The proposed Flood Relief Scheme (FRS) works include the construction of 1191m of flood defence walls and 5366m of embankments. The proposed Mountmellick FRS works are in County Laois in Mountmellick town. The works are proposed along watercourses including the River Owenass, Rover Pound, Clontygar Stream and Carroon Stream, which can be accessed from the national road N80 and regional road R422, and in the surrounding areas. The NIAH dataset revealed three Sites and Monuments (SMR) features located at 75m (graveyard), 95m (Church) and 170m (Historic town) from the proposed FRS structures. Works will occur on a mix of public and private land with landowners’ permission. Access to this land is predominantly available from landowners. The Mountmellick FRS is a proposed Flood Relief scheme covering Mountmellick town to address and mitigate flood risk from the nearby rivers and streams. The purpose of the site investigation work outlined in this Contract is to establish the following; • To reduce the risk of unforeseen ground conditions that could negatively impact the design of the scheme. This will be achieved by undertaking a sequence of exploratory holes using a variety of SI techniques (including boreholes, trial pits, slit trenches, dynamic probing, window sampling, peat probing and soil infiltration testing). • To acquire ground and groundwater information in areas not covered by historical ground investigations and other published sources. •To provide an initial assessment of the hydrogeological and geo-environmental characteristics along the proposed route. •To install instrumentation necessary to capture the long-term behaviour and seasonal variations experienced at key areas across the site. •To ascertain locations of underground workings (if any).

The Shannon Upper and Lower River Basin (‘Shannon’) CFRAM Study Area included Nenagh as an Area for Further Assessment (AFA) and identified that a flood relief scheme for the community would be appropriate to be further developed for implementation. To advance and implement a flood relief scheme for Nenagh, Tipperary County Council, supported by a Steering Group, intends to commission a Contract to develop and assist with the implementation of the Scheme. This Contract will be procured using one Consulting firm (hereafter referred to as “the Consultant”) to progress both the Engineering and Environmental elements of the Tender Specification. Project Objectives - The objective of this project is the identification, design and submission for planning consent of a Flood Relief Scheme, that is technically, socially, environmentally and economically acceptable, to alleviate the risk of flooding in the community of Nenagh to a determined Standard of Protection, to complete the detailed design, and to procure, manage and oversee the construction of that Scheme. JuliBACKGROUND: -- The purpose of this Prior Information Notice (PIN) is to inform prospective candidates of the potential opportunity relating to The Land Development Agency (LDA), for the Site Investigations Framework. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to €8.75 billion to facilitate large scale delivery of housing. Our core objectives are to: • Coordinate appropriate State lands throughout the country for regeneration and development, opening up key sites for housing delivery. • Driving strategic land assembly, working with both public and private sector land owners; • Contributing towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation DESCRIPTION OF THE FRAMEWORK: -- The framework is intended to cover site investigations works related to Geotechnical and Geoenvironmental specialties. The framework will be utilised to engage contractors to undertake intrusive site investigation works specified by the project engineer. Examples of the intrusive investigations include; • Trial Pits to 3m • Boreholes to 15m • Rotary Cores to 20m • Geotechnical Lab tests • Geoenvironmental Lab Tests The framework will be utilised for LDA Projects throughout Ireland. The sites will vary in size and complexity. Projects will be focused on residential use, with a variety of high-density developments and low-density developments. The development sites may be Greenfields or brownfields sites. The framework members will be expected to undertake the intrusive site investigations works on site and produce the accompanying reporting. They will be expected to have suitably qualified and experienced resources in Geotechnical and Environmental disciplines. Examples of the required reporting include; • Geotechnical o Factual Ground Investigation Report o Interpretative Ground Investigation Report • Geoenvironmental o Waste Classification Report o Geoenvironmental Soil Classification Drawings o GQRA It is anticipated that the framework will have a duration of four (4) years with an estimated value of four (4) million euros total. This figure is indicative only, as there is no guaranteed expenditure under the Framework Agreement. JuliChurchtown Landfill Site occupies an area footprint of approximately 9.7 hectares and it is located within the townland of Churchtown, near Lifford, Co. Donegal. The scope of the works required under this ground investigation will include the following: •One (1) rotary groundwater borehole to a maximum depth of 15m bgl, •Four (4) rotary leachate monitoring wells in waste to a target depth of 5-10m bgl. •Two (2) shallow groundwater wells along southern boundary between the waste body and the River Finn (drilled using a window sampling terrier drill rig)by hand-held window sampling techniques) to a target depth of 5 - 10m bgl, •Installation of groundwater/leachate monitoring standpipes in all boreholes;rotary borehole •Decommission one (1) borehole GW1. •Monitoring standpipes are to be developed a minimum of 5 times the well volume and until the fines are removed. •Purge all wells and undertake permeability testing within each well to assess well functionality; •In-situ testing (Hydraulic conductivity testing) in all completed groundwater monitoring wells; •Establish ground level and location of exploratory holes
