KGAachenDeadline: Aug 24Preliminary Scope of Work: The project comprises the implementation of a turnkey 10 MW / 20 MWh AC-coupled Battery Energy Storage System (BESS) connected to the public grid via an existing 20 kV grid connection point at an adjacent MV/HV substation in 74821 Mosbach, Germany. At the grid connection point, the storage is supposed to deliver a power of 7.5 to a maximum of 10 MW and have a capacity of 2 to a maximum of 3 hours. The BESS should preferably be based on lithium-ion or sodium-ion battery technology and designed for commercial operation in the German electricity market. The possible lithium-ion technologies will be specified in more detail during the tender. The system is expected to support, among others, participation in Frequency Containment Reserve, Automatic Frequency Restoration Reserve, Day-Ahead and Intraday markets. The project site has already been secured and is currently used as agricultural land. The existing substation is located on the adjacent property, with an estimated cable route of less than 100 m. The site is located within Water Protection Zone III, which requires appropriate consideration of water protection, containment, drainage and environmental requirements. Planning permission for this project has not yet been granted. The project is intended to be tendered as a turnkey EPC project, including engineering, procurement, construction, installation, grid connection interface, testing, commissioning and handover of a fully operational BESS. The tender may also cover related maintenance services, which are subject to a Long-Term Service Agreement (LTSA). The contracting authorities reserve the right to set the term of this LTSA for up to 15 years. The companies have no legal right to conclude an LTSA with a specific term. The final technical requirements, interface definitions, contractual conditions and detailed scope of work will be specified during the subsequent RFP phase. Under this contract, the service provider undertakes to provide the individual—who has complex and specialised support needs—with services and accommodation in a facility operated by the provider, in accordance with the Act on Social Services of Municipalities, No. 40/1991, the Act on Services for People with Disabilities with Long-Term Support Needs, No. 38/2018, and on the basis of the judgment of the Court of Appeals of 10th of February 2023, in case No. 831/2022. The judgment stipulates that the individual’s security supervision shall be such that he is permitted, in consultation with the Chief Physician of the Forensic Psychiatry Department of Landspítali National University Hospital, to reside in an appropriate housing arrangement where he shall be guaranteed the services to which he is entitled under Act No. 38/2018. This appropriate housing is specifically chosen in consultation of the Chief Physician in context of the judgment of the Court of Appeals. Design hours for the accompanying layout/set-up of printing services and profile articles will naturally belong to the framework agreement, but the option belongs to assignments within graphic design. The framework agreement period will be 2 years with a unilateral option to extend the contract for 1+1 year for the contracting authority. The option shall be taken up min. 4 months prior to the end of the agreement.
