A dedicated tender is therefore necessary to secure stable, lawful, and comprehensive access to high-quality scientific e-journals and e-books across the CEPOL community. In the absence of a structured contractual framework, access to scientific literature is likely to vary between institutions and individuals, undermining consistency in training delivery, limiting the dissemination of best practices, and reducing the overall coherence of professional development across jurisdictions. Although the official unemployment rate stood at 7.4% in 2021, these figures mask deep labour-market vulnerabilities: an estimated 60-70% of economic activity occurs in the informal sector, decent work standards are inconsistently applied, and vocational and university graduates remain disproportionately unemployed. Young people aged 15-29 are particularly affected, with an unemployment rate of 17.2% and only 17% holding formal jobs. Gender disparities remain a central challenge. The female employment rate is only 15%, compared to 67% for men, and young women face unemployment rates above 42%. Despite ongoing reforms-including the National Employment Strategy (NES), the National Strategy for the Empowerment of Egyptian Women 2030, and the Digital Egypt agenda-youth employability, quality of employment, and women"s labour-market participation remain limited. Addressing these gaps requires strengthened institutions, improved employment services, and closer alignment between state structures and labour-market needs. The Labour Market Access Project II (LMAP II), commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to improve young Egyptians' access to decent employment through a multi-level approach targeting employment policy, gender equality, digital solutions, job preparation, and decent employment services. The project cooperates closely with the Ministry of Labour (MoL) as the political partner and engages a broad set of intermediaries including MoL departments at central and governorate levels, instructors at MoL training centres, public and private service providers, the Federation of Egyptian Industries (FEI), companies, and civil-society organisations. The module objective, "Young Egyptians' access to decent employment has improved," is measured through indicators on employability outcomes, improvements in decent work standards, and gender-responsive interventions. The contractor will directly contribute to several indicators, including improving the quality of employment for approximately 800 workers, implementing four gender-equality measures under MoL"s Gender Action Plan, strengthening employment-policy capacities, and supporting the delivery of job-preparation and decent-employment services. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. The contractor will be responsible, in coordination with IsDB and GIZ, for deploying a series of country-level consultation workshops to firm up and engage with relevant public and private actors for the strengthening of IsDB project pipelines in Benin, Ivory Coast and Senegal with high adaptation finance potential. Establishment of four Reverse Linkages and one centre of excellence in collaboration with IsDB This work package focuses on the establishment of four Reverse Linkages in the PACO program with four different host-institutions. Reverse linkages are a mechanism developed by the Islamic Development Bank to establish partnerships between institutions in countries in the global South. In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others. Once set up, the partnerships usually last for a period of three years, so the process will be carried out during the life of the PACO project. The contractor will accordingly assess the capacity needs of the target countries, identify the centres of excellence, accomplish the installation of four Reverse Linkages and implement capacity development plans with the support of IsDB. If appropriate, the IsDB will establish a reverse linkage between CCRS and a centre of excellence in another IsDB member country, to help build Commission capacity. European Commission, DG GROW - Internal Market, Industry, Entrepreneurship and SMEsBrusselsDeadline: Aug 05The purpose of this contract is to provide technical assistance for the implementation, coordination, monitoring and strategic support of two European Union funded regional maritime security programmes in SubSaharan Africa: one covering the Western Indian Ocean and one covering the Red Sea/Horn of Africa. The services shall support the effective, coherent and visible delivery of programme activities, reinforce coordination among implementing partners and stakeholders, and contribute to the sustainability of the regional maritime security architecture. It shall cover five interlinked objectives: 1. To ensure effective coordination, supervision and coherence of actions implemented at programme level, including complementarity and synergies among implementing partners. 2. To strengthen effective ownership of programme activities at country and regional level. 3. To strengthen coordination and cooperation between regional and national partners and the Regional Coordination Operations Centre (RCOC) and Regional Maritime Information Fusion Centre (RMIFC). 4. To ensure effective results-based management and reporting at programme level 5. To ensure coherence and coordination with other EU initiatives and policies. The expected outputs of this contract are as follows: 1.1 The supervision of implementation of activities and the coordination of the work between the different implementing partners is ensured at programme level. 1.2 The joint planning and information sharing practices to support coherent implementation at programme level and across the two programmes is strengthened. 1.3 The coherence, complementarity and strategic alignment between the two programmes and implementing partners is strengthened. 2.1 The engagement of national and regional stakeholders in the planning, implementation and follow-up of activities is ensured at programme level. 2.2 A mechanism to ensure follow-up, accountability and sustained engagement in programme implementation is established. 3.1 Information sharing between national actors and the RMIFC and RCOC is strengthened. 3.2 Sustainable partnerships and mutual trust between national and regional stakeholders and the two centres is improved. 4.1 A comprehensive results-based monitoring system is established and applied at programme level. 4.2 Timely, accurate and comprehensive reporting by the implementing partners is ensured at programme level. 4.3 The programmes are adjusted and steered on a need-to basis, informed by evidence and analytical insights. 5.1 The activities of the two programmes are systematically aligned with relevant EU policies, strategies and initiatives. 5.2 Synergies and complementarities between different EU interventions are identified and operationalised. 5.3 Structured information sharing and communication with EU institutions and stakeholders is ensured. Tasks shall include support to planning, implementation, monitoring, reporting, communication, knowledge management and coordination with implementing partners, donors, regional organisations, national authorities and relevant international actors. The contractor shall among others support the preparation of agendas, discussion papers, progress reports, terms of reference, technical specifications and other operational documentation required for implementation of specific result areas. It shall also provide ad hoc advisory services and short term expertise. The contractor shall also ensure capitalisation and sharing of knowledge generated through implementation, including technical observations and lessons learnt of wider professional value, using the designated knowledge sharing platform. It shall support programme audit, evaluation and visibility requirements and contribute to the preparation and functioning of technical and steering coordination mechanisms.
