Several government managers have reported a lack of consistency between resources and assignments in several areas over time. Important commonalities in this development are a significant increase in the number of appeals in several disciplines. Statutory assignments such as handling appeals will be at the cost of prevention and development. Processing appeals is important legal security assignments at the government manager. Increased entrance of appeals also leads to increased processing times in several offices, which in themselves pose a risk to legal security. In addition, the large increase means that the government manager must re-prioritise the use of resources for appeals, which is at the cost of preventive work such as supervision and guidance, and the role of competence centre and supporter for the municipalities. The assignment in this procurement is aimed at mapping the reasons for the increase within the different disciplines and identifying measures for handling the appeals procedure: The assignment ́s part 1 is to map the reasons for the increase in appeals. There is a need for structured knowledge on developments in order to implement hit-proof measures. The assignment ́s part 2 is to uncover measures to deal with the development of appeals. The project shall review, assess and propose measures that can contribute to the establishment of a scope of action to handle the development of cases. The tenderer shall submit two separate final reports in accordance with the assignment description for both parts 1 and 2. The assignment will run until 31.05.2027. The estimated value of the procurement is up to NOK 3,000,000 excluding VAT. See annex 1 of the contract for further details on the delivery.

Sept.Oslo municipality c/o Oslobygg KF, hereafter called the contracting authority, invites tenderers to a negotiated procedure for the procurement of a Project Director with the management staff to manage the execution of the Mortensrud project. The Mortensrud project is a complex multi-purpose project with development in one combined area divided in three fields - fields 10, 11 and 12. The plan area is just under 200 acres and comprises approx. 60,000 m2 gross. Field 10 includes a new nursing home, sheltered accommodation flats, library, leisure club and volunteering, communal garden and town park. Field 11 consists of a new Mortensrud primary school with a cultural school and multi-purpose hall with accompanying outdoor areas and a school park. Field 12 consists of a sports park with an athletics hall, football pitches and a cricket pitch, as well as development of a forestry park etc. To ensure that the project is rigged for start-up in accordance with this plan, Oslobygg is now preparing the establishment of a robust implementation organisation and ownership management. The Mortensrud project is to be considered a mega-project, with a significant scope, high complexity, many interested parties and great social significance. This entails special requirements for capacity and competence in management and execution. A project director is therefore requested with the management staff (resources within finance and risk management, progress management, contract management and other relevant resources in project management) that shall lead the execution of the Mortensrud project, with the support of Oslobygg's resources in the existing project organisation and resources from other departments in Oslobygg.
