Iarnród Éireann is seeking to conduct a Preliminary Market Consultation to inform the potential future procurement of a Social Value Platform. The platform will support Iarnród Éireann in embedding, measuring, monitoring and verifying social value commitments across relevant contracts and procurement activities. Iarnród Éireann has already commenced the use of a social value platform through Thrive on a pilot basis, which has supported the development of Irish and EU social value proxies and enabled social value commitments to be expressed in measurable financial terms. This approach has allowed suppliers to submit clear, contract-specific commitments linked to employment, apprenticeships, skills development, community investment, SME support, social inclusion and wider environmental and social outcomes. This pilot is due to conclude in Q4 2027, and Iarnród Éireann requires a suitable solution to replace and build upon the pilot arrangement.

European Climate, Infrastructure and Environment Executive Agency (CINEA), CINEA - European Climate, Infrastructure and Environment Executive AgencyBrusselsA growing number of Carbon Capture Utilisation and Storage (CCUS) projects are on track to become operational before 2030. The Communication on Industrial Carbon Management emphasises the importance of aggregating these industrial-scale projects into a knowledge-sharing platform to facilitate the collection of and information on best practices between CCUS projects in the EU. This procurement is expected to establish and operate an open collaboration and knowledge sharing platform, providing data and up-to-date information about the entire CCUS sector, based on the collection of primary data from current and future large-scale demonstration projects. The knowledge sharing platform will be open to all projects (at industrial scale, but also larger research and pilot demonstrations) that are ready to share information and cooperate without disclosing commercially sensitive information and in full compliance with single market competition rules. Depending on the type of project, the knowledge sharing platform shall collect and display data on deployed technologies and storage site characteristics as well as best practices from the projects, such as project governance (including management of interphases and risks, involvement of operating organisation of facility ), barriers and success factors, needs for standards, access to funding, stakeholder management, regulatory aspects and permitting issues. It will also cover lessons learned on public engagement and on sharing best practice of dialogues between project developers, local and national authorities. The data and information must be displayed in a user-friendly way in order to be easily accessed by industry stakeholders, managing authorities, policymakers, researchers and citizens.Contract Modification for Digital Services and Customer Relationship Management Platform
Cork County CouncilCorkCork County Council have agreed a 12-month extension for the provision of digital services and customer relationship platform to ensure the continuity of services in preparation for the re-procurement of such platform. The digital services portfolio resides within Corporate Services directorate and is managed by the Service rePublic unit there. This unit holds the service transformation and innovation brief and uses a service design approach to deliver its programme. The current online services and customer relationship management solution is the govService platform from Granicus. The Service rePublic unit are responsible for the ongoing development and delivery of digital services through this platform. The customer services section which comprises of the main county Hall switch and contact centre is also in the Corporate Services directorate. There are a total of 6 contact centre agents, a supervisor and a contact centre manager. The Council’s out of hours emergency is also part of the customer services section, these calls are handled by an external company who input details onto the Council’s CRM. A tender for the continued provision of an online customer experience platform and CRM is required to ensure continuity and expansion of the digital programme in Cork County Council. This new TMS system needs an integration platform for communicating with ETCS-based centralized safety systems (CSS) covering both interlocking (IXL) and radio block centre (RBC). Aug.The object of the tender process is to award a single contract to a supplier capable of providing a configurable digital platform, together with the associated implementation, operation and maintenance services, supporting drone flight notification and digital authority services in Denmark (hereafter referred to as the "System"). The initial implementation (DL1) shall enable drone operators to digitally notify planned flights and provide relevant authorities with a shared operational overview of notified drone operations and the digital services required to support the exercise of regulatory authority. The procurement is based on a phased implementation model. In addition to the initial implementation, the contract includes capabilities to be introduced over time through configuration of standard product functionality. Such capabilities may include enhanced digital authority services regarding the management of operators, remote pilots, geographical drone zones, flight permissions, deeper integration with adjacent systems, U-space services under Regulation (EU) 2021/664, CISP capabilities, enhanced situational awareness, integration with ATM/UTM environments and other capabilities supporting the evolving Danish drone ecosystem. The System shall comply with applicable Danish and European legislation, including Regulation (EU) 2019/947, Regulation (EU) 2019/945, Regulation (EU) 2021/664 where applicable, relevant Danish legislation governing drone operations and public administration, and Regulation (EU) 2016/679 (GDPR). The System is furthermore expected to comply with relevant standards and guidance issued by organisations such as EASA, EUROCONTROL, EUROCAE, ICAO and JARUS, together with recognised standards for software quality, information security and accessibility.
