Background The United Nations maintains a global operational footprint spanning Peacekeeping Missions, Special Political Missions, Offices Away from Headquarters, and Economic Commissions across all regions of the world. Its personnel operate in diverse environments, including headquarters locations, regional offices, field missions, and remote duty stations. To support digital transformation, software development, and operational innovation, the United Nations seeks to explore the adoption of Artificial Intelligence (AI) Coding Agent solutions. AI Coding Agents are software development assistants capable of supporting the full software development lifecycle through natural language interaction. These solutions can assist personnel in software engineering, scripting, automation, testing, debugging, documentation generation, code review, and application modernization activities. The participating vendors should be familiar with the work of the United Nations, and have the capability to offer the AI model inference services wherever United Nations has a presence. Sept.DESCRIPTION OF THE PROCUREMENT AND MARKET DIALOGUE The subject of the planned procurement is the acquisition of expert services for the establishment, development and operation of a centralized AI and Data Factory service (hereinafter the “AI & Data Factory”). The AI and Data Factory will support the Contracting Entity in developing, deploying, maintaining and continuously improving data, artificial intelligence, machine learning and analytics solutions and capabilities throughout their lifecycle. The AI and Data Factory service may include, but is not limited to, the following services: Decision Intelligence and Data Platform services Design, development, testing, deployment and continuous lifecycle management of Decision Intelligence solutions, including business intelligence, data science, machine learning, deep learning, generative AI and agentic AI, as well as related data platform capabilities. The services may include, for example: - design and implementation of data, business intelligence, advanced analytics, machine-learning and AI solutions; - continuous development, maintenance, monitoring and lifecycle management of Decision Intelligence solutions; - continuous validation and quality assurance, including model behaviour, outputs, end-result quality, data quality and data usage; - development, deployment and operation of AI and AI agent governance practices; - development, operation and continuous improvement of data platforms; and - other AI-, data-, analytics- and technology-related expert and consulting services supporting the objectives of the procurement. Data Governance and Management services Data governance and data management services may be provided as part of projects, continuous development activities and ongoing data management operations. The services may include, for example: - external data sourcing, data content development, data validation and data migration; - continuous data quality monitoring and improvement; and - development, implementation and follow-up of master data management processes for agreed data domains. The services are expected to be delivered in close collaboration with the Contracting Entity’s internal experts and other suppliers. The preliminary allocation of responsibilities between the Contracting Entity and the Supplier or Suppliers will be further specified based on the procurement preparation and market dialogue. The Contracting Entity intends to select 3 - 5 or more Suppliers. The final procurement and service delivery model, including the number of Suppliers and the allocation of responsibilities, will be determined during the preparation of the procurement. OBJECTIVES OF THE MARKET DIALOGUE The Contracting Authority seeks market input on the planned scope of the procurement, service model, preliminary service descriptions, procurement structure, competence requirements, commercial models and other elements relevant to the successful establishment and operation of the AI Factory. Suppliers are encouraged not only to comment on the Contracting Authority's preliminary proposals, but also to challenge the proposed approaches and suggest alternative, innovative or more effective solutions and operating models based on their experience, market practices and emerging AI capabilities. The Contracting Authority particularly welcomes ideas that may improve the scope, structure, flexibility, scalability, commercial model or long-term effectiveness of the procurement. Sept.The United Nations Office at Nairobi (UNON), on behalf of the Climate Technology Centre and Network (CTCN) of the United Nations Environment Programme (UNEP), invites qualified and interested firms to submit an Expression of Interest (EOI) to participate in an upcoming solicitation for the provision of technical assistance for Enhancing Weather and Climate Data Management Innovation in Tajikistan through AI and Observation-Based High-Resolution Data Management Platform. United Nations Environment Programme (UNEP), on behalf of CTCN, seeks to engage a qualified consulting firm to provide the technical assistance requested and endorsed by the National Designated Entity (NDE) of Tajikistan. The objective of this assignment is to enhance Tajikistan’s climate resilience by developing and piloting an AI-enabled climate data management and quality control system that integrates ground-based and satellite observations, and by strengthening institutional capacity to generate and use reliable climate information for climate-informed decision-making. Tajikistan is highly vulnerable to climate change due to its dependence on glacier-fed hydrological systems. The country has already lost approximately 30% of its glacier area since 1930, with projections indicating further losses of 15–20% by 2050. Rising temperatures, increasing frequency of extreme weather events, and water stress are intensifying risks across the water–energy–food nexus. Water-related hazards account for over 70% of natural disasters and cause economic losses of up to 1.4% of GDP annually. Despite these risks, Tajikistan lacks high-resolution, real-time climate data necessary for effective water resource management, disaster risk reduction, and climate adaptation. Current hydrometeorological systems rely heavily on sparse ground observations with limited integration of satellite-based data and advanced analytics. Institutional and technical constraints further limit the capacity of the national hydrometeorological agency to deliver accurate forecasts and actionable climate information. As a result, critical decision-making processes such as reservoir management, irrigation planning, flood forecasting, and early warning systems are constrained by incomplete and unreliable data, reducing the effectiveness of climate risk management for government institutions and vulnerable communities exposed to glacier-related and hydrological hazards. Expected Outputs include: 1. Project Management (Mandatory Output). 2. Inception, National Climate Data Management and AI Integration Framework Developed. 3. AI-Based Climate Data Quality Control Pilot Implemented. 4. Capacity Building and Institutional Strengthening Delivered. 5. These services are delivered to intergovernmental and expert bodies at United Nations Headquarters and at the United Nations Offices in Geneva, Vienna and Nairobi, as well as to conferences held elsewhere under United Nations auspices. DGACM also serves as the Secretariat‑wide coordinator for multilingualism, ensuring a coherent and consistent approach to this core United Nations value. As part of its ongoing efforts to leverage the latest technology in multilingual documentation services, DGACM intends to procure: (1) Machine translation model APIs for integration into its internal computer assisted translation (CAT) system “eLUNa”, which is cloud-hosted on Microsoft Azure and Amazon Web Services and used by DGACM as well as other specialized agencies in the United Nations system (eLUNa processes approximately 300 million words per year and serves around 1,500 users across participating entities); (2) Machine translation quality evaluation APIs to automatically assess the quality of machine translation outputs; (3) Speech-to-text model APIs to convert the audio recordings of meetings into text (the total duration of meetings to be transcribed is approximately 3,000 hours per year); (4) Voice-to-voice model APIs for real-time multilingual meetings (the total duration of relevant meetings is approximately 18,000 hours per year); and (5) Pre-editing/pre-formatting APIs to automatically pre-edit/pre-format English files in accordance with predefined editorial rules and styles. The objectives of the five components of this procurement exercise are as follows: (1) The machine translation APIs must support CAT‑oriented workflows and deliver accurate, fluent and high‑quality output for translation in the six official languages of the United Nations (Arabic, Chinese, English, French, Russian and Spanish) and German.
