Dublin Port Company (“DPC”) is the contracting authority for this procurement. DPC is a State-owned, self-financing Designated Activity Company responsible for the management, operation and development of Dublin Port, Ireland’s premier port. In 2025, the Port handled circa 36 million gross tonnes, 6,649 ship arrivals and 1.7 million passengers. DPC intends to engage in a competitive process for the establishment of several Multi and Single-Party Framework Agreement with an initial four (4) year period with an option for an additional two (2) year extension on two (2) occasions to a maximum of eight (8) years. The intention is to establish separate Framework Agreements in respect of each Lot. Economic operators may tender for one, several or all Lots, and may be awarded more than one Lot. Details of Lots are as follows. Lot 1: Multi Party Framework Maintenance and Repair of Bituminous Pavements (Indicative Value €4.3m) Dublin Port Company intends to procure works for the maintenance and repair of bituminous pavements across the Dublin Port Estate. The scope will include, but is not limited to, works on the estate road network, footways, active travel routes, cycle lanes/tracks, bus corridors and bus stops, internal access roads, storage yards, terminals, car parks, the Common User Area, Dublin Inland Port and associated access roads. Lot 2: Multi Party Framework - Maintenance & Repair of Utility Services (Indicative Value €2m) Dublin Port Company intends to procure works for the maintenance and repair of utility services across the Dublin Port Estate. The scope will include, but is not limited to, utility-related works within the estate road network, footways, active travel routes, cycle lanes/tracks, bus corridors and bus stops, internal access roads, storage yards, terminals, car parks, the Common User Area, Dublin Inland Port and associated access roads, surface water, foul water, watermain and service ducting. Lot 3 Single Part Framework - Cleaning and CCTV Surveying of Surface Water and Foul Sewer Network (Indicative Value €1.5m) Dublin Port Company intends to procure services for the cleaning and CCTV surveying of the surface water and foul sewer network across the Dublin Port Estate. The scope will include, but is not limited to, services within the estate road network, footways, active travel routes, cycle lanes/tracks, bus corridors and bus stops, internal access roads, storage yards, terminals, car parks, the Common User Area, Dublin Inland Port and associated access roads. Lot 4 Multi Party Framework - Minor Civil Works Contractor Services (Indicative Value €1.6m) Dublin Port Company intends to procure minor civil works contractor services across the Dublin Port Estate. The scope will include, but is not limited to, minor civil works within the estate road network, railways, footways, active travel routes, cycle lanes/tracks, bus corridors and bus stops, internal access roads, storage yards, terminals, car parks, the Common User Area, Dublin Inland Port and associated access roads Lot 5 Single Party Framework The Inspection and Servicing of Drainage Interceptors & Pumping Stations (Indicative Value €800K) This competition refers to the provision of services in relation to the inspection and servicing of all current in-ground drainage interceptors, and foul and surface water pumping stations and associated items based on a preventative maintenance schedule and an ad-hoc basis as required. JuliThe M120 Heavy Civils Enabling Works Framework Agreement (the M120 Framework) will provide civil engineering works for the MetroLink programme. The scope of works for the M120 Framework will comprise a combination of the following: Site set up and hoarding installation; Logistics and welfare management; Utilities diversions and works; Site clearance and removal of materials; Surveys and/or ground investigations; Bulk earth and rock excavation works; Construction and outfitting works; Building construction and fit-out; Construction of single or multi-span viaducts, overbridges, under bridges and walkways over or under live carriageways and waterways, retaining walls and guide walls, diaphragm walls, secant piling and contiguous piling, rock bolts, anchors, capping beams, shotcrete works, mesh works, sealing of fissures etc., underground and above ground reinforced concrete structures and associated temporary works/propping/other reinforcement works; Monitoring of settlement and ground movement and associated remedial works; De-watering and water treatment/disposal management; Site waste management; Mechanical , electrical and plumbing works as required, perform the roles of PSDP and PSCS; Structural, civil, and engineering design; Any other related works. The procurement of the M120 Framework (the Competition) will be conducted under the European Union (Award of Contracts by Utility Undertakings) Regulations 2016 (as amended) (SI 286/2016), and will be managed by TII, acting as the contracting authority, who will be the sole point of contact for applicants. The M120 Framework will be a multi-party Framework Agreement (per Regulation 50 of the Utilities Regulations) consisting of two (2) value based lots. The competition will be structured as a two-stage process with Stage 1 the Selection Stage and Stage 2 the Tender Stage. A maximum of three (3) tenderers will be appointed to each lot. Applicants may apply for one (1) lot only. A tenderer appointed to either lot under the M120 Framework is not precluded from participating in other MetroLink projects or contract packages. The lots are as follows: Lot 1 - Heavy Civils Enabling Works for Call-off Contracts with an estimated value of €50 million or more (excluding VAT) and those determined by the Contracting Authority to be complex call-off contracts of any value which may require specific technical or specialist resources. Lot 1 will tunnel portals, single or multi span viaducts, and other contract packages. Lot 2 - Heavy Civils Enabling Works for Call-off contracts with an estimated value less than €50 million (excluding VAT) except those to be included in Lot 1. Lot 2 will consist of call-off contracts for elements of civils works, which may include retaining walls, other foundation/support works. Conduct of the Competition Stage 1: The Selection Stage will commence with the publication of a Pre-Qualification Questionnaire (PQQ) by TII. This will assess applicants based on defined selection criteria for each lot, such as their financial and economic standing, technical capability, and relevant experience. Provided that there is a sufficient number of applicants for each lot, five (5) applicants for each of the two (2) lots will be shortlisted. If less than five (5) applicants meet the minimum requirements for a lot, TII reserves the right to proceed with those applicants to the second stage of the procurement for that lot. The PQQ process to establish both lots will run concurrently. Stage 2: The Tender Stage for the award of the framework and first call-off contracts will commence with TII issuing the Invitation to Negotiate (ITN) to each tenderer for that lot. Following the submission and evaluation of ITN tenders, TII reserves the right to engage in further negotiations with tenderers. Following the negotiation phase, TII may request the submission of Best and Final Offers (BAFOs). The three (3) highest ranked tenderers under each lot will be appointed to the M120 Framework and will be eligible to compete for future call-off contracts. The 4th and 5th ranked tenderers under each lot will be reserve tenderers. If during the term of the M120 Framework a framework contractor no longer meets the financial and economic standing requirements in the PQQ or does not submit a tender in response to a call-off tender for three or more call-off contracts in a row then TII reserves the right to terminate the framework agreement with that contractor and appoint one of the reserve tenderers to the M120 Framework. Furthermore, the highest ranked tenderer under each lot will be awarded the first call-off contracts under each lot: Lot 1 award of the contract for the Dublin Airport station box (see 5.1 Lot: LOT0001); Lot 2 award of the contract for excavation and pile removal works near to Tara Street station (see 5.1 LOT 0002). Future call off contracts will be awarded by way of mini-competition following the issue of the call-off tender document to the framework members. Detailed information regarding the award criteria for the future / subsequent call-off contracts after the first call-off contracts will be communicated to tenderers appointed to each lot of the M120 Framework as they arise based on TII’s requirements. The M120 Framework may also be used by Iarnród Eireann - Irish Rail to procure call-off contracts for heavy civil engineering works at or adjacent to Glasnevin station (including, without limitation, retaining wall construction, ground stabilisation, utility diversions, interface works with the MetroLink alignment, and preparatory or enabling works necessary to facilitate the integration of MetroLink with the existing Irish Rail network at that location), provided that the works in question fall within one or more of the categories of work set out in the scope of works for the M120 Framework. In 2025, the Port handled circa 36 million gross tonnes, 6,649 ship arrivals and 1.7 million passengers. DPC intends to engage in a competitive process for the establishment of a multi -Lot (3) single-party framework agreement with an initial three (3) year period with an option for an additional one (1) year extension on four (4) occasions to a maximum of seven (7) years. The intention is to establish three separate multi-party framework agreements, one in respect of each Lot. Economic operators may tender for one, several or all Lots, and may be awarded more than one Lot. Details of Lots are as follows. Lot 1 – Cleaning (€950k per annum) This Lot will cover the provision of comprehensive cleaning and hygiene services across Dublin Port Company facilities, including Terminals 1, 2, 5 and 6, Harbour Office, P7 Headquarters, M&S Building, Oil Zone, Dublin Inland Port and ancillary buildings. The scope includes routine daily, weekly and periodic cleaning of offices, passenger terminals, toilets, kitchens, showers, public areas, external grounds and waste management, together with specialist services such as window cleaning, carpet shampooing, floor restoration, deep cleans and high-level cleaning. Contractors must provide trained staff, comply with all site safety and security requirements, supply toiletries and consumables, manage feminine hygiene services, and maintain detailed cleaning schedules and reporting. The tender also includes optional ancillary services for pest control, water hygiene monitoring and Legionella compliance, road sweeping operations, litter picking, weed control and grass cutting. Particular emphasis is placed on maintaining high standards in public-facing passenger areas, responding to fluctuating ferry traffic demands, and ensuring compliance with health, safety, environmental and security requirements across the port estate. Lot 2 - HVAC, M&E Maintenance (€460k per annum) Lot 2 covers light M&E maintenance and repair services across DPC’s port estate, including buildings, terminals, access systems, fire safety systems and HVAC equipment. The successful contractor will be responsible for planned preventative maintenance, reactive repairs, emergency callouts and compliance inspections, with particular focus on critical operational assets supporting port traffic and IT facilities. Services must be delivered in accordance with relevant Irish and European standards, with detailed reporting and maintenance records uploaded to DPC’s PEMAC asset management system. Contractors must provide suitably qualified personnel, comply with strict health, safety and security requirements, attend regular performance meetings, maintain adequate staffing and equipment, and ensure all works are carried out with minimal disruption to port operations. Lot 3- General Building Maintenance (€200k per annum) Lot 3 covers planned and reactive building fabric maintenance across DPC’s estate, including internal and external building elements, drainage and associated external areas. The contract is structured around call-out rates, emergency response, material mark-up and access costs, with contractors required to undertake inspections, condition surveys, fault investigations, repairs, replacements and minor refurbishment works to maintain the integrity, safety and appearance of the buildings and surrounding infrastructure. The scope also includes drainage and plumbing repairs, pavement and fencing works, waste disposal of arisings and the provision of access equipment such as MEWPs or scaffolding where required. The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority.
