The proposed development consists of the repair, refurbishment and fabric upgrade to the existing 1930's protected structure and the construction of a new three storey building to its south. The works will require the demolition and removal of the 1970's structure, which currently adjoins the protected structure to the south east. The protected structure originally served as the county library and is to be preserved due to its social and historical significance. The protected structure will be repurposed for staff accommodation and has an area of 290m2. The proposed three storey building to be constructed will adjoin the protected structure and serve as the new town library. This new library building will provide approx 2000m2 of space encompassing a predominantly open plan layout, with areas reserved for a children's library, teen's library, adult library, community spaces and multifunction spaces. The scope of the service consists of receiving and final processing services. The scope of the delivery will be approx. 400 tonnes per annum. Normally the waste is burned at the Contracting Authority at the incineration plant in Rådalen. During two annual audits, from April/May and August/September respectively, it is necessary to have access to another delivery channel. The scope of the delivery therefore includes volume that cannot be processed or stored itself during ongoing audits at the incineration plant. As an exception, there may be a need to use the service beyond the audit periods, but then in close dialogue between the contracting authority and the contracting authority.
