The objective of the study is to analyse how EU climate action and defence policy interact in the context of Russia’s aggression, by identifying synergies, trade-offs and risks. It aims to: • assess how the defence sector can contribute to EU climate goals (mitigation, resilience, nature restoration and dual-use clean technologies), • examine how climate policies can contribute to and impact on defence capabilities and readiness, the defence industry, build public resilience against hybrid threats, and budgetary priorities. The study is intended to provide evidence for aligning rearmament and defence readiness with EU climate neutrality and resilience objectives and aligning the design of climate policies with defence needs.

Positioning, Navigation and Timing (PNT) functions, delivered principally by Global Navigation Satellite Systems (GNSS) such as the EU owned Galileo, underpin sectors ranging from transport and finance to energy and telecommunications. Several studies attribute roughly 10 % of EU GDP to PNT related activities, while a single day without GNSS could have a financial impact up to €1 billion. The Commission proposal for the European Competitiveness Fund (ECF), includes for the 2028‑2034 Multi‑annual Financial Framework, a contribution to complementary PNT services, which shall increase the resilience in case of disruptions to the services provided by the PNT component (Article 59). The project shall assess how best can the Commission contribute to complementary PNT services in the next MFF. These hazards have significant implications for public health, including increased injuries and deaths, climate-sensitive diseases, food and water insecurity, and disruptions to essential health services. Strengthening the resilience of communities and health systems is therefore critical to protecting health and reducing climate-related vulnerabilities. Pursuant to Republic Act No. 9729 (Climate Change Act of 2009) and Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), the Department of Health (DOH) is advancing the development of a Health National Adaptation Plan (HNAP) to integrate climate change adaptation into health sector planning. A comprehensive Climate and Health Vulnerability and Adaptation (V&A) Assessment is needed to identify priority climate-sensitive health risks, vulnerable populations, geographic hotspots, and health system gaps. The assessment will provide the evidence base for targeted adaptation actions, investment planning, and the development of climate-resilient health systems at national and subnational levels. In line with this, WHO is seeking an institutional contractual partner to provide technical assistance on the Conduct of Climate Change and Health Vulnerability and Adaptation (V&A) Assessment in Support of the National Adaptation Plan (HNAP), Philippines.
