The object of the tender process is to award a single contract to a supplier capable of providing a configurable digital platform, together with the associated implementation, operation and maintenance services, supporting drone flight notification and digital authority services in Denmark (hereafter referred to as the "System"). The initial implementation (DL1) shall enable drone operators to digitally notify planned flights and provide relevant authorities with a shared operational overview of notified drone operations and the digital services required to support the exercise of regulatory authority. The procurement is based on a phased implementation model. In addition to the initial implementation, the contract includes capabilities to be introduced over time through configuration of standard product functionality. Such capabilities may include enhanced digital authority services regarding the management of operators, remote pilots, geographical drone zones, flight permissions, deeper integration with adjacent systems, U-space services under Regulation (EU) 2021/664, CISP capabilities, enhanced situational awareness, integration with ATM/UTM environments and other capabilities supporting the evolving Danish drone ecosystem. The System shall comply with applicable Danish and European legislation, including Regulation (EU) 2019/947, Regulation (EU) 2019/945, Regulation (EU) 2021/664 where applicable, relevant Danish legislation governing drone operations and public administration, and Regulation (EU) 2016/679 (GDPR). The System is furthermore expected to comply with relevant standards and guidance issued by organisations such as EASA, EUROCONTROL, EUROCAE, ICAO and JARUS, together with recognised standards for software quality, information security and accessibility. The System is further described in Appendix 8 in the Tender Material.

This IT implementation is split into 3 phases: As an initial phase, a pilot of the NMDB shall be implemented to validate and de-risk the implementation of the NMDB. In the second phase (Option 1), after successful implementation and validation of a Minimum Viable Product, the extension of the pilot and implementation of a full set of capabilities of the NMDB is planned and implemented. Sept.The Transmission System Operators (TSOs) of the Central Europe Capacity Calculation Region are conducting a preliminary market consultation on development and implementation of a Common IT platform and associated business capabilities to support the Coordinated Security Analysis (CSA) process which runs load-flow calculations, contingency analysis and allows for the coordination of remedial actions among participating parties. The tool shall support this “Common CSA process” in the day-ahead (DA) and intraday (ID) timeframes; first go-live of the common CSA process in the region is targeted for 2029, preceded by a parallel run. The intent is to publish a European tender in Q1 2027 for the CSA Platform. This common CSA solution is the first implementation step towards the long-term process goal, which also includes an optimization of remedial actions, and cost sharing thereof. To support this evolution, the solution for common CSA process must be designed for scalability and long-term sustainability, leveraging open standards, modular architecture, documented interfaces, and technologies that minimize dependency on proprietary products, vendor-specific expertise, or closed ecosystems. The common CSA solution should allow to be extended with additional business capabilities and modules over time (e.g. Remedial Action Optimization module, Cost-Sharing process), to support the target processes (Regional Operational Security Coordination and Cost Sharing).Expert platform for Ukraine"s EU alignment in the rule of law

To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts. The contractor will be responsible for the continuous process of identification, pre-selection contracting, and mobilization of suitable experts with relevant expertise and experience to carry out these assignments. In addition, the service provider will maintain and manage the platform"s community management system, which facilitates cooperation between affiliated experts, including those engaged outside the five STEPs. This includes disseminating relevant updates, news, and resources on Ukraine"s EU accession process and legal harmonization; ensuring shared access to key documentation; promoting interactive exchanges among experts as well as coordinating all community management tasks in close cooperation with the project.
