Statens innkjøpssenter v/DFØOsloDeadline: Aug 06The Norwegian Directorate for Management and Financial Management (DFØ) invites tenderers to a negotiated procedure for a contract for the provision of services related to the case and archive system. DFØ is the government ́s trade body for financial management, good decision basis for government initiatives, organisation and management in the state, as well as procurements in the public sector and administration of the government ́s joint procurement agreements. The company also provides joint services within wages and accounts, as well as employer support to government entities. DFØ has overall responsibility for development within its disciplines. The objective of the procurement is to cover DFØ ́s need for a future orientated system for case handling and archiving. The current system is based on Acos WebSak as a locally installed (on-premise) system operated by DFØ. The system currently supports relatively simple case processing, whilst a significant part of the archiving occurs through integrations with other systems and national joint components. DFØ needs to procure a modern system delivered as a service (SaaS), where the tenderer is responsible for the operation, management and further development. The system shall support efficient and secure case processing and archiving, as well as be able to be integrated with relevant internal systems and national joint components. The procurement will be carried out as a negotiated procedure, cf. the current rules for public procurements. Tenderers shall first submit a request for participation, and then for those who are qualified , submit tender offers in accordance with the tender documentation. Elements is currently used as a case- archive system, with the modules case-archive, meeting and building matter. The Norwegian Labour Inspection Authority requests a cloud based (SaaS) case and archive system such as: - supports effective case processing and supervision work. - facilitate standardised and good information management. - have a modern user interface and high user friendliness - enable automation and streamlining. - Functionality connected to the case and archive module, meeting module, access module and building application module. The system must fulfil formal requirements for archiving and case processing, it must be future orientated and compatible with future cloud and platform systems. Preferably a ready developed system, 'off the shelf'.ERP system for the municipalities Fitjar, Bømlo and Stord.

The licence shall also be able to be used by all associated works, which shall be communicated for a quarter time leading the accounts for – to the church church joint council/parish, municipal supervisory board (KF), municipal co-operation (KO) and intermunicipal company (IKS). participants in the procurement: Fitjar, Bømlo and Stord municipalities. The value of the procurement is estimated to be above the EEA threshold. The volume is an estimate and is not binding for the contracting authority. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the procurement of digital services where the nature of the procurement means that the contracting authority has been cut off from affecting climate and environment, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act §7, and concluded that apprentices are not required in this procurement as this is considered disproportionate. This is an ERP delivery where large parts of the contract are connected to costs and the hire of shooting debris from external parties.
