Background and purpose Troms County (hereafter called the Contracting Authority) wants to secure an avalanche-prone point on county road 87 at Olsrud in Balsfjord municipality through the establishment of an avalanche warning system. This procurement is for the delivery of the actual avalanche detection system, based on radar technology. The SRO installations will be announced as a separate procurement. The Contracting Authority hereby invites tenderers to a tender offer on the delivery of avalanche monitoring for Flakstad along county road 87 in Balsfjord municipality. The monitoring system shall be able to detect avalanches and contribute to the warning and closure of the road by avalanche from Blåbærtinden, at the avalanche point Olsrud (see figure 1). The aim of the procurement is to reduce the risk of personal and material damage as a result of avalanches on roads.

ERP system for Troms County.
Background and purpose Troms County (hereafter called the contracting authority) is responsible for central social assignments within, among other things, regional development, sixth form college education, county roads and public transport, including school transport, public dental health service, cultural memorial protection and county library, outdoor life, distribution of betting funds and support for businesses. The contracting authority is working to make the entire region an attractive and good place to live, work and live, as well as a pleasant and exciting tourist destination. Increased value creation and sustainable development are key aims for the business. In order to support these objectives, the contracting authority needs a modern, uniform and future-oriented ERP system. The aim of the procurement is to enter into a new contract for an ERP system, with calculated start-up from approx. November 2026. The implementation shall be implemented from contract signing until April 2028. The new ERP system shall contribute to continued good control and control through access to real time data and overall management information. County road 49 Fossenbratte tunnel - upgrading of tunnels
The Fossenbratte tunnel shall be upgraded in accordance with the County Road Tunnel Safety Regulations. The tunnel is located on county road 49 in Samnanger municipality, between Eikedalen and Bjørkheim. The tunnel has a length of 665 metres and one annual daily traffic (ÅDT) of 2831 vehicles (2023), of which 15% are heavy transport. It is classified in tunnel class B, signposted height 4.2 metres. The speed limit in the tunnel is 80 km/h. It has approx. 6% falls in the direction of Bjørkheim. The tunnel was opened to traffic in 1976. The upgrading mainly includes replacing and modernising electrical and technical control installations, the establishment of a new technical building in the open air, a new drainage and surface water system, as well as new railings both in the tunnel and in the open air zone. The completed upgraded tunnel shall have a lane width of 3.10 metres and the sign height of 4.2 metres, as well as the shoulder against the guide edge shall be 0.5 metres. Procurement of geotechnical drilling rigs.
The contracting authority needs one soil drilling rig on track. The objective of the procurement is to carry out geotechnical ground surveys for new construction and maintenance of roads. The assignment involves delivery and training and use of the test drilling rig. A service contract will be kept out of this procurement as a separate. Procurement of process management
The aim of the procurement is to enter into a framework agreement with an experienced consultant or consultant in process management who, on behalf of and in close cooperation with the contracting authority (NGU), shall manage and facilitate the clarification phase in project development up until the completion of an OFP report (start-up preliminary project report). The process manager shall be a clear, structured and determined facilitator that ensures progress, involvement and anchoring at the contracting authority. Student PCs (competition documents for consultation)
Innlandet county shall establish a new framework agreement for the delivery of student PCs to the sixth form college in Innlandet county. The objective of the framework agreement is to ensure Innlandet county a comprehensive, future orientated and cost efficient system for the procurement, delivery and management of pupil PCs for sixth form education. The contracting authority shall enter into a parallel framework agreement with three tenderers. The tenderer who is ranked as no. 1 based on the competition for the framework agreement, shall deliver student PCs in 2027. Procurement of a cloud based system for overall performance management.
Evenes municipality intends to procure a new cloud based system for general municipal entity management, budgeting, financial planning and reporting. The municipality intends to sign a contract with Framsikt AS (organisation number 913187512) after 10 working days. Evenes municipality needs a system that shall be integrated with the ERP system Visma Enterprise. The system shall be used within the following main areas: analysis, preparation of the financial plan, budgeting, reporting and political interaction. The system shall facilitate simple production of an easy-to-use and informative action programme, budget and financial plan, as well as other ongoing reports. The most relevant modules are for analysis, economy plan, annual budget, reporting and politician module. Evenes municipality has examined the extent of any alternative software available on the market. This has happened through searches on the internet and collecting information about procurements of an equivalent system in other municipalities. Evenes municipality cannot see that there are any alternative applications in the market than Framsikt AS ́s system, which covers the total need for comprehensive management governance application system at the municipality, in Norwegian, in one combined standard ERP system. The procurement is outside the scope of the procurement regulations, as Framsikt AS is the only tenderer in the market for such a system as far as we have been able to uncover. Tenderers can deliver a comprehensive system for economy planning including reporting and publication of the work. The system includes modules for analysis, assessment, plans, investment, financial plan, annual budget, comprehensive management governance and reporting, personnel reporting, corporate governance and politician module. Evenes municipality has not seen other systems that can cover the need for general governance management in the same way as the system from Framsikt AS. The procurement will be seen as fulfilment of the Public Procurement Regulations (FOA) § 13-4 letter b no. 2 and no. 3: A contracting authority can hold a procurement without a competition if the procurement concerns "services that only a specific supplier can deliver" because "competition is impossible for technical reasons", cf. point 2, or "the tenderer has the sole right, including immaterial rights", cf. point 3. - Vestland fylkeskommuneLEIKANGERFrist: 08. Invitation to market dialogue county road 552 Hatvikvegen
Vestland County would like to invite tenderers to a market conference with relevant actors for the project county road 552 Hatvikvegen. Lot: Hegglandsdalvegen-Bjåneskrysset in Bjørnafjorden Municipality. The market conference shall be held in order to get tenderers feedback on. the competition/project before the preparation of the competition documents. The market conference will consist of an open dialogue conference, as well as one-to-one meetings. The aim of the market conference is to get feedback from contractors on how best can complete the project as regards finances, progress and quality.
