Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornShort Project Description: Nigerian Energy Support Programme (NESP) NESP is currently in its third phase (June 2023 - May 2027) and still funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined Contributions (NDC) and the National Policy on Climate Change, have been updated to show a higher level of ambition. Despite reforms in the past decade, Nigeria"s energy sector still faces significant challenges. On-grid generation is limited by weak transmission infrastructure, while the distribution side suffers from DisCos" liquidity crises and high technical and commercial losses. Electricity demand is estimated at 30,000 MW, compared to an average peak generation of 5,000 MW. To address these gaps, the Nigerian government passed the Electricity Act, 2023, repealing the Electric Power Sector Reforms Act, 2005. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. Support 5 states on their respective State Electiricty Market through the development of policies, laws, or instruments to advance RE investment. Tasks of the contractor: Work package 1: Premium Grids (On-grid) This work package aims to support DisCos in identifying and mapping suitable sites for premium grids which include the use of NESP developed data-based tools as well as selecting and cooperating with RE developers for their implementation. The following activities are planned under this work package: 1. Development of pre-feasibility studies and support with tenders for premium grid projects 2. Technical assessment and analysis of identified premium grid projects. 3. Legal and transactional support for premium grid projects 4. Technical supervision and advisory services on project execution in the field. Work Package 2: Framework and Policy Development Support This work package aims to provide support for adaptive, flexible, demand-driven policy and regulatory framework development for selected subsectors covered by the ETP, with regards to EE and RE. The following activities are planned under this work package: 1. Technical support to NERC, State governments, NEMSA on the development of regulatory and investment framework to support RE and grid connected RE projects in Nigeria 2. Inception Report: The first deliverable will be an inception report that outlines the methodology and planning for the surveys. This report is aimed at establishing a clear framework for survey approaches, data collection, analysis as well as Midline and Endline report structure. Work on this report is set to commence in August 2026, ensuring adequate preparation and planning for the subsequent phases of the project. Regarding the qualitative data collection approach, the contracts should specify a qualitative method applicable to the indicators. The proposed methods may include Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and direct observation during site visits - are deployed in sequence across the three phases of data collection. Data is analysed thematically and triangulated with quantitative findings before results are finalised Moreover, the contractor will establish a comprehensive, verified, and evidence-based data collection that accurately measures employment, local value addition, export market performance, sustainability certification, MSME processing capacity and IAF service improvement across all targeted indicators. 2. Midline Assessment Report: The second deliverable will be a comprehensive mid-term assessment report, which will evaluate the progress and indicators achievement of the project to date. This report is expected to be finalized and submitted in the fourth quarter of 2026. It will include detailed findings, insights, and recommendations that will guide any necessary adjustments to the project's approach. 3. Endline Assessment Report: The final work package involves delivering a project end-term assessment report, expected in the fourth quarter of 2028. This report will conduct an in-depth analysis of the indicators" achievement, impact and effectiveness of the EU-German CAPSAFE intervention throughout the entire execution period. Aug.The finality of the study is to appraise the market value, relevance, and effectiveness of IFI financial products paid via EFSD/EFSD+ contracts, and their impact compared to a no-EU intervention scenario. The main differences between this study and traditional FwC studies consists in: 1) Collecting evidence of the legal and financial impact that EFSD/EFSD+ contracts have on IFIs’ contracts with their clients and partner financial intermediaries (rather than collecting opinions that people with a direct stake in these contracts have of such impact); 2) Reliance on independently collected technical financial data, to be further elaborated via inferential statistics (rather than reliance on anecdotal surveys / interviews); 3) Assessing these contracts by benchmarking the financial products on which they are based against similar financial products — debt, guarantee and equity products — financed or managed by other governmental, no-profit or for-profit private market players (rather than benchmarking against financial products contained in other EU contracts, or no benchmarking at all); 4) Contracting consultants normally dealing with the banking and non-banking financial sectors (rather than consultants normally dealing with the Official Development Assistance — ODA — sector). This would mark a clean departure from EC studies that have traditionally focused on contract analysis by way of desk reviews (with an implicit comparison to other EU contracts and FwC studies on these EU contracts) and interviews / surveys among directly interested parties (including staff of the Contracting Authority; staff of IFIs / PFIs or other EU-contracted Parties and; Direct/Indirect Beneficiaries). Given the originality of the study (of a technical and comparative nature, with substantial inputs expected from the contracted party already in the study design phase); the type of expertise required (statistical tools applied to finance and microeconomics) and; the expected costs (likely EUR 700 K), the best option to contract such study would be through the “competitive dialogue” procedure regulated by Art. 2.6.7 PRAG. “In the case of particularly complex contracts, where the contracting authority considers that neither direct use of the open procedure nor the arrangements governing the restricted procedure will result in the best value for money, it may use the competitive dialogue. A contract is considered to be ‘particularly complex’ if the contracting authority is objectively unable either to specify the technical means of satisfying its needs or objectives or to specify the legal or financial makeup of the project”.
