Tender description
This Qualification System refers to the system that is in place to enable interested parties to submit a response and subsequently qualify for award of Contract for provision of DS3 System Services. Gate 15 covers all 12 services outlined in the Qualification System Briefing Document. The services are split into a number of Lots for the TSO. Lots 1IE – 12IE relate to the System Services required by EirGrid. It is intended that the start date of each of the Contracts awarded under Gate 15 is 1st October 2026.

The present Qualification System is intended to replace the EU-111 Qualification System, as set out in TED notice 2020/S 125-307189. With regard to the former EU-111 Qualification System, a transitional period applies for parties qualified under that Qualification System, in which new parties also may apply for qualification and have time to get qualified. At the latest 18 months after the publication of this EU-490 Qualification System, the EU-111 Qualification System will cease to apply. It is at TenneT’s sole and only discretion to determine, in the event of a tender with the same scope as the Qualification Systems to be held during the transitional period, whether that tender is to be conducted under the old EU-111 Qualification System or the new EU-490 Qualification System. Its growth is driven by a rapidly evolving electricity demand that requires a flexible and growing grid architecture. The scope of this prequalification procedure covers the supply of Intelligent Electronic Devices (IEDs) used in the areas of protection and substation control technology within extra high-voltage and high-voltage substations. These devices constitute key components of the secondary technology and are essential for ensuring the safe, reliable and efficient operation of the transmission grid. The technical requirements are based on internationally recognized substation communication protocols commonly applied in the automation and operation of electrical power systems. The primary focus of the TQS is on IEC 61850, while other relevant protocols, such as IEC 60870 5 103 and IEC 60870 5 104, are also considered where applicable. This prequalification process aims to identify Economic Operators with proven expertise in the planning, production, implementation and integration of such devices in accordance with applicable technical and regulatory requirements. Candidates receive qualification status for each of their own production sites and each technical lot. The successful completion of the qualification process depends on various factors beyond TenneT’s control. TenneT can only commit to the processing time for the individual gates. Skagen HavnSkagenOn shore power for cruise ships shall be established at the cruise quay Krydstogtkajen in Port of Skagen, 9990 Skagen, Denmark. For this purpose, the Contractor shall deliver a high-voltage shore connection (HVSC) including an onshore power system (OPS) and a cable management system (CMS). The HVSC shall be able to deliver up till 16 MVA of high-voltage onshore power to at least one cruise ship at a time. The Deliverables include a complete converter station and a complete cable management solution from the OPS on to the quay front. The converter station shall be a container-based solution, where all components are to be placed inside containers, except coolers that shall be placed on the ground outside the building, which the Purchaser will build around the containers. The Contractor shall be responsible for groundwork for the CMS. The Contractor shall deliver all necessary documentation and perform training of the personnel who shall operate the HVSC upon Delivery. The HVSC shall be operational by 1st of November 2027. Definitions: High-voltage Shore Connection (HVSC): includes the Onshore Power System (OPS), the Cable Management System (CMS) and the high voltage cable distribution system from the OPS to the quay front. Onshore Power System (OPS): includes all the components necessary to transform, convert and monitor the power on shore, including, but not limited to, transformers, converters, switch gear, breakers and control, monitoring, interlocking and power management systems. Cable Management System (CMS): includes all work, cables and equipment needed from the OPS to the quay front for delivering power to the ships. This includes HV shore distribution systems (from the OPS), shore-to-ship connection and interface equipment and other items necessary for delivering power to the cruise ships. Maintenance: All maintenance necessary for the proper functioning of the HVSC shall be performed by the Contractor during the warranty period.
