WHO is seeking for a qualified, eligible and competent proposer for the Advancing Mental Health Through Innovative and Inclusive Solutions Amid Climate Change and Disasters in Malaysia. Malaysia is increasingly vulnerable to climate related hazards such as floods, landslides, droughts, and haze events, with flooding being the most recurrent and impactful disaster. Seasonal monsoon rains regularly cause widespread population displacement, property damage, and economic losses. These recurring disasters significantly affect population mental health, increasing risks of post-traumatic stress disorder (PTSD), depression, anxiety, and chronic stress, especially among those repeatedly exposed to such events. Additionally, survivors frequently experience long-term psychological distress such as fear, anxiety during monsoon seasons, and trauma-related symptoms like flashbacks and sleep disturbances, with vulnerable groups, particularly low-income populations including migrant populations, children, and the elderly, being disproportionately affected. Climate change is expected to intensify these challenges by increasing the frequency and severity of extreme weather events in Malaysia. As disaster exposure becomes more frequent, mental health impacts are much likely to worsen. Furthermore, climate change is expected to widen existing inequalities, as vulnerable populations face disproportionately higher risks due to compounded risks from displacement, socio-economic disadvantages, livelihood disruption, and reduced access to mental health and psychosocial support (MHPSS) services, where mental health systems may struggle to meet the rising demand. Despite growing recognition, responses to climate-related mental health challenges remain fragmented and insufficiently integrated into national climate action, disaster risk reduction (DRR), and health systems. WHODjiboutiDeadline: Sep 18The World Health Organization (WHO) Philippines seeks a qualified institutional partner to provide technical assistance for two complementary workstreams: (1) an implementation gap analysis of the WHO Mental Health Gap Action Programme (mhGAP); and (2) a country-level assessment of mental health and climate change in the Philippines. Mental health conditions remain a major public health concern globally and in the Philippines. The Philippine National Survey on Mental Health and Well-being (NSMHW) 2021 found that approximately one in seven Filipino adults experienced at least one mental health problem during their lifetime. This highlights the continuing need to strengthen access to quality, integrated, and people-centred mental health services, while generating evidence to inform policies and programmes that respond to emerging and evolving mental health challenges. WHO Philippines continues to support the Department of Health (DOH) in strengthening mental health systems through evidence-informed policies, programmes, and service delivery. A key component of this effort is the implementation of the WHO Mental Health Gap Action Programme (mhGAP), which aims to integrate evidence-based mental health services into primary health care. Since its introduction in the Philippines in 2014, mhGAP has been widely adopted and integrated into national mental health initiatives. For this assignment, an AI-assisted age-friendly environment is understood as a human-governed operating model that uses AI-supported data integration and decision support to help communities detect risks earlier, connect older people to appropriate supports, allocate resources fairly, and learn continuously from outcomes. AI is not the intervention itself rather it serves as a coordination layer over prevention, social prescribing, integrated care, age-friendly planning, environmental risk reduction and community-based support. The review should take a broad scoping approach to identify relevant evidence and examples on AI-assisted approaches that support healthy ageing, age-friendly environments, prevention, community-based support, integrated care, social prescribing, environmental risk reduction, and data-informed planning. Through different research projects, an OSH overview contributes to the development and sharing of good practice, both at the level of policy and of workplace intervention. Depending on the focus and scope of the project, they involve literature reviews, case studies, interviews with key informants at policy, research or company level, focus groups, workshops and seminars. This specific OSH overview on CVDs and OSH seeks to improve the prevention of CVDs related to work, the return-to-work (RTW) of workers after a CVD event and the retention at work (RAT) of workers with chronic CVDs.
