Background and purpose Troms County (hereafter called the contracting authority) is responsible for central social assignments within, among other things, regional development, sixth form college education, county roads and public transport, including school transport, public dental health service, cultural memorial protection and county library, outdoor life, distribution of betting funds and support for businesses. The contracting authority is working to make the entire region an attractive and good place to live, work and live, as well as a pleasant and exciting tourist destination. Increased value creation and sustainable development are key aims for the business. In order to support these objectives, the contracting authority needs a modern, uniform and future-oriented ERP system. The aim of the procurement is to enter into a new contract for an ERP system, with calculated start-up from approx. November 2026. The implementation shall be implemented from contract signing until April 2028. The new ERP system shall contribute to continued good control and control through access to real time data and overall management information. Furthermore, the system shall facilitate increased efficiency through automation and standardisation of finance, HR and procurement processes, as well as higher quality in the data basis and well integrated processes that reduce errors and manual routines. The procurement shall also support the following sub-aims: Automation and streamlining processes to free up time for value-creating work A future orientated and comprehensive technical architecture that utilises information and functionality across systems. High quality and increased standardisation that supports digitalisation, competence development and sustainable resource management. The licence shall also be able to be used by all associated works, which shall be communicated for a quarter time leading the accounts for – to the church church joint council/parish, municipal supervisory board (KF), municipal co-operation (KO) and intermunicipal company (IKS). participants in the procurement: Fitjar, Bømlo and Stord municipalities. The value of the procurement is estimated to be above the EEA threshold. The volume is an estimate and is not binding for the contracting authority. The contracting authority reserves the right to make minor, not significant changes to this basis before tenderers are invited to submit a tender. The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage and political approval. This procurement is considered to have an immaterial impact on climate and the environment, cf. the Regulations §7-9, fifth paragraph. The justification for this is that the procurement concerns the procurement of digital services where the nature of the procurement means that the contracting authority has been cut off from affecting climate and environment, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor. The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act §7, and concluded that apprentices are not required in this procurement as this is considered disproportionate. This is an ERP delivery where large parts of the contract are connected to costs and the hire of shooting debris from external parties. JuliBackground and purpose Troms County (hereafter called the Contracting Authority) wants to secure an avalanche-prone point on county road 87 at Olsrud in Balsfjord municipality through the establishment of an avalanche warning system. This procurement is for the delivery of the actual avalanche detection system, based on radar technology. The SRO installations will be announced as a separate procurement. The Contracting Authority hereby invites tenderers to a tender offer on the delivery of avalanche monitoring for Flakstad along county road 87 in Balsfjord municipality. The monitoring system shall be able to detect avalanches and contribute to the warning and closure of the road by avalanche from Blåbærtinden, at the avalanche point Olsrud (see figure 1).
