multidisciplinary scientific capability spanning agriculture, animal health, food, the environment, biosciences, and economics, AFBI undertakes a wide range of impactful research projects for both the public and private sectors.Funding has been secured through the Special EU Programmes Body (SEUPB) administered PEACEPLUS scheme to deliver the ACCLIMATISE project, an all-island initiative aimed at developing an integrated marine climate change monitoring and assessment toolbox for the island of Ireland. This Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. Successful projects which demonstrate the potential for both delivering meaningful, positive and scalable local community impact through the use of technology and/or innovation will receive initial funding to support pilot project development. SDCC is open to exploring potential proposals across all local authority service areas and proposals may range from data-related initiatives to physical works. This market consultation will provide the opportunity for SDCC as contracting authority to consult with interested parties on the scope and potential of the fund in advance of launching a formal call for proposals through public procurement. Framework contract for scientific, technical and project-management support to ECDC for a multi-year, cross-sectional point prevalence survey (PPS) of healthcare-associated infections (HAIs), antimicrobial use and infection prevention and control / antimicrobial stewardship structure and process indicators in long-term care facilities (LTCFs) in EU/EEA countries. The services will build on the previous HALT/LTCF PPS approach including: preparation and organisation of the PPS; development/adaptation of training materials, case studies, feedback-report templates and data-collection questionnaires; support to national PPS preparation and training; helpdesk, methodological and technical support to national contact points; support to data collection and data-quality checks; production of validated national databases; country- and LTCF-level feedback reports; analysis plans; early and final European survey reports; presentations/minutes for meetings; and related dissemination outputs including open-access fees for manuscripts. Services will be delivered through the mobilisation and management of predominantly short-term national and international experts as well as one senior international long-term advisor. Assignments will be agreed with GIZ under a defined mobilisation procedure and aligned with the programme"s annual operational planning. The scope of services is structured along the following indicative work packages aligned to the output structure of ISD II: WP1.1 - OWSO Service Innovations Provision of technical advisory services to assess, modernise and introduce innovations in One Window Service Office (OWSO) service delivery processes. WP4.1 - Peer-Learning Networks Technical and process advisory services to establish and institutionalise intra- and inter-provincial peer-learning networks among DMs. This includes design and facilitation of exchange formats, documentation of good practices, and development of scaling products. WP4.2 - Institutionalised Training and E-Learning Support to training institutions (e.g. National School of Local Administration - NASLA) to develop, pilot and institutionalise structured, needs-based training and e-learning formats aligned with lessons generated under ISD II. WP5.1 - Strategic and Legal Reform Advice (NP-2) Provision of technical advice to national partner institutions (e.g. NCDD-S, Ministry of Interior, Ministry of Economy and Finance) on selected implementation issues related to decentralization reform, including fiscal decentralization, non-tax revenues, and regulatory or policy adjustments. WP5.2 - Multi-Level Dialogue and Policy Uptake Technical and procedural support to structure and facilitate multi-level dialogue processes between subnational and national stakeholders. This includes systematisation of evidence from implementation, development of policy briefs and proposals, and documentation of follow-up actions. WP0 - Project Implementation Support (Cross-Cutting) Provision of cross-cutting support services to ensure effective implementation of ISD II. This includes i) Support to the operationalisation of monitoring and evaluation systems; ii) Facilitation and moderation of workshops and coordination meetings; iii) Organisational development and team support measures; iv) Quality assurance and support to results-based reporting; v) Flexible and timely mobilisation and management of short-term experts. The list of work packages is indicative and may be adjusted in line with programme needs. The contractor shall ensure: - High-quality expert selection and management; - High degree of flexibility and adaptability - Integration of cross-cutting principles (gender equality, Leave No One Behind, climate sensitivity, digitalisation, conflict sensitivity); - Effective coordination with GIZ and partner institutions; - Results-based monitoring and reporting in line with contractual requirements.
