This work included a feasibility study, a stakeholder consultation, inputs from the ERVI Steering Group and Stakeholder Forum, and several expert workshops. Furthermore, the REPowerEU Roadmap adopted by the Commission last May directed ERVI to strengthen EU production capacities, improve the resilience of the supply chain and reduce dependency on foreign suppliers, in particular Russia, focusing on production of metallic HALEU and stable isotopes. In order to advance the implementation of ERVI, the Commission, Member States and stakeholders should pursue mid-term and long-term actions grouped in five pillars: • Investment in innovative production facilities • Research and innovation • Market monitoring and forecasting • Strategic international partnerships • Evolution of the regulatory framework. Through different research projects, an OSH overview contributes to the development and sharing of good practice, both at the level of policy and of workplace intervention. Depending on the focus and scope of the project, they involve literature reviews, case studies, interviews with key informants at policy, research or company level, focus groups, workshops and seminars. This specific OSH overview on CVDs and OSH seeks to improve the prevention of CVDs related to work, the return-to-work (RTW) of workers after a CVD event and the retention at work (RAT) of workers with chronic CVDs. Through the various projects implemented as part of this OSH overview, it aims at investigating the occupational risk factors leading to work-related CVDs, as well as their interplay with non-work-related determinants of CVDs; explore in more depth specific sectors, occupations and worker groups at higher risk; collect data on the burden and underlying causes of work-related CVDs in the EU; identify and assess policies, strategies and programmes, as well as workplace interventions and practices to prevent work-related CVDs, to support the RTW of workers after a CVD or the RAT of workers with chronic CVDs. First findings from the ongoing projects under this OSH overview have consistently identified a critical gap between evidence and practice: while the evidence linking work-related risks to CVD is relatively well established, documented examples of effective workplace-level practices and resources remain scarce. Substantial analyses of the results of the three previous waves of ESENER, carried out in 2009, 2014 and 2019, have provided a valuable insight into how occupational safety and health (OSH) is managed in practice across Europe; what the main drivers and barriers are; how stress, violence and harassment are managed; the use of digital technologies and its impact on the health and safety of employees ; and how employees are involved. ESENER 2024 has maintained the methodological changes implemented back in 2014 and the questionnaires since then are largely the same too, which enables trend analyses. In each of the three previous waves of ESENER, EU-OSHA published an Overview report of the findings , showing the main results by country, activity sector and size class for the four sections of the survey: OSH management, Psychosocial risk management, Drivers and barriers to OSH, and Worker participation. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornShort Project Description: Nigerian Energy Support Programme (NESP) NESP is currently in its third phase (June 2023 - May 2027) and still funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. The main differences between this study and traditional FwC studies consists in: 1) Collecting evidence of the legal and financial impact that EFSD/EFSD+ contracts have on IFIs’ contracts with their clients and partner financial intermediaries (rather than collecting opinions that people with a direct stake in these contracts have of such impact); 2) Reliance on independently collected technical financial data, to be further elaborated via inferential statistics (rather than reliance on anecdotal surveys / interviews); 3) Assessing these contracts by benchmarking the financial products on which they are based against similar financial products — debt, guarantee and equity products — financed or managed by other governmental, no-profit or for-profit private market players (rather than benchmarking against financial products contained in other EU contracts, or no benchmarking at all); 4) Contracting consultants normally dealing with the banking and non-banking financial sectors (rather than consultants normally dealing with the Official Development Assistance — ODA — sector). This would mark a clean departure from EC studies that have traditionally focused on contract analysis by way of desk reviews (with an implicit comparison to other EU contracts and FwC studies on these EU contracts) and interviews / surveys among directly interested parties (including staff of the Contracting Authority; staff of IFIs / PFIs or other EU-contracted Parties and; Direct/Indirect Beneficiaries). Given the originality of the study (of a technical and comparative nature, with substantial inputs expected from the contracted party already in the study design phase); the type of expertise required (statistical tools applied to finance and microeconomics) and; the expected costs (likely EUR 700 K), the best option to contract such study would be through the “competitive dialogue” procedure regulated by Art. 2.6.7 PRAG. “In the case of particularly complex contracts, where the contracting authority considers that neither direct use of the open procedure nor the arrangements governing the restricted procedure will result in the best value for money, it may use the competitive dialogue.
