Aug.The objective of this framework contract is to continue the operation of the CEMS "Hydrological and Meteorological Data Collection Centers" (METEO and HYDRO) in support to the flood early warning and monitoring component of the Copernicus Emergency Management Service (CEMS) which continues as full operational service as defined in article 51(1.b)) of the regulation (EU) 2021/696 of the Union Space Program. Meteorological and hydrological observations constitute a key input for the European and Global Flood Awareness Systems (EFAS and GloFAS) of the Copernicus Emergency Management Service (CEMS). The role of METEO and HYDRO is to collect meteorological (Europe only) and hydrological in-situ observations in near real time (METEO only) as well as for historic periods, quality control and post-process the collected observations, manage and expand the data provider networks and further enhance the data collection. CEMS implementation is an interservice arrangement between DG JRC, DG DEFIS and DG ECHO (Ares (2021) 2234141). JRC is in charge of preparing and implements the CEMS work programs, manages dedicated budgets and supervises the implementation of service tasks.Analysis of the increase in appeals across disciplines at the government manager.
Digitaliserings- og forvaltningsdepartementet (DFD)OSLOSeveral government managers have reported a lack of consistency between resources and assignments in several areas over time. Important commonalities in this development are a significant increase in the number of appeals in several disciplines. Statutory assignments such as handling appeals will be at the cost of prevention and development. Processing appeals is important legal security assignments at the government manager. Increased entrance of appeals also leads to increased processing times in several offices, which in themselves pose a risk to legal security. In addition, the large increase means that the government manager must re-prioritise the use of resources for appeals, which is at the cost of preventive work such as supervision and guidance, and the role of competence centre and supporter for the municipalities. The assignment in this procurement is aimed at mapping the reasons for the increase within the different disciplines and identifying measures for handling the appeals procedure: The assignment ́s part 1 is to map the reasons for the increase in appeals. There is a need for structured knowledge on developments in order to implement hit-proof measures. The assignment ́s part 2 is to uncover measures to deal with the development of appeals. The project shall review, assess and propose measures that can contribute to the establishment of a scope of action to handle the development of cases. The tenderer shall submit two separate final reports in accordance with the assignment description for both parts 1 and 2. The assignment will run until 31.05.2027. The estimated value of the procurement is up to NOK 3,000,000 excluding VAT. The contract will deliver to ECMWF, as part of WP1, upper atmospheric historical and modern datasets, both in situ and satellitebased. The testing and improving of the representation of the IFS upper atmosphere will be performed both for temperature (WP2, WP4) and also for water vapour (WP3 and WP5) using the recent IFS cycle 50R1 that includes among its additions the capability of ingesting L2 limb H2O profiles. The clusters have been asked to self-identify areas in which they wish to collaborate and identify possible solutions to some of the challenges they face.
