The company provides waste and sanitation services to all inhabitants in the owner municipalities and serves approx. 55,500 residential units with dunk sanitation, 5,000 residential units with buried systems and 3,700 cabin subscribers. In addition, the company operates three recycling stations and a large waste facility at Støleheia with various treatment activities such as sorting, composting, tiling and depositing. Avfall Sør Husholdning AS is the contracting authority for this competition. Read more about Avfall Sør at: www.avfallsor.no Description of the assignment Avfall Sør Husholdning AS needs to replace an existing wheeled loader and thus makes a procurement that includes the delivery of one new wheeled loader in the weight class 19-23 tonnes including a service contract for Avfall Sør Husholdning AS ́ waste facility at Støleheia in Vennesla municipality. The wheel loader is a central part of daily operations and it is used for handling and loading waste and matter. It is therefore important for the Contracting Authority to procure a machine that is robust, reliable and adapted to use under demanding and varying operational conditions, including dust, dirt and other loads typical of a waste facility. The objective of the procurement is to cover the company's ongoing need for machine capacity through an overall delivery that supports secure, flexible and efficient operation. BIR ASBergenFrist: 04. Sept.BIR Resource Dep. Mjelstad (referred to as BIR) shall, in connection with the expansion of the landfill site, procure a new treatment facility forige water that occurs as a result of precipitation hitting and going through the landfill. BIR shall ensure that the area and building is established where the treatment plant shall be constructed. Tenderers of the treatment plant must be responsible for the complete delivery of treatment facilities with all the accompanying equipment that is necessary for operation, as well as assembly, commissioning and training. This is further described in the tender documentation. It is important for BIR to get sufficient information about the treatment facility to facilitate with the correct dimensioned building. BIR shall procure the pumps that shall deliver ladder water to the treatment facility and from the pump sump after the treatment plant to the recipient. It is important that BIR receives information about the interface and sets the dimensions of the treatment plant as the basis for pump capacity. As described later in KG, the landfill does not have a buffer basin and the treatment plant must be able to handle frequent changes in flow into the treatment facility based on a water level in the pump sump. Flow meters in and out of the treatment facility, in addition to flow meters on pump pipelines out to the recipient, must be delivered by the tenderer. The pump intake shall increase the signal from the treatment plant and the treatment plant shall adjust automatically to the level meters in the sump. BIR ensures that pumps are delivered in a pump sump that is controlled by a frequency transformer. The pumps will therefore communicate with the treatment plant ́s PLC, which shall be delivered by the tenderer. Louth County Council_381DundalkLouth County Council has three closed landfills which are under licence by the EPA. At site Number 1-Whiteriver landfill, there are seven side slope risers each with a leachate submersible pump and level sensor. The depth of these pumps varies from between 30 and 80 metres. The Council as part of licence conditions are required to maintain a level below 1 metre in depth in each side slope riser sump. The lagoon level is required to be below 1.90 metres. All side slope risers and lagoons are linked by level sensors, programmable logic controllers and underground wiring to a scada system. The site is supplied by single and three phase supply. At this site there are several buildings including a weighbridge, internal and external WC, office, store, canteen, engine compound WC, engine compound switch room and engine compound store/office. Each building has lighting circuits and power outlet sockets (note no power outlet sockets in WC’s). In addition, there are several external lighting circuits, hot water boilers, fixed heaters and groundwater pumps. There are seven external control panels associated with the side slope risers and a number of external control panels associated with the aeration unit, surface water lagoon, generator switch over point, electrical kiosks. There are also several internal control panels in the office, weighbridge and engine compound rooms. At site Number 2- Drogheda landfill, there are two sumps used for pumping sewage and surface water. Both have a duty and standby pumps and associated control panels. At the flare compound there are electrical sockets and electrical panel which operates an air compressor. At site Number 3-Dundalk landfill there is one sump with a duty and standby pump plus associated control panel which pumps to the sewer. All sites will require one full electrical test during the duration of the contract and testing of RCBO’s every six months. Ropes and chains are tested every six months.
