Das «Swiss-Serbian Innovation Programme» ist ein vierjähriges bilaterales Programm, welches durch die beiden Ressorts der Handelsförderung und Privatsektorförderung, der wirtschaftlichen Entwicklungszusammenarbeit des SECO und mit Beiträgen der serbischen Regierung finanziert wird. Das Programm zielt darauf ab, das Innovationsökosystem Serbiens durch drei miteinander verknüpfte Komponenten zu stärken. Es baut auf bestehenden SECO-finanzierten Projekten auf, schafft Synergien und stärkt das serbische Innovationsökosystem durch neue Projekte. Die übergeordnete Koordination des Programms und die Zusammenarbeit der drei Komponenten wird durch eine Implementierungsagentur sichergestellt, welche gleichzeitig eine der drei Komponenten implementieren wird. Darüber hinaus wird das Programm mit Schweizer Akteuren und den lokalen serbischen Akteuren des Innovationsökosystems wie dem Ministerium für Wissenschaft, technologische Entwicklung und Innovation; dem Innovationsfonds; dem Wissenschafts- und Technologiepark in Belgrad sowie mit akademischen- und Privatsektororganisationen zusammenarbeiten.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornCameroon possesses an exceptional forest heritage, with nearly 19 million hectares of dense rainforest covering almost 40 % of its territory. Located in the Congo Basin-the world's second-largest tropical forest after the Amazon-these forests are a major biodiversity reservoir and a critical global carbon sink. However, this ecological capital is under increasing pressure. Cameroon's annual deforestation rate is estimated at 0.6-1 %, corresponding to more than 100,000 hectares lost each year. Direct drivers include illegal logging, mining, infrastructure development, unplanned urbanisation and agricultural expansion, the latter accounting for about 60 % of total deforestation. In 2021, the Centre, South and Littoral regions alone represented around 61 % of national forest loss. These trends are reinforced by structural factors such as rapid population growth (expected to double by 2046), accelerating urbanisation, persistent rural poverty, weak land governance and limited planning capacity at local level. In response, Cameroon has committed to major international frameworks aimed at reducing deforestation and achieving carbon neutrality by 2050, notably the Paris Agreement (COP21) and the Glasgow Forest Declaration (COP26). Nationally, land-use planning reforms-especially the Framework Law on Land Use Planning and its instruments (national, regional and local plans, including LLUSDP)-seek to establish integrated multi-level spatial planning. Yet implementation remains constrained by insufficient legal, technical and operational capacities, limiting effective coordination of development and forest conservation. Within this context, the GIZ-implemented module "Capacity Building in Land Use Planning," financed by CAFI and BMZ, aims to promote inclusive and sustainable spatial planning that reduces forest pressure while supporting balanced economic development. The experts will provide technical, strategic, and operational advisory services to the ECOWAS Commission and national institutions such as trade ministries, customs authorities, and AfCFTA committees, as well as private-sector stakeholders. The contractor will be responsible for establishing, coordinating, and managing the STE pool, including expert selection, deployment, briefing, and quality assurance. A dedicated STE Pool Coordinator will serve as the main contact point for GIZ and ensure close coordination with the project team. The services cover human capacity development, organisational development, and policy and strategy advisory in the following thematic areas: - Barriers to TiS - AfCFTA negotiations and implementation, with a focus on TiS - National and regional implementation of AfCFTA regulations - Trade facilitation and customs procedures, including transit-related instruments (e.g. SIGMAT, guarantee mechanisms, e-certificates of origin, AEO programmes) - Sustainable and green trade, including climate- and socially responsible service exports - SME export development and competitiveness - Access to trade-related information Key activities include the designing and delivering training modules, workshops, coaching, and on-the-job support; strengthening negotiation skills of AfCFTA negotiators and private-sector representatives; supporting the development of export strategies for SMEs; facilitating public-private dialogues; and supporting the development of regional and bilateral regulatory frameworks, policies and roadmaps, including mutual recognition agreements (MRAs). Sept.The contractor is required to provide highly specialized advisory and technical assistance through the EAC DPI Acceleration Mechanism. The contractor helps project developers and government agencies design, structure, and scale Digital Public Infrastructure (DPI) use cases to bring them to a "bankable" status ready for international financing. The AM delivers four distinct types of specialized support to project promoters: 1. Development Support: Providing technical guidance at any stage of project development. This includes pre-feasibility and feasibility studies covering technical assessments, architectural designs, specifications, environmental impact assessments, regulatory analysis, cybersecurity assessments, hosting/infrastructure needs, and capacity assessments. 2. Structuring Support: Advising on essential operation, business, and financing models to ensure proposals match the expectations of financiers. This involves evaluating Public-Private Partnership (PPP) models, revenue streams, potential African and European private sector operators, and bundling separate projects to de-risk investments. 3. Access to Finance Support: Identifying appropriate financing options and aligning project documentation with the specific requirements of European and international institutions, such as the EU Global Gateway instruments (grants, guarantees, and blended finance like EFSD+). 4. Contract Closing / Transaction Support: Assisting with contractual negotiations during project preparation, including drafting financing transaction terms, term sheets, specialized contractual agreements, or fulfilling conditions. Work Packages The detailed scope of each work package is tailored to each project depending on its scope and maturity. It is not mandatory for a project to go through the entire sequence from EoI to Closing. Work Package 1: Clarification of the Assignment - Participate in initial online alignment sessions and a 2-day physical workshop in East Africa to understand the program vision and stakeholder landscape. - Present initial insights on technical feasibility, financial viability, gap analysis, and potential implementation risks. - Outline a clear process management approach detailing how each project proposal will be handled and which experts will be involved. - Develop a preliminary scope of work and estimate of effort for each selected project proposal. Work Package 2: Expression of Interest (EoI) Screening - Develop a transparent scoring system based on eligibility criteria to objectively rank and prioritize submitted EoIs against their likelihood of attracting financiers. - Conduct preliminary screenings of incoming EoIs, evaluating their alignment with the EAC Digital Transformation Strategy, and noting potential risks or opportunities. - Identify opportunities to "bundle" complementary projects to increase the overall investment ticket size and enhance commercial appeal. Work Package 3: Activity Brief Co-Development Steer a collaborative, iterative co-creation process between the project developer, GIZ, and financiers to complete an Activity Brief. - Review existing master plans, pre-feasibility material, and technical designs, and conduct project needs assessments to pinpoint bankability barriers. - Carry out initial due diligence on institutional setups, public mandates, and legal frameworks. - Provide baseline cost estimates, market price benchmarks, revenue/pricing sensitivity analyses, and financial model operations. - Recommend project-specific PPP models that integrate financial and governance safeguards. - Draft the precise Terms of Reference (ToRs) for the deeper studies needed in the next stage. Work Package 4: Technical Assistance (TA) Execution This core package focuses on delivering detailed technical and financial feasibility studies to serve as investment blueprints: - Technical Feasibility: Evaluate technology choices, tech stacks, hosting, and architecture for population-scale systems (such as e-ID, data-sharing, and payment switches). Ensure solutions incorporate user-centric design, digital sovereignty, and regional interoperability. - Safeguards and Compliance: Analyse project alignment with the Universal DPI Safeguards Framework and Principles for Digital Development. Conduct local/regional regulatory checks on data privacy, data protection, and localization laws. - Risk and Infrastructure Assessment: Conduct cybersecurity assessments, risk analyses, and evaluate the underlying telecommunications, energy, device, and storage infrastructure. - Proposal Refinement and Deal Structuring: Provide one-on-one assistance to refine financial projections, market analyses, and risk matrices. Craft tailored financing and capital structures aligned with instruments like the EFSD+. Work Package 5: Contract Closing Support Support applicants directly during contract negotiations with financiers to secure optimal financing terms. - Finalize necessary supporting documentation, including risk matrices, sustainability and impact analyses, and inclusivity frameworks. - Hand over completed project dossiers to interested investors to ease their formal due diligence and appraisal processes. - Provide tailored documentation to assist government partners through state processes for sovereign debt approval. Brief information about the project The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing the project "Resilient Puna: Ecosystem-based adaptation for communities and sustainable high Andean landscapes in Peru". The project is financed by the German cooperation (BMZ), the Green Climate Fund (GCF) and the Canadian Cooperation (GAC), in addition to the counterpart of the Peruvian government. The project works with the Ministry of Agrarian Development and Irrigation (MIDAGRI), Profonanpe (Peru's environmental fund), the National Service of Natural Areas Protected by the State (SERNANP) and The Mountain Institute (IdM). The "Resilient Puna" project contributes to restoring, conserving and better managing the ecosystem of the Peruvian puna. To this end, it promotes ecosystem-based adaptation (EbA) measures, which serve to make agriculture, livestock and communities more resilient to climate change in the prioritized districts of the departments of Arequipa, Cusco, Puno, Lima (Yauyos) and Apurimac, and its promote their active and equitable participation in agricultural and livestock value chains. It also supports the establishment of a long-term financial mechanism for communities to restore wetlands, grasslands and water reservoirs. Finally, the project aims to integrate the EbA approach into public instruments of participatory territorial planning and the different programs supporting productivity of both public and private entities, also considering the mainstreaming of gender equity, intergenerational and intercultural approaches. The project activities are organized into three components: - Component 1: Puna ecosystems are better restored, conserved, and managed to support climate-resilient livelihoods, through the implementation of EbA measures. - Component 2: Public and private investments aligned and leveraged to scale EbA measures. - Component 3: Multilevel territorial governance for the incorporation of EbA measures. Ministry of Foreign AffairsCopenhagenFrist: 02. Okt.The Ministry of Foreign Affairs of Denmark (MFA) is in the process of streamlining the management of its development cooperation. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle.
