Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: The ILO seeks to engage an external collaborator to conduct a legal and institutional gap analysis and develop a convention ratification roadmap on key ILO labour migration conventions in Ethiopia. The assignment will support the Government of Ethiopia in advancing the ratification and domestication of ILO Convention No. 97 on Migration for Employment, Convention No. 143 on Migrant Workers, Convention No. 189 on Domestic Workers, and Convention No.190 on Violence and Harassment. The assignment includes reviewing Ethiopian legislation and the ratification process against the provisions of each convention; conducting key informant interviews with government, parliamentary, and social partner stakeholders to establish the political and institutional context for ratification; completing a Gap Analysis Matrix and report identifying legal and institutional gaps; and developing a convention ratification roadmap with prioritised actions, responsible actors, and timelines. The external collaborator will conduct a desk review, stakeholder consultations, and key informant interviews, working in close coordination with the Ethiopian Diaspora Service (EDS) and the Institute of Foreign Affairs (IFA). The assignment will also include facilitation of a stakeholder validation session and submission of a final report and finalised roadmap with actionable recommendations, in English and Amharic.
