Sept.The purpose of the tender is to contract operational services related to the crop monitoring and yield forecasting activities of the JRC.D.5 unit (MARSOP). Implementing Article 25 of the horizontal regulation of the Common Agricultural Policy REG (EU) 2021/2116 on Monitoring Agricultural Resources (MARS), JRC.D.5 provides DG AGRI with timely, independent, and high-quality information on crop state and development, including quantitative forecasts of agricultural yields and production in the EU and neighbouring countries. This information is used by DG AGRI to ensure food security and for decision-making in agricultural markets. The JRC provides matching staff for agricultural analysts and experts producing monthly JRC MARS Bulletins for Commission-internal and public use, which are well received by private sector stakeholders, academics and the general public. Aug.Klifoplan: „Berichterstattung von Methan-Emissionen aus Biogasanlagen (BioMeth) “ Nach früheren Berechnungen des UBA entweichen aus Biogasanlagen ca. 5% des produzierten Methans unkontrolliert. Zu den Emissionsquellen zählen Biogasmotoren (Methanschlupf aus BHKW-Motoren), offene Gärrestlager, sowie diffuse Quellen. Fünf Prozent jährlicher Methanverlust entsprechen 300 kt Methan pro Jahr oder 7,5 Mio. t CO2-Äquivalenten; das ist knapp 1 % der jährlichen Treibhausgasemissionen Deutschlands nach dem Klimaschutzbericht 2022 (KSG §10). Ziel des Projektes ist die Weiterentwicklung der Messmethodik zur Erfassung und Quantifizierung von klimarelevanten Gasen (THG-Emissionen) an nicht gasdichten Gärprodukt- /Güllelagern unter Einbindung weiterer Anlagen in das Messprogramm zur Validierung der Messmethodik und zur Erweiterung der Anlagenzahl mit praktischen Messungen. Im Projekt sollen diese ungewollten Verlustströme aus Biogasanlagen untersucht und damit eine sicherere Datenbasis für die Treibhausgasberichterstattung und die Bewertung der Energiebereitstellung aus Biogasanlagen geschaffen werden. Dazu sollen die Methanverluste an einer repräsentativen Anzahl an Bestandsanlagen systematisch erfasst werden. Dazu gehören Verluste an Biogasmotoren, Gärrestlagern und diffusen Quellen, wie Leckagen und Aggregaten zur Gärrestbehandlung, sowie weiteren Emissionen aus Betriebsstörungen und Instandhaltungsarbeiten. Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. This report is aimed at establishing a clear framework for survey approaches, data collection, analysis as well as Midline and Endline report structure. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. The proposed methods may include Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and direct observation during site visits - are deployed in sequence across the three phases of data collection. Data is analysed thematically and triangulated with quantitative findings before results are finalised Moreover, the contractor will establish a comprehensive, verified, and evidence-based data collection that accurately measures employment, local value addition, export market performance, sustainability certification, MSME processing capacity and IAF service improvement across all targeted indicators. 2. Midline Assessment Report: The second deliverable will be a comprehensive mid-term assessment report, which will evaluate the progress and indicators achievement of the project to date. This report is expected to be finalized and submitted in the fourth quarter of 2026. It will include detailed findings, insights, and recommendations that will guide any necessary adjustments to the project's approach. 3. Endline Assessment Report: The final work package involves delivering a project end-term assessment report, expected in the fourth quarter of 2028. This report will conduct an in-depth analysis of the indicators" achievement, impact and effectiveness of the EU-German CAPSAFE intervention throughout the entire execution period.
