Die Verkehrsgesellschaft Landkreis Gifhorn mbH (VLG) beabsichtigt, ihre Busflotte im Rahmen der Anforderungen des Saubere-Fahrzeuge-Beschaffungs-Gesetzes schrittweise auf Elektromobilität umzustellen. Hierzu sollen Elektrobusse sowie die für deren Betrieb erforderliche Ladeinfrastruktur beschafft und in die betrieblichen Abläufe integriert werden. Die VLG plant, bis zum Jahr 2027 zunächst Ladeinfrastruktur für zunächst 11 Fahrzeuge bereitzustellen. Zur zentralen Steuerung und Überwachung der Ladevorgänge, zur Begrenzung der Netzlast sowie zur Unterstützung der betrieblichen Fahrzeugdisposition und Fahrzeugaufstellung soll ein Lade- und Lastmanagementsystem eingeführt werden. Mit der Einführung der Elektromobilität entstehen zusätzliche Anforderungen an die Planung und Steuerung des Fahrzeugeinsatzes, der Ladevorgänge und der verfügbaren elektrischen Leistung. Fahrzeugverfügbarkeit, Batterieladezustand, Energiebedarf, geplante Abfahrtszeiten, Ladepunktbelegung und verfügbare Netzleistung müssen zukünftig systemgestützt zusammengeführt und berücksichtigt werden. Das initiale Ausbaustadium umfasst die Ladeinfrastruktur für 11 Fahrzeuge. Die genaue Anzahl und Ausprägung der Ladepunkte, deren technische Eigenschaften sowie die einzubindenden betrieblichen Systeme und Datenquellen werden im Mengengerüst, in den Schnittstellenbeschreibungen und in den Anlagen zu diesem Lastenheft verbindlich beschrieben. Die steigenden Anforderungen im Zuge der fortschreitenden Elektrifizierung der Busflotte sowie der Ausbau der Ladeinfrastruktur erfordern ein leistungsfähiges Lade-, Last- und Energiemanagement. Mit der Einführung eines LMS sollen die Ladeprozesse unter Berücksichtigung der Randbedingungen aus Ladeinfrastruktur, Fahrzeugdaten, Batterieladezuständen und Reichweitenanforderungen gesteuert werden. Das LMS muss die Ladevorgänge so steuern, dass die für den geplanten Fahrzeugeinsatz erforderlichen Ladezustände rechtzeitig erreicht werden. Die Ladeinfrastruktur ist in das LMS zu integrieren, sodass der Status der Ladeeinheiten zentral überwacht und gesteuert werden kann.

Background and purpose Arendal is located in the central part of Sørlandet. The municipality has approx. 46,000 inhabitants. Arendal municipality has a decentralised school structure with 16 municipal primary and secondary schools, organised as independent entities with separate rectors and management groups. The schools include both combined 1st - 10th schools and pure primary schools (1st - 7th years), as well as a resource centre with tenders across the stages. The municipality has a total of approx. 5,000 pupils in the primary and lower secondary schools. Arendal municipality is in an ongoing change of the school structure. Two primary schools (1st – 7th years) and the secondary school for one school have been decided to be folded. The changes are planned to be implemented from 01.01.2027. The overall responsibility for the school area is at the school office, which follows up on joint priorities, quality work and regulations, and acts as a link between the political level and the schools. The cooperation between the school office and the schools will take place, among other things, through fixed meeting points and joint development work, at the same time that each school adapts the work to local needs. The adult education is organised as a part of the municipality ́s training and is also a user of relevant digital services. Arendal municipality needs a joint system for the administration, distribution and access management of digital teaching aids in primary and secondary schools. The municipality has used a system for this purpose over time and has developed good experience with procurement, licence management and access management in this area. The procurement will be carried out as a result of the expiry of the existing agreement and shall ensure the continuation and further development of this work. This is connected with the complexity, changes in the school structure and a market with different actors.
