The Thermal Oil Bundles at Renseanlæg Avedøre, is nearing its end-of-life status, and the Contracting Authority is therefore in need of a supplier to supply a new set of Thermal Oil Bundles, including decommissioning of the old bundles, delivery of the new bundles and installation of these. The current bundles have been in service for approximately 25 years, and are an integrated part of the economizer part of the sludge incineration plant at Avedøre Wastewater Treatment PlantThis procurement is for: Design and build contract regarding replacement of the thermal oil bundles in the economizer part of the sludge incineration plant at Avedøre Wastewater Treatment Plant, including decommissioning of the current bundles. (the "Contract").The tasks are described in more detail in “Appendix 5 – Technical Specification for Replacement of Thermal Oil Bundles”, including sub-appendix.One (1) contract will be entered into with one (1) Contractor.The Contracting Authority has decided not to divide the contract into lots. This decision is based on the complexity of the works, for which a single contractual arrangement is considered necessary to ensure effective project management and clear allocation of responsibility. Furthermore, the Contracting Authority considers that a single contract will represent a more attractive commercial opportunity and generate economies of scale, thereby increasing the likelihood of receiving a sufficient level of market interest and competition to ensure the best possible outcome for the procurement.Moreover, a single contract will reduce the number of interfaces between contractors and minimize the risks associated with coordination, integration and overall project delivery.

The objective of the procurement The contracting authority intends to procure new production equipment for the laundry as a part of upgrading and streamlining of the existing industrial laundry. The contract includes: - Tunnel washer - Water press - Sacks suitable for the system and the existing suspension track. - Control systems The delivery shall include project management design, disassembly, assembly, commissioning and training. The core of the system is a 50 Nm3/h electrolyser (which must be upgradable to 100 Nm3/h) that delivers hydrogen at an outlet pressure of 30 barg. The main equipment will be delivered in a containerized/skid version divided into three specific areas: a control panel area with the AC/DC converter, a water purification unit, and an ATEX-classified area containing the stacks and gas purification treatment. In addition to the containerized unit, the scope of supply includes several external components: - An MV/LV transformer - A thermal management system (dry cooler) - A low-pressure hydrogen storage system consisting of a cylinder rack at 30 bar with a total volume of 5 m3 - A gas blender installed on the outlet piping after the storage Finally, the procurement includes a comprehensive service package covering the Factory Acceptance Test (FAT), Site Acceptance Test (SAT), ATEX verification, staff training, two years of spare parts, and a 3-year maintenance contract. Reason for Purchasing The primary objective of this procurement is to produce green hydrogen by harnessing the renewable energy generated from the JRC Ispra site's internal photovoltaic (PV) plant. Currently, the site has a 1.35 MWp PV installation, which is planned to be expanded to 2 MWp and eventually 3 MWp in the future. Instead of using battery systems, the JRC intends to use the excess energy from this PV plant to power the electrolyser for self-consumption. Their primary function is to reduce the pressure of high-pressure steam that is not routed through the T/G Unit, from 27 bara to 9.3 bara, before the steam enters the existing medium-pressure system. The HP steam separator is designed for a maximum steam flow of 176 kg/s, which represents the maximum steam flow expected to be handled through the steam control valves. The T/G Unit is designed for flexible operation and variable load conditions, where the steam flow through the turbine may change depending on available steam, operating mode, start-up, shutdown, load changes and maintenance requirements. The steam control valves shall therefore be suitable for operation across a wide flow range and shall be capable of supporting stable pressure reduction from the HP steam system to the MP steam system during both partial bypass and full bypass operation. Special attention shall be given to the risk of H₂S-induced embrittlement and sulphide stress cracking, as well as the potential for SiO₂ scaling in high-temperature geothermal service. Vendors shall seek to minimize wear of valve components and noise emissions and shall avoid the use of plates or other components liable to clogging due to scaling.
