Churchtown Landfill Site occupies an area footprint of approximately 9.7 hectares and it is located within the townland of Churchtown, near Lifford, Co. Donegal. The scope of the works required under this ground investigation will include the following: •One (1) rotary groundwater borehole to a maximum depth of 15m bgl, •Four (4) rotary leachate monitoring wells in waste to a target depth of 5-10m bgl. •Two (2) shallow groundwater wells along southern boundary between the waste body and the River Finn (drilled using a window sampling terrier drill rig)by hand-held window sampling techniques) to a target depth of 5 - 10m bgl, •Installation of groundwater/leachate monitoring standpipes in all boreholes;rotary borehole •Decommission one (1) borehole GW1. •Monitoring standpipes are to be developed a minimum of 5 times the well volume and until the fines are removed. •Purge all wells and undertake permeability testing within each well to assess well functionality; •In-situ testing (Hydraulic conductivity testing) in all completed groundwater monitoring wells; •Establish ground level and location of exploratory holes

9Multi-Operator Framework Agreement for the provision of Site Investigation Services

JuliBACKGROUND: -- The purpose of this Prior Information Notice (PIN) is to inform prospective candidates of the potential opportunity relating to The Land Development Agency (LDA), for the Site Investigations Framework. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to €8.75 billion to facilitate large scale delivery of housing. Our core objectives are to: • Coordinate appropriate State lands throughout the country for regeneration and development, opening up key sites for housing delivery. • Driving strategic land assembly, working with both public and private sector land owners; • Contributing towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation DESCRIPTION OF THE FRAMEWORK: -- The framework is intended to cover site investigations works related to Geotechnical and Geoenvironmental specialties. The framework will be utilised to engage contractors to undertake intrusive site investigation works specified by the project engineer. Examples of the intrusive investigations include; • Trial Pits to 3m • Boreholes to 15m • Rotary Cores to 20m • Geotechnical Lab tests • Geoenvironmental Lab Tests The framework will be utilised for LDA Projects throughout Ireland. The sites will vary in size and complexity. Projects will be focused on residential use, with a variety of high-density developments and low-density developments. The development sites may be Greenfields or brownfields sites. The framework members will be expected to undertake the intrusive site investigations works on site and produce the accompanying reporting. They will be expected to have suitably qualified and experienced resources in Geotechnical and Environmental disciplines. Examples of the required reporting include; • Geotechnical o Factual Ground Investigation Report o Interpretative Ground Investigation Report • Geoenvironmental o Waste Classification Report o Geoenvironmental Soil Classification Drawings o GQRA It is anticipated that the framework will have a duration of four (4) years with an estimated value of four (4) million euros total. This figure is indicative only, as there is no guaranteed expenditure under the Framework Agreement. DESCRIPTION OF THE PROCUREMENT: -- The framework is intended to be established through a one-stage Open Procedure in accordance with Directive 2014/24/EU, with up to six economic operators appointed. Louth County Council_381DundalkLouth County Council has three closed landfills which are under licence by the EPA. At site Number 1-Whiteriver landfill, there are seven side slope risers each with a leachate submersible pump and level sensor. The depth of these pumps varies from between 30 and 80 metres. The Council as part of licence conditions are required to maintain a level below 1 metre in depth in each side slope riser sump. The lagoon level is required to be below 1.90 metres. All side slope risers and lagoons are linked by level sensors, programmable logic controllers and underground wiring to a scada system. The site is supplied by single and three phase supply. At this site there are several buildings including a weighbridge, internal and external WC, office, store, canteen, engine compound WC, engine compound switch room and engine compound store/office. Each building has lighting circuits and power outlet sockets (note no power outlet sockets in WC’s). In addition, there are several external lighting circuits, hot water boilers, fixed heaters and groundwater pumps. There are seven external control panels associated with the side slope risers and a number of external control panels associated with the aeration unit, surface water lagoon, generator switch over point, electrical kiosks. There are also several internal control panels in the office, weighbridge and engine compound rooms. At site Number 2- Drogheda landfill, there are two sumps used for pumping sewage and surface water. Both have a duty and standby pumps and associated control panels. At the flare compound there are electrical sockets and electrical panel which operates an air compressor. At site Number 3-Dundalk landfill there is one sump with a duty and standby pump plus associated control panel which pumps to the sewer. All sites will require one full electrical test during the duration of the contract and testing of RCBO’s every six months. Ropes and chains are tested every six months. The contract may require the isolation of pumps and the lifting of pumps at Drogheda and Dundalk every six months to facilitate testing and may require chain replacement.Procurement of a beltedozer for Mjelstad landfill site.
