Country: Ukraine Description of the Assignment: The assignment supports the assessment of the feasibility of establishing a nationally-owned MPI for Ukraine and the development of a roadmap for its institutionalization. The consultant will assess data readiness, methodological options, policy applications, and institutional arrangements for a national MPI and support stakeholder consultations required for its development. Type of position: NationalDuty Station: Home-based, Ukraine. Travel is not envisaged. Period of assignment/services (if applicable): up to 60 working days from contract signature Main objectives of the assignment: The overall objective of the assignment is to support the preparation of the Financing Plan component of the Directive Specific Implementation Plan (DSIP) for Directive (EU) 2019/904 on the reduction of the impact of certain plastic products on the environment by undertaking the financial and economic assessments, calculations and analyses required under the DSIP development process.The assignment will contribute to the preparation of the Financing Plan and related sections of the DSIP through the provision of robust, evidence-based estimates of implementation costs, financing needs, and financing sources.The assignment is intended to support the competent authorities and the DSIP drafting process. Below is a summary of the work to be performed: The ILO seeks to engage an external collaborator to conduct a legal and institutional gap analysis and develop a convention ratification roadmap on key ILO labour migration conventions in Ethiopia. The assignment will support the Government of Ethiopia in advancing the ratification and domestication of ILO Convention No. 97 on Migration for Employment, Convention No. 143 on Migrant Workers, Convention No. 189 on Domestic Workers, and Convention No.190 on Violence and Harassment. The assignment includes reviewing Ethiopian legislation and the ratification process against the provisions of each convention; conducting key informant interviews with government, parliamentary, and social partner stakeholders to establish the political and institutional context for ratification; completing a Gap Analysis Matrix and report identifying legal and institutional gaps; and developing a convention ratification roadmap with prioritised actions, responsible actors, and timelines. The external collaborator will conduct a desk review, stakeholder consultations, and key informant interviews, working in close coordination with the Ethiopian Diaspora Service (EDS) and the Institute of Foreign Affairs (IFA).
