Tender description
The objective of the procurement is to enter into a contract for cooperation with a supplier of film distribution services who can receive, administer and stream Norwegian films in Norway. The service shall ensure the public ́s access to purchased films in accordance with the purpose in the Procurement scheme for film. There are currently approx. 450 Norwegian short and documentary films in the scheme, and between 50 and 70 films are rolled in and out per year so that the number is relatively constant. Arendal municipality has a decentralised school structure with 16 municipal primary and secondary schools, organised as independent entities with separate rectors and management groups. The schools include both combined 1st - 10th schools and pure primary schools (1st - 7th years), as well as a resource centre with tenders across the stages. The municipality has a total of approx. 5,000 pupils in the primary and lower secondary schools. Arendal municipality is in an ongoing change of the school structure. Two primary schools (1st – 7th years) and the secondary school for one school have been decided to be folded. The changes are planned to be implemented from 01.01.2027. The overall responsibility for the school area is at the school office, which follows up on joint priorities, quality work and regulations, and acts as a link between the political level and the schools. The cooperation between the school office and the schools will take place, among other things, through fixed meeting points and joint development work, at the same time that each school adapts the work to local needs. The adult education is organised as a part of the municipality ́s training and is also a user of relevant digital services. Arendal municipality needs a joint system for the administration, distribution and access management of digital teaching aids in primary and secondary schools. The municipality has used a system for this purpose over time and has developed good experience with procurement, licence management and access management in this area. The procurement will be carried out as a result of the expiry of the existing agreement and shall ensure the continuation and further development of this work. Information on the procurement and process is in the document Konkurransegrunnlag_Digital Platform for schools. Scope The estimated annual scope is challenging to estimate. This is connected with the complexity, changes in the school structure and a market with different actors. We estimate that the annual turnover will be NOK 3.0 million excluding VAT, which over 8 years will be NOK 24 million excluding VAT. The contract will have a valid amount of NOK 30 million excluding VAT during the contract period. The estimated scope is based on experiences with the current supplier, market dialogue and indicative prices in the market. The estimated scope is not binding for the contracting authority. The following is not included in this procurement: - Learning platform (LMS) and educational follow-up. - functionality connected to artificial intelligence (KI) - other school administrative systems. The procurement is for the administration and distribution of digital teaching aids and a learning tool. Handling printed teaching aids is not included.
