The WFP Nutrition, School Meals and Social Protection Unit seeks to procure specialized technical assistance services for large-scale food fortification (LSFF) programmes in the Latin America and Caribbean (LAC) region. The services will support government food control authorities in strengthening regulatory monitoring systems and LSFF evaluation frameworks to ensure that fortified foods comply with mandatory fortification standards and effectively contribute to reducing micronutrient deficiencies among vulnerable population groups. This technical assistance will contribute to the WFP-LACRO project aimed at strengthening the enforcement and evaluation systems of large-scale food fortification programmes in Latin America and the Caribbean and to generate evidence on LSFF effectiveness in LAC. The technical assistance services will support the WFP-LACRO projects aimed at strengthening enforcement and evaluation systems for Large-Scale Food Fortification (LSFF) programs in Latin America and the Caribbean and to support developing culturally acceptable specialized nutritious foods that will help close nutrient gaps among nutritionally vulnerable groups. Four work streams are presented in work lots. Aug.Since 1970, the Dutch entrepreneurial development bank FMO has supported job creation and income generation activities in order to improve people’s lives in the parts of the world where it can make the biggest difference. FMO’s role extends beyond financing, helping businesses to operate and grow in an environmentally and socially responsible manner. FMO contributes to the technical/institutional strengthening of its existing and prospective clients through the provision of Technical Assistance (TA). Since 2018, FMO is implementing a dedicated programme called NASIRA, to increase the financial inclusion of underserved groups, including women, youth and migrants. The Program achieves this through the provision of i) a risk sharing facility providing portfolio guarantees and ii) technical assistance. The Nasira+ Programme builds on the original Nasira initiative by expanding its geographic reach and sector coverage, while continuing to improve access to finance for underserved MSMEs. The objective of the Nasira+ Technical Assistance Facility (TAF), funded by the European Commission, is to enhance both financial institution (FI) capacity and development impact. This assignment concerns the establishment of a framework service contract for the Nasira+ TAF, under which selected Contractors will deliver tailored TA projects. Individual TA projects will be awarded through targeted requests among the up to 3 selected Contractors, each with its own defined scope, deliverables, and budget, aligned with the needs of partner FIs and linked to the pipeline/portfolio under the Nasira+ Risk Sharing Facility (RSF) managed by FMO. TA projects are identified and developed by the Nasira+ TAF team, working closely with the Nasira+ RSF team and the client FIs to assess needs, design interventions, and oversee implementation. The scope of the assignment focuses on two main components: 1. Client support and organisational strengthening. This component aims to enhance the operational, technical, and strategic capacities of FIs to better serve underserved segments. Activities under this component include: -Financial risk management improvements, -Data management and digital transformation, -Non-financial risk management and institutional strengthening, -Product development and market positioning, 2. Nasira+ readiness and ecosystem strengthening This component aims to strengthen the enabling environment and institutional readiness required to scale inclusive financing and innovative financial instruments. Activities include: -Enhancing readiness of FIs, aimed at preparing FIs to take the Nasira + RSF, -Ecosystem strengthening and inclusion-focused initiatives. The geographic scope covers the European South Neighbourhood, East Neighbourhood & Turkey, Americas and Caribbean, Asia and Pacific, and Sub-Saharan Africa. Sectorial focus areas include energy and agriculture. The provision of services to specific TA projects may include remote or in-country delivery. The programme forms part of Germany"s contribution to strengthening the global health architecture and supports the effective and sustainable use of funds from global health financing mechanisms, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Many low- and middle-income countries remain dependent on international health financing to provide essential services. Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM), in selected partner countries. BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia. It promotes gender equality, human rights, and the inclusion of vulnerable and marginalised groups as cross-cutting priorities. In the upcoming phase (2026-2028), the programme provides technical and policy support in three core areas: - Health financing and governance: Strengthening institutional capacities for the integration of global, particularly HTM-related, financing into national health systems and governance structures. - Integration of services: Supporting partner countries in developing and implementing approaches for integrated, people-centred and equitable health services, with strong community engagement. - Local production: Enhancing organisational and institutional capacities for the local manufacturing of HTM-relevant health products in Africa to improve sustainability, supply security and regional self-reliance. The project is implemented with a focus on partner countries in Africa and Central Asia. With this tender, BACKUP Health calls for assistance in the swift formulation and/or management of technical assistance (TA) assignments in countries eligible to BACKUP Health support. Technical assistance assignments may cover activities such as - Advisory support on sustainable health financing and governance, including domestic resource mobilisation, public financial management, and alignment of Global Fund and other external resources with national systems, - Technical support for integrating HIV, TB and malaria (HTM) services into broader, people-centred health systems through cross-programmatic collaboration and strengthened service delivery, - Support for building local and regional capacities for health product manufacturing, regulation, and market development. Assignment process Requests for technical assistance can be expected on a rolling basis throughout the project duration (2026-2028). It cannot be specified in advance which partner countries will request support, how frequently such requests will be submitted, or which thematic areas will be prioritised. Aug.The Philippines is among the countries most vulnerable to the impacts of climate change, facing increasing risks from extreme heat, typhoons, flooding, sea-level rise, and other climate-related hazards. These hazards have significant implications for public health, including increased injuries and deaths, climate-sensitive diseases, food and water insecurity, and disruptions to essential health services. Strengthening the resilience of communities and health systems is therefore critical to protecting health and reducing climate-related vulnerabilities. Pursuant to Republic Act No. 9729 (Climate Change Act of 2009) and Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), the Department of Health (DOH) is advancing the development of a Health National Adaptation Plan (HNAP) to integrate climate change adaptation into health sector planning. A comprehensive Climate and Health Vulnerability and Adaptation (V&A) Assessment is needed to identify priority climate-sensitive health risks, vulnerable populations, geographic hotspots, and health system gaps. The assessment will provide the evidence base for targeted adaptation actions, investment planning, and the development of climate-resilient health systems at national and subnational levels. Services will be delivered through the mobilisation and management of predominantly short-term national and international experts as well as one senior international long-term advisor. Assignments will be agreed with GIZ under a defined mobilisation procedure and aligned with the programme"s annual operational planning. The scope of services is structured along the following indicative work packages aligned to the output structure of ISD II: WP1.1 - OWSO Service Innovations Provision of technical advisory services to assess, modernise and introduce innovations in One Window Service Office (OWSO) service delivery processes. WP4.1 - Peer-Learning Networks Technical and process advisory services to establish and institutionalise intra- and inter-provincial peer-learning networks among DMs. This includes design and facilitation of exchange formats, documentation of good practices, and development of scaling products. WP4.2 - Institutionalised Training and E-Learning Support to training institutions (e.g. National School of Local Administration - NASLA) to develop, pilot and institutionalise structured, needs-based training and e-learning formats aligned with lessons generated under ISD II. WP5.1 - Strategic and Legal Reform Advice (NP-2) Provision of technical advice to national partner institutions (e.g. NCDD-S, Ministry of Interior, Ministry of Economy and Finance) on selected implementation issues related to decentralization reform, including fiscal decentralization, non-tax revenues, and regulatory or policy adjustments. WP5.2 - Multi-Level Dialogue and Policy Uptake Technical and procedural support to structure and facilitate multi-level dialogue processes between subnational and national stakeholders. This includes systematisation of evidence from implementation, development of policy briefs and proposals, and documentation of follow-up actions. WP0 - Project Implementation Support (Cross-Cutting) Provision of cross-cutting support services to ensure effective implementation of ISD II. This includes i) Support to the operationalisation of monitoring and evaluation systems; ii) Facilitation and moderation of workshops and coordination meetings; iii) Organisational development and team support measures; iv) Quality assurance and support to results-based reporting; v) Flexible and timely mobilisation and management of short-term experts. The list of work packages is indicative and may be adjusted in line with programme needs. The contractor shall ensure: - High-quality expert selection and management; - High degree of flexibility and adaptability - Integration of cross-cutting principles (gender equality, Leave No One Behind, climate sensitivity, digitalisation, conflict sensitivity); - Effective coordination with GIZ and partner institutions; - Results-based monitoring and reporting in line with contractual requirements.
